Background

The Libya Transition Initiative (LTI) 2 project aims to support Libyan efforts to build an inclusive and peaceful democratic future. Through Chemonics International Inc., USAID/OTI partners with civil society organizations, and interim governing authorities to strengthen civic activism by building capacity and connecting networks, while bolstering security by supporting moderate voices and strengthening local initiatives to mitigate conflict.

LTI 2 focuses on three priority areas of programming listed below:

  • Community engagement activities;
  • Supporting moderate voices; and
  • Supporting political processes and national

Purpose

The Bookkeeper will support financial operations within the Tunisia office. S/he will be responsible for ensuring project financial policies are carried out in the office and will enter all local transactions into ABACUS, the project financial management system.

Reporting

The Bookkeeper will report directly to the Office Manager.

Specific Duties and Responsibilities

  • Record expenditures in the financial systems (internal accounting system ABACUS)
  • Prepare the cash / bank reconciliation at the end of each month to close the month’s books, and submit to the home office.
  • Track sub ledger balances, including receivable accounts for individual staff ensuring that outstanding travel advances are settled before issuing new advances. For vehicle mileage and personal telephone use, prepare invoices on a monthly basis.
  • Responsible for maintaining proper financial data and financial files.
  • Assist the Office Manager with the requests from Tunisia Local Accounting.
  • Process expense reports, complete bank reconciliation and financial projections.
  • Undertake other duties as assigned by supervisor.

Critères d'éligibilité

  • At least two years of relevant bookkeeping, financial management and/or accounting experience in Tunisia is required.
  • Ability to effectively use computer software including financial management applications such as ABACUS or others, word processing and the project Activity Database, a MS Access application.
  • Ability to work in a professional and cordial manner with fellow staff members, visitors, partner institutions including international and local NGOs, governmental entities, support organizations, and the general public.
  • Knowledge of basic accounting and accounting practices is required, as well as general best practices in Tunisia.
  • Demonstrated high proficiency with Excel spreadsheet applications is also a requirement.
  • A university degree in business management or accounting required.
  • Fluent written and spoken Arabic and French required, as is high written and spoken English language proficiency.
  • Ability to work independently with minimal supervision, to prioritize multiple work assignments in an extremely fast-paced environment, to meet deadlines, and to exercise good, professional judgment that reflects positively on the image and communicates the established program message of the project.
