Call for Trainers on Communication and Outreach
Background:
In 2020, The Carter Center conducted focus groups to explore women’s participation in civic and political life. Based on the outcomes of these focus groups, The Center started a program to increase women’s participation, focusing on Tunisian Civil Society Organizations (CSOs) as a means for women to learn about their rights and engage in the democratic process. The first phase involved training CSOs, creating action plans, and conducting awareness campaigns to recruit new women members. TCC is currently working on implementing the second phase of the project, which aims to capitalize on interested women through its partner CSOs by holding a series of meetings to explain concepts related to civic and political rights and involve the newly recruited women in the process.
Call for Trainers:
The Carter Center Tunisia is seeking an experienced and qualified trainer on communication and outreach to conduct a 3-day training session for partner CSOs on developing outreach scripts and activities on the main concepts relating to elections, politics, and democracy. The trainer will play a crucial role in building the capacity of CSOs to engage more women in public and civic life in Tunisia.
This training will enable partner CSOs to develop outreach scripts and activities for the benefit of women of all ages and different social and academic levels in which they explain in simplified ways the main concepts relating to democracy, politics, and elections.
Once trained and scripts and activities are developed, CSOs will host informal meetings with women in their communities to explain in simple terms the complex and difficult concepts about elections and politics using these scripts.
Terms of reference and responsibilities:
Scope of Work:
Under the direct supervision of the Acting Country Director and the Program Officers, the trainer will be responsible for conducting a three-day training workshop for a total of twenty-four participants, with six participants from each partner CSO. The training will focus on the following areas:
Objective of the Training:
The main objective of the training is to equip partner CSOs with the knowledge and skills to develop outreach scripts that can effectively communicate essential concepts related to elections, politics, and democracy to women of all ages and social backgrounds. The trainer will support the CSOs in developing outreach scripts to communicate complex concepts to the target audience.

The two trainers will be expected to deliver the following:
Duration of the assignment:
The trainer will be contracted for the duration of the training preparation, sessions, and follow-up.
Reporting:
The trainer will report directly to the Acting Country Director and Program Officers of the Carter Center Tunisia and provide regular updates on the progress of the training sessions and the development of the partner CSOs’ outreach scripts and activities.
Eligibility criteria:
English proficiency is considered an asset.

The Carter Center in Tunisia:
Following its international election observation of 2011, The Carter Center retained a presence in Tunisia to monitor the constitutional drafting process and observe the legislative and presidential elections of 2014. The Center remains in Tunisia to monitor the process of harmonizing existing domestic legislation and new legislation with the ideals of the 2014 constitution.
Since then, the Center has continued to work with Civil Society Organizations on capacity-building issues. In 2018, the Center held focus groups in partnership with CSOs. The Center also strengthened their capacity and shared best practices with CSOs preparing to observe the municipal elections. The Center fielded an international observation mission to observe Tunisia’s early presidential and legislative elections in 2019 and the referendum and legislative elections in 2022. Currently, the Center is conducting projects on fact-checking and women’s participation in civic life.
