Organization Profile

Cesvi has been working in Libya since 2011 and it currently delivers assistance to refugees, asylum seekers, IDPs and mix migrants through different projects funded by UNHCR, EU Trust Fund, EU, Unicef and the Italian Cooperation.  Within the above-mentioned projects, Cesvi’s operates within the protection and cash sectors, notably on the achievement of alternative manners of detention, GBV awareness campaigns, information campaigns on migrant’s rights and risks, identification of permanent solutions such as the voluntary return, resettlement in Third Countries and the right to stay in Libya. Cesvi has its central office in Tunis.

Contract: Three months with possible extension

Duty Station: Tunis, with up to 50% travel to Tripoli and Misrata.

Overall job purpose

This is very dynamic role that aims to support and facilitate the coordination between the Tunis Office and Libya field offices in terms of logistics-finance-admin (operations).

The Operations Officer will focus on administrative tasks, logistics, warehousing, quality control, and general operations. He/she is responsible for supporting the implementation of all Cesvi projects by ensuring the timely procurement of goods, the provision of services, the careful and frequent recording of movements and changes, and the administrative projects-related activities. The Operations Officer will work closely with the logistics department, program and administrative staff to ensure comprehensive reporting, support and assistance to all Cesvi activities. This is a critical position for Cesvi. It requires diligence, dedication, and a capacity to handle numerous duties within a changing environment.

Specific tasks and responsibilities:

Warehouse

– Supporting the monitoring and detailed recording of the warehouses in Libya and stock movement activities consistently with Cesvi procedures requiring complete accuracy and timely delivery.

– Facilitate proper warehouse management. This includes storage space, condition, and the actual storage of stock.

– Support the Warehouse Manager with the preparation of regular warehouse reports.

– Acting as main focal point for PMs with regards to warehouse requests.

Procurement

– Work closely with vendors and the Logistics Manager to obtain needed materials with particular attention to cost control, quality and timely delivery.

– Follow-up with procurement all orders emanating from the field site utilizing order tracking sheet in order to be informed of the status of field site procurement requests.

– Support with the preparation of regular logistics reports and offers evaluation.

Administration

– support on the preparation of Accountancy and Prime Entry

– coordination, with local offices in Misurata, in producing the weekly and monthly Accountancy, after verification of different entries

– managing of petty cash and related cash reconciliation

– Ensure appropriate filing and accurate tracking of all documents (administrative and support ones)

– keep the documentation in the proper order for audit purposes

– keep and organize the main archiving of Tunis office

Other

– Ensure appropriate management of communications is in place between the field offices in Libya and the central office in Tunis

– Maintain familiarity with relevant logistics/warehouse compliance issues as required by policies of Cesvi, donors, and legal statutes in order to ensure compliance.

Critères d'éligibilité

  • Bachelor’s degree in supply chain management, Business Administration, Management, International Economics, International Development, Contract/Commercial Law or a relevant field.
  • Minimum of 2 years’ experience in a similar role.
  • Strong overall knowledge and understanding of NGOs programmes, financial and legal aspects of supply chain issues, ethics and risk management of supply chain operations.
  • Good computer skills and ability to use Microsoft Office (Excel, Access, Word, Outlook)
  • Highly developed interpersonal and communication skills
  • Fluency in written and spoken Arabic, English and French
  • Well organized, respectful and non-discriminatory
