BACKGROUND

The purpose of the USAID-funded Jobs, Opportunities & Business Success project (JOBS) is to create jobs in Tunisia on a sustainable basis by (1) providing targeted assistance to Tunisian businesses, especially SMEs, to expand their sales and/or exports enabling them to expand and hire additional workers; (2) enhance work force development by reducing the education/training gap between what the university and vocational training systems provide and the actual needs of Tunisian businesses; (3) promote a more effective business enabling environment by working with the public and private sectors to promote policy and regulatory reforms; and, (4) communicate to Tunisians, especially youth, a sense of the importance of market-led economic growth and entrepreneurship, as well as vocational education as an apt career choice.

JOBS also aspires to have project stakeholders and Tunisians at large understand and be aware of USAID’s contribution to these objectives through the JOBS project.

POSITION DESCRIPTION

The Accountant will be responsible for overseeing transaction project’s operations related functions, including office management and operations, project support, administrative and logistical support.

DETAILED RESPONSIBILITIES

  • Coordinate with the accounting firm and manage their requests
  • Manage fiscal deadlines according to local law
  • Prepare checks and wire transfers
  • Review of all accounting transactions entered into the accounting software by the Bookkeepers;
  • Must have the financial accounting experience and background necessary to approve Invoices/GJ entries and payment entries
  • Review and approve invoices prepared by the Operations Team and payments prepared by Bookkeepers to ensure that all supporting documentation and approvals are accurate
  • Oversee processing of payroll each month and prepare salary receipt/payroll forms, as well as appropriate tax withholdings and employer contributions;
  • Review monthly wire transfer requests through a thorough analysis of projected project expenditures;
  • Support the Finance and Operations Manager as a liaison to other administrative and technical components to manage project financial budgeting and expenditure progress
  • Train Bookkeepers on project’s accounting and financial management procedures;
  • Perform other duties as assigned by the Accounting Manager and Finance and Operations Manager to achieve the project’s goals and objectives.

LEVEL OF EFFORT AND PERIOD OF PERFORMANCE

This position is long-term, on a full-time basis.

LOCATION OF THE ASSIGNMENT

The assignment will be in Tunis.

The Accountant will report to the Tunisia JOBS Finance and Operations Manager

Critères d'éligibilité

  • Bachelor’s degree in Accounting or other relevant financial field preferred.
  • At least 3 years of professional experience in accounting and financial management.
  • A strong knowledge in and understanding of USAID regulations preferred.
  • Experience with D365 or other relevant financial accounting software system required.
  • Computer literacy word processing, spreadsheets and preparation of graphs, tables, charts with Microsoft Office (including Word, Excel, and PowerPoint) and account software
  • Demonstrated leadership, versatility, and integrity.
  • Fluency in Arabic and French, proficient in English.
