The Carter Center has recently initiated the deployment of a long-term observation mission to monitor the Presidential and/or Parliamentary elections anticipated in fall 2019 in Tunisia. We are currently recruiting a National Security Officer. This position is open to Tunisian nationals only.

The National Security Officer will be primarily responsible for supporting the Carter Center (TCC) Field Office senior management in ensuring the safety and wellbeing of TCC staff, consultants and assets.

In close coordination with the Security Manager and The Mission Director, the incumbent will have the following duties and responsibilities:

• Monitor and manage field staff call-in & tracking system
• Prepare morning briefing on security incidents for Security Manager before 0900hrs daily;
• Assist the Security Manager in providing security briefings and security training for TCC staff;
• Assist in the administration of operational security (such as updating contact lists, security protocols, other relevant security documents);
• Assist in collecting relevant security information and stay updated on the security context and situation in Tunisia with particular attention to its impact on the political environment and security of Carter Center staff and observers
• Support, advice and input in any security analysis or security planning work done by the Security Manager;
• Assist in establishing and facilitate contacts with the police, military, Ministry of the Interior on security, medical, and health matters.
• Arranging meetings for the security manager as necessary;
• Provide interpretation, translation and language assistance support to Security Manager and Senior TCC Staff;
• Undertake liaison with government officials, security providers and authorities as directed by the security manager.
• Providing logistical and administrative support to the Security Manager as necessary
• Remain available by phone 24/7 up to end of Dec 2019 (with possible extension);
• Other duties as assigned.
