Location: Tunis, Tunisia with possibility of in-country travel as necessary
Length of Contract: July 2019 – August 2020 A 13.5 month Contract of Limited Duration on a full-time basis with possibility of renewal.

The Carter Center, a not-for-profit, nongovernmental organization, is seeking an experienced and highly-qualified Project Officer to join its field office team as it expands its staffing for its Election Observation Mission for the 2019 general elections in Tunisia.
Under the direct supervision of the Country representative, the duties of the Project Officer will include:
- Oversee the arrangement and contracting accommodation, transportation, and other logistical arrangements necessary for the EOM
- Contribute to compilation, printing, and assembly of briefing packs
- Contribute to acquisition and assembly of deployment kits
- Assist in arranging visa and accommodation for international staff as required.
- Arrange mission trips for staff, including arrangement of transport and accommodation.
- Assist in the preparation of leadership schedule during the EOM. Coordinate with the Center’s Atlanta staff to arrange agenda, accommodations, and transportation as necessary.
- Assist in any procurement or administrative tasks as necessary.
- Be responsible for daily administrative management of the office and hotel office.
- Monitor and maintain office supplies inventory
- Assist with general coordination of leadership accommodation
- Update room lists, liaise with hotels, and keep mission running smoothly.
- Support troubleshooting of all accommodation, deployment, and delegation issues as necessary.
- Assist in all hotel- and accommodation-related coordination, including group meals, daily room lists, check-in and check-out procedures, etc.
- Translate project documents and serve as interpreter when necessary.
- Perform other duties as required.
- Assist with operational closure of mission.
- Oversee all arrangements for accommodation for observers, Atlanta staff, and leadership. Secure space for excess luggage of observers while deployed in the regions.
- With feedback from Security Manager and Observer Coordinator, develop list of deployment supplies and equipment for observers
- Assist in compiling briefing and deployment packs for LTOs and STOs
- Oversee the compilation of delegate briefing books and deployment kits. Oversee interns in all aspects of this process.
- Coordinate group meals in collaboration with hotel catering
- Coordinate briefing room set up with hotel, AV or other equipment needs, catering, etc
- Co-ordinate observer reception dinner.
- Assist in the coordination of all logistics for staff travel and LTO/STO deployment within Tunisia, and any necessary project meetings, scheduling, etc.
- Arrange coffee/snacks, supplies, and other necessary materials for hotel office.
- Maintain leadership agenda and meetings schedule, ensuring that they’re up to date and relevant.
- Work to update room lists, liaise with hotels, and keep mission running smoothly.
- Troubleshoot all accommodation, deployment, and delegation issues as necessary, in coordination with relevant staff.
