USAID/FIRST (Fiscal Reform for a Strong Tunisia) /Administrative Assistant

  1. Background and scope of work:

Chemonics seeks an Administrative Assistant for the USAID/FIRST project in Tunis. The project aims to assist the GoT in strengthening the fiscal foundations for sustainable and inclusive growth, with an aim to improve the conditions for business, investment, and job creation. The project activity will be expected to contribute particularly to improve the efficiency, transparency the cost of compliance of tax administration and enhance the capacity to develop and manage tax policy.

A year-one work plan has been approved by USAID Tunisia First project and the Tunisian Ministry of Finance (MOF) including conducting a TADAT (Tax Administration Diagnostic Assessment Tool) assessment.

TADAT is a global tool that can be used by any country to assess the relative strengths and weaknesses of the tax administration system. TADAT assessments focus on administration of the major direct and indirect taxes critical to government revenues which collectively are referred to as ‘core taxes’ including corporate income tax (CIT), personal income tax(PIT), value added tax(VAT), and Pay-As-You-Earn(PAYE). By assessing outcomes, in relation to administration of these core taxes, a picture can be developed of the relative strengths and weaknesses of a country’s tax administration system. The TADAT exercise will be led by Tunisia FIRST project sponsored by USAID.

The Administrative Assistant will be responsible for data collection, consolidation and assist in reporting during the TADAT assessment exercise and will work closely with TADAT team to ensure that the TADAT exercise is able to produce deliverables in an effective and compliant manner. This position requires a high level of MS Office Skills (Word, Excel, PowerPoint…etc.).

  1. Responsibilities include:
  • Provide administrative and logistic support to the FIRST Tax Administration team.
  • Collect and check pertinent data and information.
  • Ensure that collected data is complete and accurate.
  • Prepare, design and consolidate reports/minutes/memo with high quality
  • Create and manage Excel spreadsheets, visual depictions of data and prepare PowerPoint presentations.
  • Develop forms and brief users on how to use.   
  • Assist in all other duties as assigned by the Tax Administration Team Leader

Critères d'éligibilité

  • Bachelor degree and above, majored in either Business Computing, Business Administration or another related field.
  • Minimum of two years of professional experience demonstrated knowledge and competence in administrative work is required.
  • Computer literacy in word processing, spreadsheets and preparation of graphs, tables, charts with Microsoft Office (including Word, Excel, and PowerPoint) is necessary.
  • Have a strong analysis and reporting skills.
  • Excellent written and verbal communication skills.
  • Able to carry out his/her work in an organized manner.
  • Demonstrated professionalism, flexibility, and integrity.
  • Experience working closely with multidisciplinary teams of junior and senior-level staff.
  • Strong interpersonal skills and ability to work with culturally diverse staff.
  • Ability to work under pressure to meet deadlines.
  • Previous experience working with an international company preferred.
  • Fluent French and Arabic required; proficiency in English required.
