SCOPE OF WORK

Title:           HR Director
Length of Assignment:              Long-Term
Reports to:           Operations and Finance Team Leader

1. BACKGROUND

The purpose of the USAID-funded Jobs, Opportunities & Business Success project (JOBS) is to create jobs in Tunisia on a sustainable basis by (1) providing targeted assistance to Tunisian businesses, especially SMEs, to expand their sales and/or exports enabling them to expand and hire additional workers; (2) enhance work force development by reducing the education/training gap between what the university and vocational training systems provide and the actual needs of Tunisian businesses; (3) promote a more effective business enabling environment by working
with the public and private sectors to promote policy and regulatory reforms; and, (4) communicate to Tunisians, especially youth, a sense of the importance of market-led economic growth and entrepreneurship, as well as vocational education as an apt career choice.

JOBS also aspires to have project stakeholders and Tunisians at large understand and be aware of USAID’s contribution to these objectives through the JOBS project.

2. POSITION DESCRIPTION

The Human Resources Director will be responsible for overseeing the entirety of the project’s human resources team and all aspects of the function; including but not limited to ensuring effective management of Human Resources through policies, procedures, and management of HR information systems. The Director will ensure the quick and compliant onboarding of all of JOBS’ short-term consultants. S/He will work closely with JOBS Component 1 team to meet their heavy demands of consultant hires and provide support to senior management and staff for all HR needs. We are seeking individuals who have a passion for making a difference in the lives
of people around the world. This is a high-level management position to support the Team Leader in meeting the demands of senior leadership. JOBS is a large program-reaching upwards of 100 staff members with 5 regional offices. The HR Director is responsible for ensuring the management and recruitment needs of 70 directly hired employees and will support the management of 20+ short-term consultants to be hired each month.

3. DETAILED RESPONSIBILITIES

  • Manage, support, and provide guidance on full cycle recruitment process in compliance with established USAID and Chemonics procedures and regulations; including collection of resumes, conducting interviews, reference checks and salary verification.
  •  Support the HR Officers, as needed, with Biodata collection, reviewing the final Biodata package for quality control, before submission to the Team Leader.
  • Prepare Approval Request packages to USAID for all of JOBS long-term and Consultant position.
  • Ensure successful execution of onboarding process, including new hire paperwork and conduct the new hire orientation.
  • Provide guidance on local labor law and ensure proper execution of employment agreements, benefits, and all HR related matters.
  • Coordinate with JOBS’ local labor lawyer, as needed, to ensure compliance with local law for all HR matters.
  • Initiate and manage HR audits on all personnel files and ensure files are complete and in compliance with local labor law and the project’s policies.
  • Manage the maintenance and adherence to human resource standards and operating procedures.
  • Provide guidance on interpretation and application of policies and procedures.
  • Supervise and manage human resources officers/specialists; train, guide, manage workload, and provide opportunities for professional development.
  • Provide guidelines regarding performance management process.
  •  Perform other duties as assigned to achieve the project’s goals and objectives.
  • Manage a team of at least 2-3 HR Officers.

5. LEVEL OF EFFORT AND PERIOD OF PERFORMANCE

Long-term, full-time.

6. LOCATION OF THE ASSIGNMENT

The assignment will be in Tunis, Tunisia.

7. SUPERVISION AND REPORTING

The HR Director will report to the Operations and Finance Team Leader and will directly
supervise the HR Officers with an overall team of 2-3 staff.

Critères d'éligibilité

  • Bachelor’s degree in Human Resources or equally relevant field preferred.
  • Minimum of 5 years of experience required, but 7-10 years strongly preferred professional experience in human resources.
  • Experience and knowledge of Tunisian Local Labor Law required.
  • Minimum three years’ experience supervising staff is required
  • Experience working with USAID or other international donors strongly preferred, including knowledge of the Biodata Form process.
  • Excellent verbal and written and communication skills.
  • Demonstrated leadership, versatility, and integrity.
  • Proven experience developing new organizational systems and tools required, with a strong command of Microsoft Office required.
  • Fluency in Arabic, French, English is required.
