The deadline is July 17, 2024

  • Background 

In collaboration with the Hivos Voices for Just Climate Action (VCA) program and the Working Group for Energy Democracy (GTDE), we are working to strengthen the promotion of the advocacy efforts and research carried out by GTDE as part of our partnership. To this end, Hivos and GTDE are embarking on the creation of an online presence through the development of a website. This website will serve as a comprehensive platform for sharing articles, studies and blogs relating to the energy transition, renewable energies and the just energy transition, while also serving as an information hub for our stakeholders and the general public. Designed to illuminate the path towards a just energy transition, the website will embody a research- and advocacy-led approach. The website will also present the Working Group for Energy Democracy and facilitate contact with the GTDE members. 

In addition, the site will be trilingual, with content in Arabic, French and English and will present all kind of activities implemented by the GTDE. 

  1. Objectives:

Overall Objective

To establish an online platform that serves as a comprehensive resource hub for promoting advocacy efforts and research related to energy transition, renewable energies, and just energy transition, while fostering collaboration and engagement among stakeholders and the public.

 

Specific Objectives:

  • Facilitate Knowledge Sharing: Provide a platform for sharing articles, studies, and blogs on energy transition, renewable energies, and just energy transition, sourced from both Hivos VCA and GTDE, to disseminate valuable insights and research findings.
  • Inform Stakeholders: Serve as an information hub where stakeholders and the general public can access reliable and up-to-date information on energy transition initiatives, policies, and best practices, thereby raising awareness and fostering informed decision-making.
  • Promote Mobilization, Collaboration and Engagement: Foster collaboration and engagement among stakeholders by facilitating dialogue, networking, and knowledge exchange on energy transition-related topics through interactive features such as forums, webinars, and online discussions. Additionally, mobilizing multiple stakeholders around the just energy transition and support the conduction of the advocacy campaigns. 
  • Showcase GTDE Activities: Highlight the activities and initiatives undertaken by the Working Group for Energy Democracy, showcasing their achievements, projects, and impact to demonstrate their commitment to advancing energy democracy and just energy transition.
  • Facilitate Contact with GTDE Members: Provide a platform for visitors to connect with GTDE members, experts, and representatives, facilitating communication, partnerships, and collaboration opportunities for advancing common goals in the field of energy transition.
  • Ensure Multilingual Accessibility: Ensure accessibility for diverse audiences by offering content in Arabic, French, and English, catering to the linguistic preferences and needs of stakeholders across different regions and communities.
  1. Scope of Work:
  • Website Development:
      • Design and develop a user-friendly website that aligns with the objectives outlined in the background and specific objectives.
      • Create a visually appealing and responsive website layout that provides easy navigation and accessibility across different devices and screen sizes.
      • Incorporate a content management system (CMS) that allows for seamless content updates and management by authorized users.
      • Ensure compatibility with major web browsers and adherence to web accessibility standards to enhance user experience and inclusivity.
  • Content Management :
      • Develop a structured content architecture that organizes articles, studies, blogs, and other resources related to energy transition, renewable energies, and just energy transition.
      • Implement a robust search functionality to facilitate easy retrieval of relevant information by users.
      • Integrate multimedia elements such as images, videos, and infographics to enhance the presentation and engagement of content.
      • Provide tools and features for content contributors to submit, review, and publish articles, studies, and blogs, ensuring a continuous flow of updated and relevant information.
  • Knowledge Sharing Platform :
      • Create dedicated sections or categories for sharing articles, studies, and blogs sourced from both Hivos VCA and GTDE, enabling the dissemination of valuable insights and research findings.
      • Establish a user-friendly interface for browsing and accessing resources, allowing users to filter and search content based on topic, author, publication date, and keywords.
      • Implement social sharing functionalities to enable users to easily share content across various social media platforms, thereby amplifying the reach and impact of the website’s content.
  • Stakeholder Engagement Features:
      • Develop interactive features such as forums, webinars, and online discussions to facilitate dialogue, networking, and knowledge exchange among stakeholders interested in energy transition-related topics.
      • Integrate tools for conducting surveys, polls, and feedback mechanisms to gather input and insights from stakeholders, fostering active participation and engagement.
      • Support the mobilization of multiple stakeholders around the just energy transition by providing resources, information, and opportunities for collaboration and advocacy campaigns.
  • Showcase GTDE Activities:
      • Design dedicated sections or pages to showcase the activities, initiatives, and achievements of the Working Group for Energy Democracy, highlighting their contributions to advancing energy democracy and just energy transition.
      • Utilize multimedia elements, case studies, and success stories to effectively communicate the impact and outcomes of GTDE’s projects and campaigns, inspiring visitors and promoting awareness and support for their work.
  • Contact and Collaboration Facilitation:
      • Include contact forms, contact information, and inquiry channels to facilitate communication and collaboration opportunities with GTDE members, experts, and representatives.
      • Enable users to connect, network, and initiate partnerships with GTDE and other stakeholders in the field of energy transition, fostering collaboration and collective action towards common goals.
  • Multilingual Accessibility:
    • Ensure the website is accessible in Arabic, French, and English languages, catering to the linguistic preferences and needs of stakeholders across different regions and communities (the languages will be discussed further more during the design phase).
    • Implement language switching functionalities that allow users to easily switch between languages, ensuring a seamless browsing experience for diverse audiences
  1. Deliverables:
  • Fully functional website with all agreed-upon features and functionalities. 
  • Website content organized and populated according to the agreed-upon structure.
  • Documentation and instructions for website maintenance and content management.
  • Training sessions conducted for organization staff on website management and updates.
  1. Timeline:

The timeline for the website setup is detailed in the following table:

Launch and Deployment 1 week Prepare for website deployment, migrate to production server, coordinate launch.
Training sessions  To be defined by the agency Training sessions conducted for organization staff on website management and updates.

 

  1. Communication:

Regular communication between Hivos/VCA team and GTDE, and the selected web development team will be essential to ensure alignment with the collocation objectives, timelines, and deliverables. Progress updates and any issues encountered during the project will be communicated promptly.

  1. Evaluation:

The success of the website setup will be evaluated based on criteria such as functionality, usability, design quality, and stakeholder feedback. Any necessary revisions or adjustments will be made to address identified issues and improve the overall performance of the website.

  1. Approval:

Approval for the website setup project will be sought from the relevant stakeholders within the organization, including management and the communications team.

– Design approach: How they will ensure the website is visually appealing, user-friendly, and accessible. – Development timeline: A proposed timeline for the project, including key milestones and deliverables. – Testing and quality assurance: Their plan for testing the website to ensure it functions correctly across different devices and browsers. 

– Support and maintenance: Details of the support and maintenance services they will provide after the website is launched.

4. financial offer – Development fees: The cost of their services for designing, developing, and testing the website. – Hosting and domain fees: If applicable, the cost of hosting the website and registering a domain name. – Any additional expenses, such as purchasing premium plugins or stock images.
