Position: Chief of Party (COP)

Location:  Libya (possibly based in Tunisia)

Anticipated Start Date:  June 2021

Salary: Commensurate with experience

The Financial Services Volunteer Corps (FSVC) seeks an experienced Chief of Party for the United States Agency for International Development (USAID)’s anticipated ” Improving Economic Empowerment Opportunities for Vulnerable Libyans

Anticipated Program: 

This program will promote private sector development by supporting micro, small and medium-sized enterprises (MSMEs), in order to increase employment opportunities, diversify Libya’s economy and promote resiliency in general.  The program will strengthen entrepreneurship skills and opportunities for business growth for the target population, and provide entrepreneurship and MSME business development services through local organizations (e.g., incubators, accelerator programs).  The program is expected to be implemented throughout Libya, including the West, East and South.

Profile of Expected COP: 

A successful COP candidate will be a senior-level professional with a proven track record of successfully implementing USAID programs, and with expertise in supporting entrepreneurship and MSME development programs.  The COP is expected to be a proactive and innovative thinker, with the proven ability to execute new initiatives, particularly in developing countries, as well as demonstrated leadership qualities and professional reputation.  The COP should also be a dynamic, results-oriented team player, with outstanding execution skills and the proven ability to work both independently and in a highly collaborative environment.

Key Job Responsibilities:

  • Overall program management, including serving as the main point of contact with USAID, providing leadership and guidance for the program;
  • Manage completion of all activities and deliverables in line with the USAID-approved work plan, including activity design, technical assistance delivery, post-activity follow-up and reporting to USAID;
  • Build and manage constructive working relationships with local public and private sector partners and counterparts in Libya;
  • Effectively collaborate and coordinate with other relevant implementing partners, including other U.S. Government-funded programs;
  • Ensure the program operates in accordance with operational best practices, ethical standards, and is in compliance with FSVC and USAID policies and procedures, government regulations and partnership agreements;
  • Oversee operational budgets and performance monitoring plans to ensure activities maintain budget efficiency and expected deliverables are met; and
  • Liaise closely with FSVC home office staff in New York and the regional office in Tunis to ensure effective program implementation and management.

About FSVC –

FSVC is a not-for-profit organization that helps build the sound financial and governance systems needed to support healthy market-oriented economies in developing countries.  FSVC has conducted over 3,200 technical assistance missions in 65 developing countries.  One of FSVC’s key competencies is to develop private sector and growth-oriented entrepreneurship.  FSVC has conducted this work in the Maghreb region (including in Libya) to improve access to finance for SMEs, build the capacity of business support organizations and promote high-growth entrepreneurship.

Critères d'éligibilité

  • Master’s degree or higher in public administration, economics, business law, social sciences or a related field;
  • At least 15 years of progressively responsible professional development, and experience and expertise in supporting entrepreneurship and MSMEs;
  • At least 8 years of experience specifically managing international development programs, particularly USAID-funded programs, of a similar size to the program;
  • Extensive experience in working with counterparts at various levels of government, private and non-governmental sectors;
  • Excellent oral and written communication in Arabic and English required;
  • Experience in the Maghreb region required; experience in Libya preferred; and
  • Ability to lead and form constructive partnerships with and among local counterparts.
