ABOUT WESTART ORGANIZATION:
WeStart is an independent Non-governmental Tunisian organization that was founded in Kairouan in 2018 and was declared in the official journal in 2019. WeStart works on two themes: Civic education, Economic rights and employability. The organization was created with the aim of improving the situation of the vulnerable youth regarding the political and socio-economic conditions. Hence, its aim is working on integrating them in the job market in the different delegations of Kairouan. WeStart is also a part the national network OBROZ.
ABOUT THE PROJECT:
In order to strengthen the democratic transition in Tunisia, WeStart Organization with the support of the National Democratic Institute (NDI) will organize the “Youth Act’4 local change making” project into 3 phases. This process will be established by reinforcing democratic support and participation in Kairouan’s youth, and in turn, strengthening the future democratic socialization processes and eventually helping resolve of the problems linked to green spaces and fitness trail in Kairouan.
Phase I:
Through the organization of 4 focus Groups and 6 to 10 Semi-Structured Interviews with youth, stakeholders and policy-makers, this phase strives to understand the attitudes, behaviors and problems of the youth and stakeholders in Kairouan. And also to perceive their recommendations and proposed solutions that can improve the state of green spaces and fitness trail in their city.
This Phase will be closed by a two-day workshop to analyze data and identify the findings.

To convey young people’s needs and priorities in local policies, WeStart Organization will organize:

This Action Plan will focus on advocacy actions at the local levels on three aspects, to enhance youth and citizen participation in holding the elected officials accountable:
Aspect 1: Developing indicators to measure the progress of the enacted commitments by the organization of at least 3 developing indicator meetings.
Aspect 2: Holding monitoring activities that include collecting data and follow-up with the municipal council by arranging a survey on citizen satisfaction with the municipality’s intervention on green spaces and fitness trail in Kairouan and 6 to 10 semi-Structured Interviews with stakeholders and decision-makers.
Aspect 3: Analyzing the monitoring findings and sharing them with citizens and elected officials by the organization of monthly workshops to analyze data and identify project findings. Then arranging a digital campaign about the monthly updates of monitoring findings and an accountability forum at the end of the project where the monthly results and the final monitoring report combines all results of the project will be discussed with citizens and officials.
Projects objectives:
Main objective: Strengthen the democratic transition in Tunisia by reinforcing democratic support and engagement with Kairouan’s youth and consequently strengthening the future democratic socialization processes, thus contributing in the long term to democratic maintenance.
Specific objective 1: Understanding the attitudes, behaviors and problems of the youth and stakeholders in Kairouan and their recommendations and proposed solutions to improve the state of green spaces and fitness trail in their city.
Specific objective 2: Developing youth and citizens engagement in local policy making by conveying young people and citizens’ needs and priorities in local policies.
Specific objective 3: Enhancing youth and citizen participation in holding elected officials accountable.
Expected schedule:
Monday 15 February 2021: Launch of the online call for applications.
Sunday February 21, 2020: Deadline for accepting applications.
Tuesday 23 February 2021: Sharing the pre-selected results.
Thursday 25 February 2021: Individual interviews with pre-selected participants.
Monday March 01, 2021: Declaring the final selection results.

2. | Activity 2: Focus Groups with youth and various workers of the municipality
As a point of departure, the participants will conduct 4 Focus Group discussions consisting of 6-8 participants per Focus Group (3 Focus Groups with youth representing the citizens of Kairouan and 1 Focus Group with The various workers of the municipality). The discussion will explore the participants’ attitudes towards local governance and green spaces and fitness trail problems of Kairouan. |

3. | Activity 3: Semi-Structured Interviews with stakeholders and decision-makers
As a continuity of the Activity 2, the participants will conduct 6 to 10 semi-structured interviews with representatives from the second cohort namely, the president of the environmental committee, president of the hygiene and health committee, elected youth of municipal councils since 2018, mayor, and commissioners of Kairouan. |

4. | Activity 4: Workshop to analyze data and identify the findings
In order to analyze data and identify the findings, a two-day workshop with the participation of the 12 volunteers and the project staff will be organized in Kairouan. |

5. | Activity 5: Training on public policies and the elaboration of policy briefs
A three-day training entitled “the public policies and the elaboration of policy briefs” for 12 participants from Kairouan, to reinforce the youth’s capacities in terms of public politics creation and their abilities to significantly converse and work well with the formal political sphere. |

6. | Activity 6: Working groups post training
Working groups (Remote group work) to enhance the knowledge and the skills acquired and to elaborate two policy briefs (One for the green spaces and one for the fitness trail) on the basis of the received feedback of group discussions and the interviews held with the elected youth of municipal councils. The 12 participants will be separated into 2 groups, each one consists of 6 persons and will be in charge of preparing a policy brief draft (One for the green spaces and one for the fitness trail) before attending the reformulation workshop. |

7. | Activity 7: Policy briefs reformulation workshop
A two-day reformulation workshop with the expert to finalize the policy briefs. The policy workshops will be attended by 12 participants to produce the final versions of the two policy briefs. (One for green spaces and another one for fitness trail in Kairouan) |

8. | Activity 8: Advocacy meetings with youth, stakeholders and decision-makers
Organizing a three to five advocacy meetings with decision-makers to present the policy briefs to the municipal council and relevant stakeholders in order to get commitments from elected officials along with proposed solutions and recommendations. |

9. | Activity 9: Developing indicators meetings
At least 3 meetings will be organized with the presence of 12 participants, project staff and partners in order to develop indicators to measure the progress of enacted commitments to accomplish the next activities, these meetings can be online or/ and face-to-face. |

10. | Activity 10: Survey on citizen satisfaction with the municipality’s intervention on green spaces and fitness trail in Kairouan.
A satisfaction survey will be executed by 12 participants to achieve a sample of 300 citizens of Kairouan in order to collect data and follow-up with the municipal council. |

11. | Activity 11: Monthly meetings with elected officials
4 to 6 meetings with the elected officials will be organized over the last 4 months of the project to track the progress over that period. |

A monthly of one day workshop with the contribution of the 12 participants and the project staff will be organized in Kairouan in order to analyze data and identify the monthly findings. |
