Scope of Work

 

Background

At the beginning of 2016, Libya’s political future is more uncertain than at any time since the 2011 revolution. Political division, armed conflict and a crisis of legitimacy at the national level have accelerated the fragmentation of Libya’s governance landscape. Regional coalitions which formed in 2014 have fractured during 2015 and cities and municipalities have become increasingly isolated. Libya’s two nominal national governments both exert little authority outside their respective bases in Tripoli and Tobruk. The political elites involved in the UN-sponsored dialogue to form a unity government lack legitimacy and the country lacks a national political leadership that can claim a mandate to negotiate a solution to Libya’s crises. The collapse of the national-level political process and institutions has shifted significant governance responsibilities to local formal and informal actors. Municipal councils are viewed as the most credible institutions, though they face serious challenges to providing services to their constituents.

Purpose

The Tunis-based Program Implementation Specialist (PIS) will be primarily responsible for administrative support to the Libya field team in grant activities under LTI2. The PIS willcoordinate closely with the Libyan heads of offices in Tripoli, Misrata, Sabha, and Benghazi, in addition to day to day coordination with the Deputy Chief of Party (DCOP), M&E Manager, and OTI field staff. The PIS supports implementation and proper documentation for LTI 2 activities in accordance with grant agreements and activity objectives and in line with Chemonics/LTI 2 policies, procedures, and practices. The PIS will also provide direct support to the DCOP and Chemonics Senior Management Team in contract management.

Reporting

The Program Implementation Specialist reports to the Deputy Chief of Party.

Specific Duties and Responsibilities:

  • Manage any Tunis-based procurement or implementation of grant activities.
  • Support procurement and grant documentation in coordination with the Libya-based grants teams, including but not limited to grant agreements, RFQs, sub-contracts, blanket purchase agreements, etc.
  • Compliance review of grantee selection procedures, grant awards, grant implementation, and grant close-outs.
  • Support the Libya field teams in the development of grant agreement/award documents to ensure adherence to established grants management policies and best practices.
  • Ensure the proper preparation and execution of grant documents and grant disbursements consistent and compliant with USAID and Chemonics requirements, procedures and best practices. Documentation required includes negotiation memos, grant activity forms, required certifications and assurances, branding and marking plans, environmental compliance plans, and others. As needed, support grants teams to draft and complete required documentation in order to facilitate faster grant clearance, implementation, and closeouts.
  • Work with DCOP and other project staff as appropriate to develop and provide training for grant specialists, such as in budget development and project coordination.
  • Ensure that grant files and documentation is complete and prepared in time to close grants within the required timeframe.
  • Undertake other duties as assigned by the DCOP.

Critères d'éligibilité

  • Experience working on USAID/OTI-funded projects and managing grants, or working on programs with grants components strongly preferred
  • Demonstrated analytical ability and understanding of the political context in Libya, with the ability to think creatively in conceptualizing relevant grant activities
  • Ability to work independently with minimal supervision, to prioritize multiple work assignments in an extremely fast-paced environment, to meet deadlines, and to exercise good, professional judgment that communicates the established message of the LTI 2 program Experience with stabilization, governance, outreach and community engagement programming preferred.
  • Strong written and verbal communications skills
  • Excellent interpersonal skills and an ability to manage a diverse range of professional relationships are essential.
  • Bachelor’s degree required
  • Advanced degree or equivalent combination of education and work experience in a relevant field preferred.
  • Ability to communicate effectively, both verbally and in writing, and to prioritize tasks and meet deadlines consistently.
