Short-Term Technical Skills Training Services

Youth Inclusion and Employment Project (YIEP) – Tunisia

1. Background

GAME Tunisia is implementing the Youth Inclusion and Employment Project (YIEP) under the DAPP Program to improve the employability of young women and men by strengthening their technical skills and facilitating their access to employment opportunities.

To support this objective, GAME Tunisia invites qualified service providers to submit proposals for the design and delivery of short-term, labour market-oriented technical skills training programmes for unemployed youth aged 18 to 35 years. Through this call, GAME Tunisia aims to engage one or more service providers who will collectively contribute to training approximately 600 beneficiaries across different regions of Tunisia during the implementation period. Applicants are not expected to train all 600 beneficiaries and may submit proposals covering a specific field, region, and/or number of beneficiaries based on their expertise and capacity. 

2. Purpose of the Call

The purpose of this Request for Proposals is to identify qualified service providers capable of delivering high-quality technical skills training sessions that respond to current labour market needs and enhance youth employability. GAME Tunisia may select multiple service providers under this call, with individual providers contributing to different parts of the overall training target. 

3. Eligible Applicants

This call is open to qualified entities and individuals legally registered in Tunisia with demonstrated experience in technical skills development.

Eligible applicants may include private companies, vocational training centers, private academies, universities, NGOs, professional organizations, specialized institutions, and independent trainers or technical experts with the legal capacity to provide the required services.

4. Scope of Services

The selected provider(s) may be responsible for one or more of the following services:

1. Delivery of Technical Training Services
   Including training design and curriculum development, provision of trainers, training materials, equipment and/or venue (where applicable), participant assessment, and certification.
2. Additional Service (Preferred)

• Support for internships, job placement, and employer linkages (where possible).
• Participant outreach and mobilization

Applicants should clearly indicate in their proposals the number of beneficiaries they are able to train, the proposed technical field(s), and the geographic area(s) they are able to cover. There is no requirement for an individual applicant to cover the full target of approximately 600 beneficiaries. 

Applicants are encouraged to propose innovative, practical, and employment-oriented short-term training curricula (typically consisting of 3 to 5 working days of face-to-face training sessions, with exceptions for certain fields, such as Power BI). The proposed training should focus on technical fields that respond to demonstrated labour market needs, including but not limited to:

• Digital Literacy
• AI for Productivity and Work
• Content Creation
• Digital Marketing
• Solar Energy Technologies
• Social Media Management
• Business & Personal Branding
• Videography
• Finance and Accounting
• Monitoring, Evaluation & Learning (MEL)
• NVIDIA Fundamentals of Deep Learning
• Data Analysis (Excel & Power BI)
• E-commerce & Digital Sales
• Sector-Specific Technical Skills / Other Market-Relevant Skills:
  Training providers are encouraged to propose additional technical programmes in areas with demonstrated labour market demand, skills gaps, or emerging employment opportunities.

5. Proposal Submission

Interested applicants shall submit:

1. Applicant profile (completed Annex A)
2. Technical and financial proposal submission form per topic (completed  Annex B and Annex C)
3. Registration documents
4. Trainer CVs

Applicants may submit proposals for one or more training programmes. For Annexes B and C, a separate proposal file must be submitted for each topic. For Annex A, only one proposal file may be submitted per applicant. When completing the annexes, applicants are encouraged to use English; however, submissions in Arabic or French will also be accepted.

6. Evaluation, Selection and Implementation Timeline

Proposals should be submitted electronically no later than 19.8.2026 to Tunisia@game.ngo

 Proposals will be evaluated based on:

• Relevance to labour market needs;
• Technical quality and training methodology;
• Experience and implementation capacity;
• Qualifications of trainers;
• Capacity to support employment, internships, or employer linkages;
• Value for money.

GAME Tunisia reserves the right to review and select suitable proposals on a rolling basis before the deadline. Proposals from providers who are ready to start implementation within the required timeframe may be prioritized and selected earlier.

Selected training programmes will be implemented during the period August 2026 – March 2027.

7. General Conditions

GAME Tunisia reserves the right to accept or reject any proposal, award one or multiple contracts, request clarifications, or cancel this procurement process without obligation to award a contract. Only selected applicants will be contacted.

خدمات تدريب قصير المدى في المهارات التقنية

مشروع إدماج وتشغيل الشباب (YIEP) – تونس

• السياق:

تقوم منظمة GAME تونس بتنفيذ مشروع إدماج وتشغيل الشباب (YIEP) في إطار برنامج الشراكة الدنماركية العربية، بهدف تعزيز قابلية تشغيل الشابات والشبان من خلال تطوير مهاراتهم التقنية وتسهيل نفاذهم إلى فرص العمل.

وفي هذا الإطار، تدعو GAME تونس المؤسسات والأفراد المؤهلين إلى تقديم مقترحات لتصميم وتنفيذ برامج تكوين قصيرة المدى في المهارات التقنية، تستجيب لاحتياجات سوق الشغل، وتستهدف الشباب الباحثين عن عمل من الفئة العمرية بين 18 و35 سنة.

وتهدف هذه الدعوة إلى التعاقد مع مزود خدمة واحد أو عدة مزودي خدمات للمساهمة في تكوين ما يقارب 600 منتفع ومنتفعة بمختلف ولايات الجمهورية خلال فترة تنفيذ المشروع. ولا يُشترط على مقدم المقترح تغطية العدد الجملي للمستفيدين، إذ يمكنه التقدم بمقترح يخص مجالاً تدريبياً محدداً أو منطقة جغرافية معينة أو عدداً معيناً من المنتفعين، وذلك وفقاً لخبرته وقدرته على التنفيذ.

•  غرض الدعوة:

تهدف هذه الدعوة إلى اختيار مزودي خدمات مؤهلين وقادرين على تصميم وتنفيذ برامج تكوين تقنية عالية الجودة تتماشى مع متطلبات سوق الشغل وتُسهم في تحسين فرص الإدماج المهني للشباب.

ويمكن لـ GAME تونس اختيار أكثر من مزود خدمة في إطار هذه الدعوة، على أن يساهم كل مزود في تحقيق جزء من العدد الجملي للمستفيدين.

• الجهات المؤهلة للتقديم:

هذه الدعوة مفتوحة للأفراد والمؤسسات المسجلين قانونياً في تونس ولديهم خبرة مثبتة في مجال تنمية المهارات التقنية.

ويمكن أن تشمل الجهات المؤهلة: الشركات الخاصة، مراكز التكوين المهني، الأكاديميات ومراكز التدريب الخاصة، الجامعات والمؤسسات التعليمية، الجمعيات والمنظمات غير الحكومية، المنظمات المهنية، المؤسسات المتخصصة، المدربين والخبراء المستقلين المؤهلين قانونياً لتقديم هذه الخدمات.

• الخدمات المطلوبة:

يمكن أن تشمل الخدمات المطلوبة ما يلي:

أ. تنفيذ برامج التكوين في المهارات التقنية

وتشمل هذه الخدمات، على وجه الخصوص، إعداد المحتوى والمنهاج التكويني، وتوفير المدربين والمؤطرين، وتوفير المواد والوسائل البيداغوجية، وتوفير فضاءات التكوين والتجهيزات اللازمة (عند الاقتضاء)، وتقييم المشاركين، ومنح شهادات المشاركة أو إتمام التكوين.

ب. خدمات إضافية (يفضّل توفيرها)

• توفير فرص تربصات، ودعم تشغيل المتكوّنين وربطهم بالمؤسسات المشغّلة، بما يساهم في إدماجهم المهني، حيثما أمكن.
• المساهمة في استقطاب المنتفعين.

يتعين على المتقدمين ذكر عدد المنتفعين الذين يمكنهم تكوينهم، والمجال أو المجالات التقنية المقترحة، إضافة إلى الولايات أو المناطق الجغرافية التي يمكنهم تغطيتها. ولا يُشترط على أي متقدم بمفرده تغطية العدد الجملي المستهدف والمقدر بحوالي 600 منتفع ومنتفعة.

كما تُشجَّع الجهات المترشحة على اقتراح برامج تكوين قصيرة المدى تكون مبتكرة وعملية وموجَّهة نحو تعزيز فرص التشغيل (تتراوح مدتها بين 3 إلى 5 أيام عمل من التكوين الحضوري، مع إمكانية اعتماد مدة مختلفة لبعض الاختصاصات التقنية، مثل Power BI). وينبغي أن تركز البرامج المقترحة على المجالات التقنية التي تستجيب لاحتياجات سوق الشغل المثبتة، بما في ذلك على سبيل المثال لا الحصر:

المهارات التقنية المتخصصة حسب القطاعات /مهارات أخرى مطلوبة في سوق الشغل: 

كما يمكن اقتراح برامج تكوينية أخرى تستجيب لاحتياجات سوق الشغل وتساهم في سد فجوات المهارات أو مواكبة المهن والفرص الناشئة.

• تقديم المقترحات:

يجب إرسال الوثائق التالية:

1. استمارة بيانات مقدم الطلب (الملحق A)
2. الاستمارات الفنية والمالية الخاصة بكل موضوع تدريبي (الملحقان B وC)
3. وثائق التسجيل القانونية
4. السير الذاتية للمدربين

يمكن للمتقدّم تقديم مقترح لبرنامج تكويني واحد أو أكثر. بالنسبة للملحقين B وC، يجب تقديم ملف مستقل لكل برنامج تكويني. أما بالنسبة للملحق A، فيُقدَّم ملف واحد فقط لكل متقدّم. عند تعمير الملاحق، يُفضّل استعمال اللغة الإنجليزية، كما يمكن أيضًا تقديمها باللغة العربية أو الفرنسية.

• تقييم المقترحات والاختيار وجدول التنفيذ

وسيتم تقييم العروض وفقاً للمعايير التالية:

• مدى استجابة البرنامج التكويني لاحتياجات سوق الشغل
• الجودة الفنية للبرنامج ومنهجية التكوين المعتمدة
• الخبرة والقدرة على التنفيذ
• مؤهلات وخبرات المدربين
• القدرة على دعم الإدماج المهني من خلال التوظيف أو التربصات أو الربط بالمؤسسات المشغلة
• الكلفة مقارنة بجودة الخدمات المقترحة (الجدوى مقابل التكلفة)

تحتفظ GAME تونس بحق تقييم واختيار المقترحات المناسبة قبل انتهاء أجل التقديم. ويمكن إعطاء الأولوية للعروض المقدمة من مزودي الخدمات الجاهزين للانطلاق في التنفيذ في أقرب الآجال، وقد يتم اختيارهم والتعاقد معهم قبل الموعد النهائي لتقديم العروض.

سيتم تنفيذ البرامج التكوينية المختارة خلال الفترة الممتدة من أوت 2026 إلى مارس 2027.

• أحكام عامة:

تحتفظ GAME تونس بحق قبول أو رفض أي عرض، وإسناد عقد واحد أو عدة عقود، وطلب توضيحات أو معلومات إضافية من المترشحين، أو إلغاء هذه الدعوة لتقديم المقترحات دون أي التزام بإسناد عقد.

وسيتم الاتصال فقط بالمترشحين الذين يقع اختيار عروضهم.
