Project Background:

The USAID Fiscal and Accounting System of Tunisia (FAST) Project supports the Government of Tunisia (GoT) to improve public financial management.  FAST focuses specifically on enhancing and upgrading the government’s public financial management information system (PFMIS) to increase the efficiency, transparency, and predictability of public finances.  The project strengthens the government’s capacity to carry out fiscal, budgetary, and revenue collection mandates and advances electronic services to optimize regulations, procedures, and authorizations that reduce the cost and time burden on businesses, facilitate investment and trade, and promote innovation. Finally, FAST works to strengthen communication between policy makers and the public to build a common understanding of the constraints to, and opportunities for, economic expansion.

 

Purpose: 

The Capacity Building Advisor, in close coordination with the GoT, primarily the Ministry of Finance (MOF), will develop an overall plan for skill building to support the PFMIS rollout.

 

Responsibilities and Key Tasks:

  • Define and execute change management strategy, including planning, business/process alignment, communication, and institutional readiness to support the overall government transformation program with the introduction of a new integrated Public Finance Management Information System (PFMIS), based on modern business practices.
  • Closely coordinate and communicate with the project team and the government working group team leaders to assess the impact of the required changes on business/process alignment, new user procedures, and interaction between different government entities.
  • Accompany institutional readiness prior to the delivery of the new PFMIS and the required budgetary and accounting reforms.
  • Prepare and offer training seminars/workshops to raise awareness of the benefits and added-value, introduce the required changes, mitigate risks, and overcome challenges. 
  • Develop GoT staff training plan for PFMIS development and implementation.
  • Support GoT to establish a dedicated training team of trainers to develop curricula and a module-specific plan for sequencing training GoT staff for expansion of training to ministries, departments, and agencies for each new module as they become available for roll-out.
  • In coordination with the GoT and the Ministry of Local Affairs, provide inputinto PFMIS decentralization strategy.
  • Other duties as requested. 

Minimum Required Qualifications: 

  • B.A. or B.S. in public finance, public administration, process engineering, information technology or equivalent. M.B.A. is seen as plus.
  • At least 8 years of experience, including significant training and capacity building experience, additionally project management and business management experience.
  • Experience managing capacity development projects and in designing and providing training. 
  • 4 years of experience, or at least equivalent exposure/knowledge, of core public sector business areas, such as financial accounting, budget preparation, budget execution, treasury operations, debt management, and information technology. 
  • Must have strong communication, analytical, management, and leadership skills.
  • Oral and written fluency in French and Arabic is a must.

Preferred Additional Qualifications

  • Ideally the candidate will have worked with a top tier consulting firm or Big 4, using structured Change Management methods.
  • Experience with course/curriculum design and training materials development for civil servants preferred.
  • Previous work experience in a multi-cultural and complex environment.
  • Experience with USAID projects preferred. Experience with international donor-funded projects also an advantage.
