Title: Strategic Activities Fund Assistant
Length of Assignment: Long-Term
Reports to: Strategic Activities Fund Manager

BACKGROUND

The purpose of the USAID-funded Jobs, Opportunities & Business Success project (JOBS) is to create jobs in Tunisia on a sustainable basis by (1) providing targeted assistance to Tunisian businesses, especially SMEs, to expand their sales and/or exports enabling them to expand and hire additional workers; (2) enhance work force development by reducing the education/training gap between what the university and vocational training systems provide and the actual needs of Tunisian businesses; (3) promote a more effective business enabling environment by working with the public and private sectors to promote policy and regulatory reforms; and, (4) communicate to Tunisians, especially youth, a sense of the importance of market-led economic growth and entrepreneurship, as well as vocational education as an apt career choice.

JOBS also aspires to have project stakeholders and Tunisians at large understand and be aware of USAID’s contribution to these objectives through the JOBS project.

POSITION DESCRIPTION

The Strategic Activities Fund Assistant is responsible for assisting the project’s strategic activities including local grants, procurements and subcontracts. S/he will support the processing of procurement of goods and services, and the issuance of grants and subcontracts under this project.

We are seeking individuals who have a passion for making a difference in the lives of people around the world.

DETAILED RESPONSIBILITIES

  • Assist in activities related to grant solicitation and selection, grant awards, grant implementation, grant monitoring and evaluation, and grant close-outs;
  • Assist in financial and administrative tracking in grant management
  • Work directly with local, regional or international vendors and service providers to obtain quotations and/or initiate procurements of requested commodities and services;
  • Assist in preparing contracts and purchase orders issued to vendors and in following up;
  • Assist in negotiating with local subcontractor administrative and financial requirements, including managing burn rates, invoices, and payments
  • Assistant procurement status reports and inventory summaries as requested by project staff;
  • Maintain all documents and files (electronic and hardcopy) and ensure files are complete and in compliance with regulations
  • Maintain and routinely update any procurement or grant database;
  • Perform other duties as assigned by the Strategic Activities Fund Manager to achieve the project’s goals and objectives.

LEVEL OF EFFORT AND PERIOD OF PERFORMANCE

Long-term, full-time.

LOCATION OF THE ASSIGNMENT

The assignment will be in Tunis, Tunisia.

SUPERVISION AND REPORTING

The Strategic Activities Fund Assistant will report to the Strategic Activities Fund Manager.

Critères d'éligibilité

  • Bachelor’s degree in public administration, international relations, business, finance, or relevant field.
  • At least 2 years of professional experience related to procurement and grants management.
  • Experience working with USAID or other international donors preferred.
  • Excellent verbal and written and communication skills.
  • Demonstrated leadership, versatility, and integrity
  • Fluency in Arabic, French, English required.
