  • PROJECT BACKGROUND

 

 

The purpose of the USAID/Fiscal Reform for a Strong Tunisia (FIRST) project is to provide technical assistance and capacity building to key Government of Tunisia (GoT) institutions, particularly the Ministry of Finance (MOF), to strengthen the fiscal foundations for sustainable and inclusive growth. FIRST will help the MOF develop the capacity to formulate sound, predictable, and fair revenue policies. It will also support the MOF in modernizing tax administration and enhancing its ability to effectively, efficiently, and transparently carry out its revenue collection mandate. Lastly, it will strategically assist the GoT to use targeted analysis to advance key policy reforms that enhance efficiencies in government administration, improve the targeting of social spending, and increase fiscal space for priority investment and service delivery.

The Translator/Interpreter will be responsible for facilitating communication with FIRST’s stakeholders, and providing translation of technical materials and official project documents (reports, plans, project communications materials, etc.) which need to be in both English and French. The translation shall be of a quality that is acceptable in professional international circles as well as linguistically appropriate for Tunisia. Quality control of the translation will include, but not be limited to, style, syntax, nuance, idioms, and terminology.

 

 

  • POSITION DESCRIPTION

 

 

The Translator/Interpreter will be responsible for:

 

  • Review the task order contract, other background documentation, and USAID’s strategic objectives.
  • Translate of technical papers and other project materials related to FIRST.
  • Interpret during meetings with partners, counterparts, subcontractors, field visits, and specific workshops and/or trainings.
  • Review outsourced translations for accuracy and consistency of meaning, grammar and syntax. Coordinate with Operations Team on outsourcing of translations.
  • Provides services as writer and editor when needed.
  • Perform any other tasks assigned by the Chief of Party or Finance and Operations Director which are consistent with his/her qualifications, this Scope of Work and activities of FIRST.
  • Create a translation memory/lexicon to be used internally and by outsourced translators and interpreters.
  • Successful interpretations during meetings.
  • Completion of translation of technical and contract deliverables.
  • Written deliverables as designated by the Chief of Party, Finance and Operations Director, and technical staff as appropriate.

Critères d'éligibilité

  • Professional fluency in written and spoken English and French.
  • Ability to provide high-quality consecutive and simultaneous interpretation.
  • Minimum two years of translating technical documents in economic or politics related matters desired
  • Strong communication skills and interpersonal skills (e.g., tact, diplomacy and patience) in the context of dealing with expatriate and local staff members, as well as with USAID representatives and both international and local partners.
  • Demonstrated initiative and self-motivation in handling all assigned tasks.
  • Previous USAID or other international donor experience preferred.
  • Bachelors degree on economic or politics related matters preferred.
  • Advanced computer skills.
  • Ability to travel for up to 5 days per month (including overnight stays if needed).
