Position: Administrative and Financial Officer

The Carter Center, a non-profit non-governmental organization, is seeking an experienced and highly qualified Administrative and Financial Officer to join its Tunis office team and ensure the follow-up of the ongoing and future projects in Tunisia.
Under the direct supervision of the Field Office Director and a Financial Analyst based in Atlanta, the Administrative and Financial Officer will be fulfilling the following responsibilities:
– Make the necessary payments, manage the accounts;
– Issue and review tenders;
– Update the accounting journal;
– Manage the expenditure of the Carter Center in Tunisia, and send a transfer request to
Atlanta at the end of each month by preparing a detailed monthly budget for the next month;
– Manage the salaries of national employees;
– Manage employees’ health insurances;
– Manage mission-related expenses (Per diem) of international consultants, and as
needed, the salaries of Carter Center Long / Short Term Observers in Tunisia;
– Send on a monthly basis a "Financial Report", a report of reconciliation between the
amount given in advance for the purpose of the mission and the real expenses, and the
expenditure reports to an Atlanta-based Financial Analyst;
– Transform the estimated expenses of the Center’s missions into budgets based on
Carter Center cost categories;
– Update the project inventory and manage project expenses;
– Assist the Carter Center core team with the needs of the internal missions;
– Prepare and renew employee contracts;
– Calculate monthly taxes and report them to the tax office;
– Manage the operations with the bank and monitor the accounts of the Carter Center in Tunisia;
– Ensure the follow-up with the book-keeper and accompany the audits;
– Prepare all necessary administrative documents for the organization;
– Assist the freight forwarder with the administrative procedures relating to the import / export of Carter Center’s data processing and communication equipment and the extension of their authorization permit;
– Coordinate with the Center’;s auditor and lawyer to ensure that the Center complies with any changes to the 2011 Association Act.
– Perform any other administrative and accounting tasks that may be requested.
The Carter Center established a field office in Tunis in July 2011 to observe the first democratic elections following the Arab Spring, monitor the constitution-drafting process and the establishment of the electoral framework, and promote the inclusion of international standards for elections, democracy, and human rights in the new constitution. In 2014 it observed the legislative and presidential elections, providing Tunisian authorities, electoral
stakeholders, and international actors with recommendations to improve election administration and the legal framework.
Since then the Center has continued to support progress in Tunisia’s legislative framework by monitoring the work of the parliament and publishing public statements with recommendations on key legislative issues. Currently, the Carter Center has deployed an international observation mission to observe the 2019 presidential and parliamentary
elections.
