IMPROVED SERVICE DELIVERY AND ACCOUNTABILITY-ISAL
PUBLIC ADMINISTRATION FACILITIES THIRD PHASE-PAF III

CILG-VNG International is Development Center for Innovative Local Governance is the MENA regional office of the International Cooperation Agency of the Association of Dutch Municipalities (VNG). CILG-VNGI is an advisory and development organization of international and national public institutions focusing on the MENA region. CILG-VNGI is specialized in governance and local development, and in providing consulting services in public policies and strategies, management and technical assistance, to achieve:
- Development and implementation of state reforms on decentralization;
- Development and strengthening of administrations, institutions and other civil society actors actively working at the local level;
- The identification, development, approval, management and evaluation of economic projects for local development.
BACKGROUND
The 36-months project Improved Service delivery and Accountability at Local level in Libya will work on fields related to democratic local governance, local economic development, decentralization and democratic transition, while maintaining a horizontal intervention in favor of civil society in general and particularly those involved in the field of youth, women, local economic development and local democracy.The overall objective of the project is to contribute to the democratic transition process and the stabilisation of Libya, divided in three specific objectives:
- Libyan public institutions at local and national level demonstrate increased capacities, enabling the environment for effective service delivery ;
- Libyan municipalities and other local level public institutions are better empowered to enhance social cohesion through good governance and local economic development increasing employment among youth and women;
- Local capacities are strengthened to promote collaborative governance and extensive participation in the transition process among the Libyan population.
SCOPE OF WORK
- Ensure that adequate financial controls are in place to maintain propriety and proper accountability of expenditures;
- Ensure the financial transactions are properly authorized, recorded, have adequate supporting documentation, filled, maintained and can be easily extracted for the purpose of preparing financial statements; and financial audits;
- Monitor budgets and expenditures and contribute to preparation of budget revision
- Liaise with CILG Finance and Logistic Officers to ensure compatibility of the project financial books with legal requariments;
- Preparing and submitting timely and reliable CILG financial documents and financial reports;
- Prepare project financial reports, statement and submit to Project Manager and Team Leader for clearance and CILG as required;
- Establish a computer based monitoring system for expenditures;
- Check and ensure that all procurement process and expenditures of the project in accordance with the CILG This includes ensuring receipts to be obtained for all payment;
- Check budget lines to ensure that all transactions are booked to the correct budget lines;
- Responsible for project procurement processes inside and outside Tunisia;
- Arrange for travel, hotel reservations and logistical support for Project Staff and stakeholders inside and outside Tunisia;
- Responsible administrative and logistical support to organization of conferences, workshops, retreats;
- Preparation of routine correspondence, faxes, memoranda and reports;
- Receipt of shipments, customs clearance arrangements, preparation of documents for shipments; (received/sent), arrangements for shipments;
- Preparation of all necessary documentation, implementation of follow-up actions, drafting correspondence related to shipments/customs clearance/duty exemption;
- Support with dispatching of publications;
- Carry out any other administrative/financial assignments as requested by the Project Manager and Team Leader.
JOB CONDITIONS
- Type of contract: Fixed term , 12 months contract;
- Hours of work: Full time (40 hours per week);
- Salary and conditions: According to the experience and the Labor Legislation in Tunisia
- Starting date: August 1st
