FHI 360 is a nonprofit human development organization dedicated to improving lives in lasting ways by advancing integrated, locally driven solutions. Since its creation in 1971, FHI 360 has been able to position itself as an actor in international development, particularly in the sectors of health, education, nutrition, environment, economic development, civil society , gender equality, youth and research and technology. FHI 360 serves more than 60 countries, all 50 U.S. states and all U.S. territories.
Family Health International is implementing Tunisian Health Center for University Research Excellence & Sustainability (CURES) project, which is funded by the US Department of State. CURES started on October 1, 2021 and is planned to end on September 30, 2024. CURES works with Sfax University, Ministry of Higher Education and Scientific Research and Ministry of Health and their relevant stakeholders to create a modern center of excellence for NCD research and simulation-based teaching through establishment of the Sfax Medical School Research and Simulation Center. FHI360 will equip the research and simulation center, create linkages and partnerships with renowned U.S. research centers and universities, and support the commercialization of the center’s research. FHI 360’s partners to implement this project are Johns Hopkins University, University of Washington and BioHealth Innovation.
As part of the assistance for the establishment of the Research and Simulation Center, the legal adviser will support defining the appropriate legal framework.
▪ Identify and analyze the links between the different ministries and institutions, in order to determine the best legal status to adopt for the simulation center by reference to existing laws, decrees and regulations.
▪ Establish an organizational framework taking into account the legal framework in Tunisia. The consultant will also formulate recommendations on the most appropriate accounting management for the new legal entity to be created.
➔Deliverable: Minutes of meetings with key stakeholders and institutions and analytical report with recommendations on the possible legal forms and appropriate management accounting system to be submitted to FHI360 for review and discussion.
▪ Modification and adjustment of the proposal of the legal status following a presentation of the results during steering committe meeting organized by the project.
➔ Deliverable: Power point Presentation for the steering committee meeting.
Once the legal form of the simulation center has been defined, provide a final report with realistic timeline listing the steps and dates for the legal registration of the structure.

III. Skills and Qualifications Required
▪ Graduate degree in law or other relevant field.
▪ At least 10 years of experience of similar missions
▪ Strong analytical, written and oral communication skills.
▪ Perfect mastery of Arabic and French. English highly desirable.
