The Center for Applied Policy Research (C·A·P) at Ludwig Maximilian University of Munich, the Arab Institute for Human Rights (AIHR) in Tunis, Faculty of Legal, Political, and Social Sciences of the University of Carthage, and the Union des Tunisiens Indépendants pour la Liberté (UTIL) are welcoming applications for the programme Policy Advice and Strategy Development – Linking Academia, Civil Society and Politics.

The programme primarily aims at researchers from Tunisian universities and think tanks as well as members of civil society organizations and political institutions (parties, parliament, ministries). It offers them training in the areas of policy advice, strategy formulation and implementation.

In a 2-day workshop the participants are engaging in discussions, trainings, peer-to-peer learning and exchange with practitioners covering topics such as strategy development, drafting and communication of policy recommendations through policy papers and outreach activities.

Based on the discussion of the workshop, participants will draft strategy papers on selected policy issues that reflect their respective areas of expertise and are considered particularly relevant to the political and socio-economic development in Tunisia.

In autumn 2016 a second workshop will take place to present the policy papers, discuss the dissemination activities and evaluate the programme.

The first workshop will take place April 29-30, 2016 in Tunis. The second workshop will take September 30–October 1, 2016.

The following broad themes for the policy papers have been identified for this year’s programme:

  • Institutional reforms in Tunisia with a specific focus on educational reforms
  • Local elections and local democratic participation
  • Migration and refugees
  • Radicalization and de-radicalization
  • Local administrative structures and decentralization
  • Good governance with a specific focus on countering corruption
  • Social rights: the right to work/ the right to health
  • Mainstreaming gender issues
  • Media regulation and media laws
  • The role of the EU/ Germany in Tunisia’s transition process

Candidates should have a demonstrable expertise in one of the above listed topics. They should have a good working command of English as the workshop will be mainly held in English language. Candidates should be between 25 and 35 years old and have no work-related commitments or appointments during the time of the workshops. After the first workshop in April, candidates have to draft a policy paper on an agreed-upon topic (refelcting their expertise) that should have between 3000 and 5000 words and be written in English or French. The organizers will publish the papers throughout 2016 according to a timetable that will be agreed up on at the workshop.

 

Critères d'éligibilité
