  • Project Overview

The “Debate Our Rights” project is an initiative implemented by the Munathara Initiative.

The project addresses the increasing challenges in Arab societies, particularly Tunisia, regarding the weakening culture of dialogue, the rise of hate speech, and the limited participation of youth in public affairs. It specifically focuses on empowering youth from minority and marginalized backgrounds—including ethnic, religious, cultural, and geographic minorities—to express their views and influence public debate through the art of debate and critical thinking.

  • Objective of the Consultancy

The purpose of this consultancy is to select a professional training or consulting firm to execute the field-based training component of the project. The firm will be responsible for training 300 young men and women (aged 18–30) across Tunisia.

Key Objectives:

  • Develop critical thinking, argumentation, and evidence-building skills.
  • Master debate techniques and constructive dialogue.
  • Integrate human rights, citizenship, and equality into public discourse.
  • Empower marginalized youth to challenge dominant narratives and advocate for their rights.

  • Scope of Work & Responsibilities

The selected firm will manage the logistics and pedagogical delivery of 20 training sessions

across all 24 governorates of Tunisia (Some regions will be grouped together).

  • Implementation of Provided Curriculum: The firm will use the official training manual provided by the Munathara Initiative. This ensures all training aligns with the organization’s specific methodology.
  • Participant Engagement: Ensure the inclusion of diverse groups, including ethnic minorities, religious minorities, persons with disabilities, and youth from interior regions (such as Kasserine, Siliana, Tataouine, and Gafsa).
  • Methodological Approach: Apply “Learning by Doing” through interactive workshops, group work, and practical debate simulations.
  • Safe Space Creation: Maintain an environment that respects freedom of expression, psychological safety, and non-discriminatory discourse.
  • Monitoring & Evaluation: Conduct pre- and post-training assessments to measure the acquisition of skills and knowledge.

  • Deliverables

    • Deployment Plan: A comprehensive schedule for the 20 sessions across all regions.
    • Training Execution: Successful delivery of workshops for 300 participants.
    • Evaluation Reports: Data-driven reports on participant progress and learning outcomes.
    • Final Technical Report: A summary of challenges, success stories, and a shortlist of top-performing trainees for upcoming regional and national competitions.

  • Required Qualifications

    • Proven experience in youth capacity building and civil society projects in Tunisia.
    • Technical expertise in debate coaching, human rights, and advocacy.
    • Demonstrated ability to reach and engage marginalized communities in rural or interior areas.
