Search in Tunisia

Search for Common Ground (Search)’s mission in Tunisia is to promote the culture of dialogue and diversity through the involvement of all parts of society while building their capacities. Search works in Tunisia to help members of Tunisian society to address conflicts and differences constructively through cooperation and dialogue. Search Tunisia works across multiple channels, mainly with youth, CSOs, media actors, security forces, and local authorities to build the capacity of individuals and institutions to address challenges including differences and acting on common points. Through this approach and partnerships, SEarch-Tunisia has four main strategic objectives: (I) Promoting Peace Education; (II) Fostering non-violent social dialogue; (III) Enhancing participatory and inclusive governance, and (VI) Transforming Violent Extremism in Tunisia.

NATIONAL PEACE EDUCATION CURRICULUM INITIATIVE IN TUNISIA

PROJECT BACKGROUND AND CONTEXT

Search is a leader in the fields of children and youth empowerment and Transforming/Preventing Violent Extremism (T/PVE) in Tunisia, with a record of working with local CSOs, local authorities and religious leaders, and supporting the Ministry of Interior, Ministry of Justice, Ministry of Education (MoE), and Ministry of Youth and Sport on these topics. With our project, the National Peace Education Curriculum Initiative in Tunisia, we strive to increase the resilience and the positive normative values  of Tunisian children through two main approaches:

  • We have established a partnership with the MoE to develop a peace education curriculum to be generalized and taught in Tunisian primary schools.
  • We have created and organized peace clubs in 15 across Tunisia in collaboration with the National Youth Observatory and local CSOs.

IMPACT AND CHANGE

Peace education seeks to develop reflective and contributing competencies for achieving and maintaining peace. It is a process by which capacities and attitudes such as cooperation, problem-solving, conflict resolution, tolerance, respect, and empathy are taught. Peace education can be used as a tool to solve conflicts without violence, to establish mutual harmony, and to transform individuals’ mental models.

 GOALS and OBJECTIVES

Our project seeks to increase resilience and positive normative values of Tunisian children and youth with their local, national, and global environment. The overall goal is supported by two specific objectives:

Objective 1: 

Enable key stakeholders in the MoE to develop a new Tunisian national peace education curriculum and pilot testing of sample curriculum materials.

Objective 2: Increase students’ engagement with civil society and local municipalities in target delegations.

GENERAL GUIDELINES

Completed tender package should include:

  • At least last tree Past performance references

  • Creative agency Presentation (domains and fields of work) and contact information
  • The company’s legal documentation and registration (patent)
  • Workplan/executive timeline
  • Detailed financial offer covering the eventual travel and logistics
  • Manifestation of interest letter

The completed tender package should be delivered by email to the address on page 1 of this document. Inquiries will be allowed from the date of the call for proposals (appel d’offre) until the closing date, 15 December 2020.

PURPOSE OF THE TERMS OF REFERENCE (TOR)

The purpose of these terms of reference (ToRs) is to provide information that will enable the bidder to develop a comprehensive proposal for comics, animation art, and digital creative services  for the development of a national peace education curriculum for Tunisian primary schools for a period of seven months from the date of commencement. Since not all services and requirements can be fully defined, the ToR provides an environmental sketch for bidders to enable them to formulate their proposal for Search.

OBJECTIVES

The primary objective of this request for proposal is to invite suitably qualified and experienced service providers to submit proposals to Search to produce comic books, creative video animations, and a digital platform that will be part of the new peace education curriculum for a period of seven months from the date of commencement.

SUBMISSION OF PROPOSALS

The bid should be emailed to the address contact.tunisia@sfcg.org or sent to our postal address; 3, Rue Florence, Mutuelle Ville, Tunis 2082, Tunisia. The email should be sent with the subject of:

“The National Peace Education Curriculum Initiative in Tunisia Comics & Animation Art Creative Studio Services”

If the bid does not include the full required package or is incomplete, the bid will be disqualified;

Any bid received after the closing date and time will be rejected;

All costs must remain valid and open for evaluation for a period of at least 30 days from the time of submission.

INFRASTRUCTURE

It is expected that bidders will be able to provide a detailed list of all resources and equipment needed for effective and efficient delivery of the ToR requirements.

COST TO BE BORNE BY SERVICE PROVIDER

All costs and expenses incurred by the bidder, in any way associated with the development, preparation, and submission of bid documents, responses, and providing any additional information required by Search, will be borne entirely and exclusively by the bidder.

NO LEGAL RELATIONSHIP

No binding legal relationship will exist between any of the bidders and Search until the execution of a signed contract. The Master Services Agreement (MSA) will be based upon the ToRs and the Successful Bidder’s Technical Bid document and proposal.

Search reserves the right to split the award to more than one bidder where no bid satisfies all the requirements or the ToR document.

EVALUATION OF OFFERS

Each bidder acknowledges and accepts that Search may, at its absolute discretion, apply selection criteria, specific in this document for the evaluation of proposals for shortlisting/selection of eligible bidders(s), in a phased approach.

SCOPE OF WORK

Part of the key responsibilities is to develop educational content and transform the data provided by the Technical Committee and Search into artistic content in three different forms, books, videos, and a digital platform (a mobile app or a website). The artistic content should be suitable for the target audience that is students and teachers, who are  part of the Tunisian National Peace Education Curriculum Initiative. The purpose of the artistic support is to increase resilience and positive normative values of Tunisian children and youth with their local, national, and global environment.The bidder’s Scope of Work will include the following deliverables:

During the process of production, the bidder will have to work closely with the Search media and project team and the project’s pedagogical committee. A validation workshop will be held between Search, the pedagogical committee, and the bidder during which the latter will provide technical insight on the functionality and features of the content that’s being provided.

CONTRACT MAINTENANCE REQUIREMENTS

The successful bidder will be expected to perform the following:

MEETINGS

Attend at least one monthly meeting with the Search Media officer and the Project Manager for activities planning. Other ad hoc meetings may be called by the Search Media officer and should be attended by the successful bidder.

TERMS OF REFERENCE

The terms of reference serve as a brief on the expectations of Search.

The proposal on the required services will have to detail services, execution plan with time frames and costs.

If there are any proposed additional service delivery areas as recommendations or added value, they should be cost separate from the main proposal and be included as an annex.

These will be an added advantage to the bidder. The prospective service provider must be prepared to accept the terms and conditions of Search.

STANDARD REQUIREMENTS OF THE BID

Disclosure extends to any company in the same group of the bidder and any collaborative suggested company/agency specialized in the mentioned scope of work, including but not limited to parent, subsidiary, and sister companies, companies with common shareholders (whether direct or indirect), and parties with whom the Bidder is associated in respect of this tender.

EVALUATION CRITERIA

The bid will be evaluated in three (3) phases:

PHASE 1 – EVALUATION ON COMPLIANCE (MINIMUM QUALIFICATION REQUIREMENTS)

This entails screening of all bid responses received at the close of the bid. During this phase, bid responses are registered to ascertain the number of bid responses received before the closing date and time and to verify if the Bidders have submitted all mandatory requirements. The following mandatory documents should be submitted to qualify for the next phase of evaluation:

  • Past performance references
  • References’ contact information
  • CVs of the staff that will be assigned to work on the project
  • Creative agency presentation (domains and fields of work) and contact information
  • Workplan/executive timeline
  • Detailed financial offer covering the eventual travel and logistics
  • Certified copy of the company’s legal registration
  • Manifestation of interest letter

PHASE 2 – TECHNICAL REQUIREMENTS (FUNCTIONAL SPECIFICATIONS, SKILLS AND EXPERIENCE, REFERENCES AND RESOURCES)

This evaluation will be based on the responses provided in the Bidders bid documents, using the functional requirements in the TERMS OF REFERENCE section. The threshold values set for the qualification of a bid are 80/100 for weight and all bidders who score below this score will be eliminated.

FUNCTIONALITY TABLE

PHASE 3 – EVALUATION IN TERMS

The Bidder obtaining the highest number of total points will be awarded the tender.

Preference points shall be calculated after prices have been brought to a comparative basis taking into account all factors of non-firm prices and all unconditional discounts. Points scored must be rounded off to the nearest two decimal places.

In the event that two or more bids have scored equal total points, the successful bid must be the one scoring the highest score for the financial offer.

PRICES

All services pricing should be inclusive of all taxes and payment shall be made in Tunisian dinar;

Search  requires a breakdown of rates on any of the items priced and the Bidders are to provide the same without any additional costs included in the financial offer;

Application for price adjustments must be accompanied by documentary evidence in support of any adjustment on an annual basis.

PAYMENT TERMS

Search undertakes to pay valid tax invoices in full within thirty (30) days from the statement date for services rendered; and

All supporting documents for services rendered should be submitted together with the tax invoice as and when a service has been rendered.

We would like to note that the payments will be based on deliverables submitted by the bidder.

CLARIFICATIONS / ENQUIRIES

Telephonic requests for clarification will not be considered.

Any clarification required by a bidder regarding the meaning or interpretation of the Terms of Reference or any other aspects concerning the bid is to be requested in an email from the below contact before the deadline for submission of the bid and the submission of the bid itself.
