SCOPE OF WORK

 

Title:                                           Monitoring, Evaluation, and Learning Director
Length of Assignment:           Long-Term
Reports to:                                Deputy Chief of Party and Chief of Party

1. BACKGROUND

The purpose of the USAID-funded Jobs, Opportunities and Business Success (JOBS) project is to create jobs in Tunisia on a sustainable basis by (1) providing targeted assistance to Tunisian businesses, especially SMEs, to expand their sales and/or exports enabling them to grow and hire additional workers; (2) enhance work force development by reducing the education/training gap between the university and vocational training systems and the actual needs of Tunisian businesses; (3) promote a more effective business enabling environment by working with the public and private sectors to promote policy and regulatory reforms; and, (4) communicate to Tunisians, especially youth, a sense of the importance of market-led economic growth and entrepreneurship, as well as vocational education as an apt career choice.

JOBS is a large, approximately $60 million project with a staff that will approach 90 employees, assisting
thousands of Tunisian firms throughout the country in no less than five regional offices.

2. POSITION DESCRIPTION

The Monitoring, Evaluation, and Learning (MEL) Director will be responsible for designing and managing Tunisia JOBS monitoring and evaluation (M&E) systems for measuring progress of work across all project components. This includes capturing and ensuring the quality of data related to client company sales, jobs created and matched; tracking results of work force development and training programs; documenting policy and regulatory changes; and measuring the impact that JOBS communications programs have on Tunisian youth. He/she will coordinate data collection and analysis, and will work across all components, with an emphasis on working with the JOBS Strategic
Communications and Outreach team to prepare and/or contribute to reporting, internally, with beneficiaries, and with the client. The MEL Director will also work with USAID/Tunisia’s M&E team and with relevant M&E projects in Tunisia to support the establishment of baseline measurements, consolidate efforts for measuring economic development in Tunisia, and other M&E-related activities as requested or required by USAID.

The MEL Director will also be responsible for overseeing the implementation of the Activity Monitoring and Evaluation Plan and designing and populating the project’s MEL system. He/she will work with technical staff to develop and oversee tools for data collection, storage, and analysis. He/she will also train staff and partners on MEL system operations, collection methods, and tools, including, as applicable, the DevResults software and ArcGIS software.

3. DETAILED RESPONSIBILITIES

The specific tasks of this assignment include:

  • Lead the M&E team in designing, implementing and managing a M&E system of data collection
    tools and procedures, analysis and reporting related to project targets.
  • Using the Activity Monitoring and Evaluation Plan (AMEP) as a basis, work with the chief of
    party, technical team, and USAID counterparts, as required, to refine project indicators, including
    through participation in work planning.
  • Oversee the deployment of ArcGIS on Tunisia JOBS, ensure JOBS data can mapped and queried
    using spatial data across all regions.
  • Update JOBS’ AMEP Indicators, as needed, in consultations with the COP, DCOP, and ensure
    USAID approval accordingly.
  • Oversee the implementation of the project’s AMEP and ensure USAID approval, accordingly, as
    required per the contract. Lead the effort to revise the AMEP, as needed, to ensure its use as a
    management tool, and lead the preparation of other MEL reports as required or requested by
    USAID.
  • Lead the design and sharing of MEL databases and spreadsheets and determine the most
    appropriate and efficient formatting for reporting and sharing MEL information.
  • Supervise a staff of MEL specialists who will organize the collection of data in accordance with
    the AMEP, maintain the MEL systems and periodically evaluate and adjust MEL systems to
    improve their effectiveness and ensure accurate data, compile and analyze relevant date on
    project indicators for reporting requirements, and prepare as-requested MEL data for client
    requirements.
  • Oversee the process of ensuring data quality and integrity by periodically conducting field visits
    and spot checks to verify data and investigate any data anomalies.
  • Liaise with USAID/Tunisia’s M&E staff and lead the team’s response to requests for
    collaboration, data collection, and reporting requirements in liaison with relevant USAID M&E
    projects in Tunisia or other stakeholders as requested by USAID.
  • Contribute to weekly, bi-weekly, monthly, quarterly, and annual progress reports as needed in
    coordination with the Strategic Communications and Outreach team and other technical teams;
  • Work with the Strategic Communications and Outreach team on interpreting performance results
    and research findings to adjust them for different audiences and provide necessary inputs to the
    project’s communication tools.
  • Coordinate with technical teams, with regional offices as needed, and with relevant stakeholders
    to ensure that project initiatives are in line with performance targets.
  • Ensure that the M&E team regularly communicates progress against targets to project staff.
  • Support the achievement of overall project goals as required to ensure project performance.

4. LEVEL OF EFFORT AND PERIOD OF PERFORMANCE

Long-term, full-time.

5. LOCATION OF THE ASSIGNMENT

The assignment will be in Tunis, Tunisia.

6. SUPERVISION AND REPORTING

The Monitoring, Evaluation, and Learning Director will report to the Tunisia JOBS Deputy Chief of Party
(for performance evaluation purposes) and also to the Chief of Party. The MEL Director will directly
supervise at least five MEL specialists.

 

 

شروط الترشّح

  • Bachelor’s Degree in relevant field such as international development, natural or social science research is required. Masters Degree not required but is preferred.
  • 5+ years of experience in monitoring and evaluation and previous experience as a MEL Manager.
  • Experience in large SME support projects delivering technical assistance and other services to private enterprises.
  • Experience with mobile data collection (i.e. tablet or phone-based applications).
  • Experience in implementing ArcGIS desired but not necessary (experience required for the position but training can be provided for an exceptionally strong candidate without ArcGIS experience).
  • Solid analytical skills, writing, and communication skills in English required. French or Arabic not required but preferred.
  • Experiencing managing a large team and coordinating MEL requirements with technical team leaders and deploying MEL programs on a regional scale strongly preferred
  • Ability to meet tight deadlines, prioritize effectively, and work under pressure.
  • Ability to convey results to non-technical stakeholders, and ability to strengthen MEL results to improve programing.
  • Exposure to USAID’s managing for results approach desired.
