Primary Location: One position in each of the following locations: Nabeul, Beja, Sousse, Sfax, Gafsa, Medenine.

GENERAL POSITION SUMMARY:

The Carter Center is implementing a program of international election observation in Tunisia. The Interpreter/Assistant, under the overall supervision of the Director and the long-term observer coordinator and the direct supervision of the Long-term observer team to whom s/he is assigned, has the following responsibilities

The Carter Center established a field office in Tunis in July 2011 to observe the first democratic elections following the Arab Spring, monitor the constitution-drafting process and the establishment of the electoral framework, and promote the inclusion of international standards for elections, democracy, and human rights in the new constitution. In 2012-13, the Center conducted training for civil society partners engaged in election observation, and in 2014 it observed the legislative and presidential elections, providing Tunisian authorities, electoral stakeholders, and international actors with recommendations to improve election administration and the legal framework.

Since then the Center has continued to support progress in Tunisia’s legislative framework by monitoring the work of the parliament, holding meetings with key decision-makers to engage and advise on issues, and publishing public statements with recommendations on key legislative issues. The Center has also used its convening authority to organize regular meetings with the civil society organizations in support of joint advocacy campaigns on developing legislative issues. The Center regularly provides technical assistance on election standards and supports Tunisian CSO partners in identifying areas of agreement and forming joint recommendations regarding key legislation governing elections and democratic governance in Tunisia.

ESSENTIAL JOB FUNCTIONS:

• Provide simultaneous/consecutive interpretation (Arabic/English/French) as needed.
• Provide written translation (Arabic/English/French) of documents on a wide range of programmatic areas.
• Arrange various meetings with officials from local and regional election authorities, governors, mayors, and local representatives of all political parties, candidates, the media, and civil society.
• Summarize, in English, election related news published in the local language.
• Accompany the long-term observers on their regional travels in Tunisia and stay with them during their trips.
• Keep lists of names, addresses and phone numbers of the long-term observers’ interlocutors.Assist observer team in deployment activities by providing local context and information; assist the team driver in planning deployment routes;
• Liaise with local authorities and security forces at checkpoints, government installations, and any other key sites.
• Maintain utmost discretion and confidentiality in the performance of duties and transmission and safeguarding of information.
• Comply with outlined security policies and follow the organization’s transportation and communication protocols.
• Other duties as required and directed by supervisor.
