PROJECT BACKGROUND

The purpose of the USAID/Fiscal Reform for a Strong Tunisia (FIRST) project is to provide technical assistance and capacity building to key Government of Tunisia (GoT) institutions, particularly the Ministry of Finance (MOF), to strengthen the fiscal foundations for sustainable and inclusive growth. FIRST will help the MOF develop the capacity to formulate sound, predictable, and fair revenue policies. It will also support the MOF in modernizing tax administration and enhancing its ability to effectively, efficiently, and transparently carry out its revenue collection mandate. Lastly, it will strategically assist the GoT to use targeted analysis to advance key policy reforms that enhance efficiencies in government administration, improve the targeting of social spending, and increase fiscal space for priority investment and service delivery.

The objective of the Security Manager (SM) position is to develop risk management protocols for Chemonics operations in Tunisia, including FIRST, and keep project teams informed with up-to-date local information that affects day-to-day operations. S/he will be responsible for developing relationships with local risk management professionals, NGO/IP risk managers, and local authorities. The SM must be exceptionally familiar with Tunisian dynamics and operating environment. S/he must also be able work with and coordinate with various stakeholders in country and in the Chemonics Home Office, while demonstrating sound judgment and a high level of discretion.

The SM position will be a Chemonics shared resource. Although the SM will primarily support Chemonics projects, s/he will also be required to support other Chemonics initiatives on an ad hoc basis, including but not limited to, business development support and special event planning to include, on-site support and facilitation, collaboration and coordination with Tunisian law enforcement.

POSITION DESCRIPTION

Responsibilities:

  • Risk Management Networking
    • Establish relationships with national/local law enforcement, civil authorities, government ministries and development organizations to obtain the most current information regarding risk of Chemonics programs in Tunisia.
    • Liaise with local authorities, beneficiaries and members of our team and establish a network of contacts who can provide information on a regular basis.
    • In coordination with the projects’ senior leadership, continue rigorous liaising and networking with appropriate international security sources, other donors, and their projects.
  • Office safety & security policies and procedures
    • Establish written standard operating procedures (SOP) for each project office in coordination with project leadership on topics including but not limited to, access control, asset control, journey management, visitor procedures, and usage of safety equipment, IT security, and electrical systems to ensure optimal safe handling and training.
    • Coordinate with project leadership and operations teams to ensure the enforcement of all SOPs and maintenance of access control equipment, alarm & video monitoring system, smoke/CO2 detectors, fire extinguishers, first aid kits, AEDs, and satellite phones.
  • Company Risk Oversight
    • Provide guidance for office and residence selections during project start-up
    • Conduct site risk assessments in coordination with the SMU for selected project offices and international staff residences to identify gaps and required upgrades.
    • Advise project leadership of essential upgrades and/or repairs of safety equipment and coordinate with operations/procurement teams to ensure the prioritization, selection, implementation of all enhancements.
    • In coordination with operations/procurement assist & advise with enhancements, installations and repairs by vendors/technicians to ensure equipment and systems are installed to a high standard
  • Journey management
    • Establish and maintain protocols to include NO-GO & GO areas for project-related movements around Tunisia.
    • Coordinate with operations teams and project leadership to review and approve movement requests.
    • Provide guidance with threat information and recommendation on travel prior to any field trips outside of Tunis, to include providing area specific emergency contact information (local hospitals, police stations, etc.).
    • Review and approve international staff travel around Tunisia, providing travel recommendations and instructions as appropriate.
  • Reporting
    • Compile and disseminate timely and accurate updates, recommendations for changes in posture or activities, and other relevant information to senior management teams and/or staff in-person or via e-mail, phone, or SMS.
    • Transmit risk alerts for emerging situations and report all risk-related incidents involving Chemonics staff
    • Provide reports as requested to senior management teams that capture major events and any impact on staff or program delivery.
    • Maintain regular contact with local police as to conditions in the general area of the office(s) and make recommendations to program leadership.
  • Incident/emergency preparedness and coordination
    • Assist with program leadership with crisis and incident management preparations and response in Tunisia.
    • In coordination with project leadership, maintain each project’s Emergency Action Plan (EAP) and update on a bi-annual basis or as required.
    • Coordinate emergency building evacuation drills (fire and earthquake) on at least a bi-annual basis with all staff.
    • Coordinate IMT drills (tabletop or field rehearsals) on a quarterly basis with each project to ensure that key personnel have a firm understanding of what do in the event of an incident, emergency, or crisis, based on the project office EAP.
    • Complete incident reports and submit to the HO SMU and PMU, and collect post-incident data and present after-action reports to project leadership as necessary.
  • Briefings and training
    • Deliver verbal travel briefings to Chemonics staff traveling to Tunisia and continuously update briefing packets.
    • Train staff on SOPs and issue notice to all staff if SOPs are updated.
    • Work with the MENA SMU to coordinate first-aid & AED training for relevant staff.
    • Present monthly risk updates to project staff at staff meetings to cover including, but not limited to, Tunisia risk atmospherics, communication and office protocols, SOP refreshers, and personal safety and travel precautions.

WORKING CONDITIONS/SPECIAL CONSIDERATIONS:

This assignment will be based in Tunis, Tunisia with potential travel to regional locations pending project needs.

The Security Manager is expected to be on-call to respond to incidents except when on annual leave.

شروط الترشّح

  • Tunisian citizen/resident required
  • Bachelor’s degree or equivalent demonstrated experience (industrial/commercial risk management or military) required
  • Demonstrated ability to generate and leverage network connections in high threat countries to promote an accurate understanding of risk and strengthen knowledge of country context
  • Well-connected with local Tunisian authorities, and possessing a high ability to build strategic relationships and expand network
  • Proven expertise in the Tunisian country context, including current threat environment, security policy/regulations, key actors, risk assessment, and best practices
  • Three or more years’ experience in management and oversight of security platforms that were implemented in high-threat countries and utilized low-profile techniques
  • Experience providing oversight to an international donor program desirable
  • Ability to report to and coordinate with multiple stakeholders, both internal and external
  • Experience in training civilians on safety and risk management measures
  • Excellent written and oral communication and interpersonal skills
  • Fluency in English and Arabic is required. French proficiency preferred
