PROJECT BACKGROUND

The purpose of the USAID/Fiscal Reform for a Strong Tunisia (FIRST) project is to provide technical assistance and capacity building to key Government of Tunisia (GoT) institutions, particularly the Ministry of Finance (MOF), to strengthen the fiscal foundations for sustainable and inclusive growth. FIRST will help the MOF develop the capacity to formulate sound, predictable, and fair revenue policies. It will also support the MOF in modernizing tax administration and enhancing its ability to effectively, efficiently, and transparently carry out its revenue collection mandate. Lastly, it will strategically assist the GoT to use targeted analysis to advance key policy reforms that enhance efficiencies in government administration, improve the targeting of social spending, and increase fiscal space for priority investment and service delivery.

The Monitoring, Evaluation, and Learning (MEL)/Gender Specialist is cross-cutting and will support all technical component areas within FIRST to ensure gender-sensitive programming and monitoring and evaluation in accordance with the project’s MEL plan. The MEL/Gender Specialist will be responsible for finalizing and implementation of the MEL plan and designing and populating the project’s MEL system. S/he will work with technical staff to develop and oversee tools for data collection, storage, and analysis. S/he will train staff and partners on MEL system operations, collection methods, and tools, including the DevResults software. The MEL/Gender Specialist will also be responsible for coordinating and completing gender analysis that identifies ways to mitigate gender issues that may affect project activities.

POSITION DESCRIPTION

The MEL/Gender Specialist will be responsible for leading all MEL activities and ensuring gender sensitive programming across all technical components.

Responsibilities:

  • Lead implementation of the FIRST MEL plan, ensuring that it aligns with contract requirements and client objectives
  • Develop data collection tools necessary for capturing and reporting on project indicator data
  • Maintain project data in Chemonics’ Monitoring and Evaluation Software (DevResults)
  • Identify and recommend the integration of technology into MEL tasks
  • Draft and review terms of reference, as necessary, for survey and evaluation firms, and participate in selection of subcontractors for MEL tasks
  • Organize and oversee the collection of baseline data and the setting of targets.
  • Organize the collection of data in accordance with the MEL plan.
  • Train project staff on general MEL concepts and terms, data collection, and reporting procedures
  • Perform data quality and integrity assessments, including periodically conducting field visits and spot checks to verify data and investigate any data anomalies
  • Conduct periodic training for project staff, stakeholders, and/or partners. Share information to help them monitor the progress of their work and use the data for strategic decision-making.
  • Contribute to the development of annual work plans and review the relevance of the MEL plan against these work plans
  • Compile and analyze relevant data on project indicators for contractual reports
  • Provide as-requested MEL data to the client in a timely manner
  • Collect and disseminate lessons learned and best practices to internal (home office) and external stakeholders, as appropriate;
  • Work with Chief of Party and technical team leads to incorporate gender programming into project work plans, reporting, and scopes of work
  • Lead analysis that identifies ways to mitigate gender issues affecting programming
  • Design programming that seeks to reduce gender-related biases or risks embedded in tax and revenue policies systems, and procedures
  • Ensure that data collected is sex-disaggregated and surveys and monitoring and evaluation tools include questions to discern impact based on gender

 

Critères d'éligibilité

  • Bachelor’s Degree in relevant field such as international development, social sciences, or other relevant topic
  • At least 3 years of experience with monitoring and evaluation functions
  • Relevant experience in tax administration or government capacity building preferred
  • Strong analytical skills
  • Strong writing and communication skills in English
  • Exposure to USAID’s managing for results approach desired.
  • Fluent English and French required; fluent Arabic is a plus
