Organizational Context and Scope:

 

Established in 1951, IOM is a Related Organization of the United Nations. Dedicated to promoting humane and orderly migration for the benefit of all, IOM provides services and advice to governments and migrants. As the leading UN organization in the field of migration, IOM works closely with its governmental, inter-governmental and non-governmental partners on capacity building and advocacy for policy and legislative practices to ensure the protection of migrants.

 

Under the overall supervision of the IOM Tunisia Chief of Mission and of the Project Manager/Head of the Protection and Health Unit and the direct supervision of the National Officer (CT), the successful candidate will ensure the case working of the trafficking cases of the mission.

The Case worker (CT) will undertake the following tasks

 

 

Core Functions / Responsibilities:

 

  1. Carry out screening interviews with migrants to understand and assess their vulnerability, detect cases of victims of trafficking, identify their specific needs and determine the type of assistance needed, including with regard to medical and psychosocial assistance and in in close coordination with the National Commission to Combat Trafficking in persons and other relevant partners.
  2. Follow efficient case working processes aimed at developing a plan with each beneficiary to reach short, medium and long-term solutions for every beneficiary assisted;
  3. Refer beneficiaries to the National Commission for the Fight Against trafficking (INLTP) for formal identification;
  4. Coordinate referrals to available services (social assistance, health assistance, psychological assistance, shelter provision, legal assistance, assisted voluntary return and reintegration,..) with the INLTP and follow-up with relevant partners for the provision of services;
  5. In coordination with INLTP, ensure response to the immediate needs identified of beneficiaries with physical and/or mental health conditions in terms of medical and psychosocial assistance according to available services of IOM and its partners.
  6. Assist IOM beneficiaries through provision of information on the services available for victims of trafficking in Tunisia, including through individual basic counseling sessions;
  7. In the context of case management, follow-up with IOM partners responsible for provision of assistance;
  8. Support in the preparation and submission of financial documents in relation to direct assistance to vulnerable migrants.
  9. Assist to the implementation of outreach activities to identify needs in the community with regard to potential victims of trafficking.
  10. Compile case reports and maintain case files for each beneficiary assisted and prepare statistical reports as requested, while adhering to IOM data protection standards; and ensuring that all assistance to beneficiaries is recorded on the IOM Migrant Management & Operational System (MiMosa) and matrices to the donor.
  11. Maintain a professional and neutral behavior, as well as empathy with beneficiaries;
  12. Perform such other duties as may be assigned.

Required Qualifications:

 

Education & Experience

 

  • Bachelors’ degree in Social Work, Health, Psychology or a related field from an accredited academic institution with two years of relevant professional experience or
  • High School degree in the above fields with four years of relevant professional experience
  • Proven experience in the field of assistance to migrants and / or humanitarian activities targeting vulnerable individuals.
  • Experience in working with victims of trafficking is a distinctive advantage.
  • Experience in working with governmental authorities, the UN and / or other national/international institutions or with non-governmental organizations is an asset.

 

Skills

  • Good drafting skills and clear oral communication.

 

  • Strong knowledge of computer applications, especially MS Word, Excel, Outlook and Access.

 

 

Languages:

Fluency in French, English and Arabic (written and spoken) is required.

 

Other:

  • Appointment will be subject to certification that the candidate is medically fit for appointment, accreditation, any residency or visa requirements, and security clearances. Vaccination against COVID-19 is required. This will be verified as part of the medical clearance process.
