Job Title: Project Officer

Location: Tunis, Tunisia with possibility of in-country travel as necessary

Length of contract: Pending funding, this position is available until the end of November with the possibility of extension

Starting date: As soon as possible

The Carter Center in Tunisia

The Carter Center established a field office in Tunis in July 2011 to observe the first democratic elections following the Arab Spring, monitor the constitution-drafting process and the establishment of the electoral framework, and promote the inclusion of international standards for elections, democracy, and human rights in the new constitution. In 2012-13, the Center conducted training for civil society partners engaged in election observation, and in 2014 it observed the legislative and presidential elections, providing Tunisian authorities, electoral stakeholders, and international actors with recommendations to improve election administration and the legal framework.

Since then the Center has continued to support progress in Tunisia’s legislative framework by monitoring the work of the parliament, holding meetings with key decision-makers to engage and advise on issues, and publishing public statements with recommendations on key legislative issues. The Center has also used its convening authority to organize regular meetings with the civil society organizations in support of joint advocacy campaigns on developing legislative issues. The Center regularly provides technical assistance on election standards and supports Tunisian CSO partners in identifying areas of agreement and forming joint recommendations regarding key legislation governing elections and democratic governance in Tunisia.

The Carter Center, a not-for-profit, nongovernmental organization, is seeking an experienced and highly-qualified Project Officer to join its field office team and ensure the monitoring and implementation of its current and future program in Tunisia.

Under the direct supervision of the Field Office Director (FOD) and the Program Officer, the duties of the Project Officer will include:

  • Follow up with the Project Manager on all the aspects related to the Center’s pilot project on Youth Municipal Councils;
  • Follow up on the proposal of parliament’s group on Human Rights;
  • Manage the implementation and follow-up of the Center’s future projects with Disabled Persons’ Organizations (DPOs);
  • Monitor / track media coverage and prepare daily updates for the Center’s personnel;
  • Liaise with the Carter Center’s CSOs’ partners on the potential future projects;
  • Provide on a daily basis the latest major developments relating to elections, the political scene and security;
  • Liaise with the media and manage the Carter Center Tunisia Facebook page;
  • Regularly follow and report on activities of civil society and political parties on all issues related to the activity of the Carter Center;
  • Follow parliamentary and commission discussions on laws and issues relevant to the work of the Carter Center and take notes;
  • Contribute to the preparation of press releases statements and participate in their translation into Arabic and/or French;
  • Organize seminars, workshops and activities conducted by the Carter Center;
  • Prepare project documents and budgets;
  • Contribute to the translation of documents as required;
  • Make researches related to the Center’s activities;
  • Perform other duties, as required (organize meetings and prepare minutes).

Critères d'éligibilité

  • Master’s degree in a relevant field
  • Minimum 3 years of confirmed previous experience in a similar position;
  • Sound knowledge of the political climate and local civil society;
  • Previous electoral experience is an asset;
  • Excellent communication skills;
  • Availability and flexibility in carrying out project-related tasks;
  • Proven skills in organizing events and communication;
  • Excellent report writing and budget management skills;
  • Capacity to work both independently and as a member of a team;
  • Previous experience working in a non-governmental organization;
  • Strong organizational skills;
  • Good computer skills;
  • Proficiency in English, French and Arabic (oral and written) is required.
