Title: Senior local consultant on Benchmarking of Investment Regulations
Length of Assignment: Short-Term
Reports to: Team Leader for JOBS Business Enabling Environment
The USAID/Tunisia Jobs, Opportunities & Business Success (JOBS) project, managed by Chemonics International, seeks to create 70,000 jobs over the five-year life of the project. The three-year project (with an additional two-year option period) will work through multiple pathways to reach this ambitious goal, including i) increasing the competitiveness of client firms; ii) matching labor market demand with skills that meet the needs; iii) improving the business enablin environment; and iv) improving youths’ attitudes towards private sector employment.
Under Component 3, JOBS will help forge a more competitive business enabling environment by working with businesses to identify policy and regulatory constraints to their ability to grow, then working with the government of Tunisia, and private sector organizations to address these constraints. Included in this component is the policy area related to market access for investors, specifically streamlining administrative procedures related to investment activities of the decree 417 of May 2018, which will lead to reduced bottlenecks for SMEs.
The legal framework for investment in Tunisia includes a number of implementation decrees to the investment law (please add the date) which are the governance Decree 388, the Incentives Decree 389 and the Management by objective Decree 390, adopted all in March 09th 2017. The principle of freedom of investment was established mainly through the decree 417 adopted on May 2018 to reduce the number of authorizations and licenses for economic activities.

As part of its Year One work plan, JOBS has agreed with the GOT to provide focused technical assistance for the MDICI’s Management by Objective Unit (MOU) to identify the best approach for administrative authorizations removal required for the realization of economic activities A senior local on international investment regulations will be recruited for this assignment.
The senior local consultant will be in charge of benchmark Tunisia’s existing plan for reducing administrative procedures against international best practices and identify the best approach. This proposal will be based on economic effect on competitiveness and job creation.
The key objective of this assignment is to ensure that (1) all of JOBS’ activities are contextually appropriate to the Government’s vision and that (2) the capacity of the MOU’s staff is available to maintain momentum after the departure of the local consultant.

The consultant will report to USAID/JOBS Business Enabling Environment team leader, Ikhlas Haddar, and Sarah Meyer, Deputy Chief of Party
The senior local consultant is expected to work for the duration of the assignment. The assignment will take place in Tunis with potential travel outside of Tunis to relevant regions. The travel outside of Tunis will be determined during the assignment in discussions with the JOBS team.
This position is a short-term assignment with up to 25 days of LOE.
