WWF North Africa (WWF NA) was established in Tunisia in 1994 with a vision of a Nature Positive North Africa region, where natural threats are minimized, and ecosystems regain their full potential to support biodiversity and human well-being. In collaboration with individuals, civil society members, businesses, local communities, and institutions, WWF NA works to identify and implement conservation solutions through research, fieldwork, policy advocacy, education, and awareness campaigns.

  • Context

Libya possesses diverse wetland ecosystems, including coastal lagoons, salt marshes, and freshwater oases, which are critical for biodiversity and human livelihoods. These ecosystems provide essential services such as water purification, flood control, and support for unique flora and fauna. However, these ecosystems are under threat from a range of anthropogenic stressors, including changes in land use, urbanization, unsustainable water use, pollution, invasive species and climate change. 

 

Libya is a signatory to the Ramsar Convention on Wetlands, demonstrating its commitment to wetland conservation. Despite this, many of Libya’s wetlands remain understudied and lack comprehensive management plans. The ongoing political and economic challenges in the country have further complicated conservation efforts.

 

As part of its 2023-2027 conservation strategy, WWF NA will focus its conservation efforts on the preservation and restoration of freshwater ecosystems and wetlands in North Africa, and on enhancing the benefits they provide, including adaptation to climate change.

In this context, WWF NA plans to launch a call for consultancy for the recruitment of a consultant to develop a concept note for a project focused on the conservation and restoration of priority wetlands and water-related ecosystems in Libya.

  • ObjectiVEs OF CONSULTANCY

The main objective is to develop a comprehensive concept note for a project that focuses on the following key areas:

  1. Plotting of existing available data from various stakeholders (Research institutes, NGOs, government agencies, etc.);
  2. Update Ramsar Information Sheets for the two classified sites and develop management plans; 
  3. Classification of 3 new priority sites as Ramsar sites; 
  4. Development of specific conservation and restoration actions for priority areas; 
  5. Design and implement a comprehensive capacity-building program for local stakeholders regarding monitoring, conserving, and management of wetlands. 

  • Tasks to be undertaken 

The consultant will be expected to:

  1. Conduct a stakeholder analysis of key actors in Libya’s wetlands/freshwater ecosystems management, including government agencies, local communities, and NGOs.
  2. Perform preliminary research and analysis of the context, including:
  • Current state of knowledge on Libya’s wetlands/freshwater ecosystems;
  • Existing conservation efforts and challenges;
  • Relevant national policies and international commitments;
  • Socio-economic factors affecting wetland/freshwater ecosystems management.
  1. Review similar initiatives in the region and potential synergies with existing projects.
  2. Define project objectives and expected outcomes in collaboration with WWF NA and the Ministry of Environment (MoE) in Libya. 
  3. Develop a logical framework for the project, including indicators for monitoring and evaluation.
  4. Present and refine the concept note based on feedback from WWF NA and MoE.

  • DeLivrables

The consultant(s) will provide the following deliverables: 

  1. A comprehensive concept note (20-25 pages) for the Libya wetlands/freshwater ecosystems project, including:
  • Detailed context analysis;
  • Project objectives and expected outcomes and impact;
  • Proposed activities
  • Implementation strategy
  • Beneficiaries, stakeholder Engagement, and partnerships
  • Preliminary budget and timeline
  • Monitoring and evaluation framework 
  • Risks and mitigation Measures
  1. A logical framework for the proposed project
  2. A PowerPoint presentation summarizing the concept note

  • COORDINATION 

The consultant will work closely with the WWF NA conservation team and the MoE in Libya. He/She is expected to participate in online meetings in accordance with the tasks outlined in section 4.

  • Timeline 

The duration of the consultancy is 10 H/J spread over 1 month from the date of contract signing, with specific milestones and deadlines outlined in a detailed work plan to be agreed upon at the start of the consultancy. The final project concept note with its logical framework and PPT are expected to be delivered by 27 December 2024. 

  •  Consultant Qualifications    

The consultant must meet the following qualification criteria:

  • Advanced degree in environmental sciences, wetland ecology, or related field;
  • At least 10 years of experience in ecosystem and biodiversity conservation and management ; 
  • Experience in stakeholder engagement and participatory approaches;
  • Experience in developing project and logical frameworks for international organizations;
  • Familiarity with the North African context, particularly Libya; and
  • Excellent writing and communication skills in English.

  • Application Process

Applicants should submit:

  • Technical offer
  • CV(s) of consultant(s) detailing the experiences similar to this assignment including the references and supporting documents for the work carried out;
  • A methodological note with a timetable detailing the approach to be followed to carry out the tasks assigned and to achieve the expected results of this consultancy;
  • Valid registration certificate, VAT number registration.

  • Financial offer 
  • Financial offer specifying the remuneration detailing the number of days per deliverable requested. 
  • The total amount of the service must be in EURO and include all taxes. 
  • The estimated budget for this consultancy is 5000 Euro.

  • Submission of Offers

The application file containing the technical and financial offers must be sent to the following e-mail address: procurment@wwfna.org . The deadline for receiving applications is 09/12/2024 at 23h59 (Tunis Time). The following subject line should be included in the application e-mail: (Applicant’s name_ OD Project concept note Libya). Applications that do not comply with the submission procedure or reach WWF NA after the deadline will not be considered.

  • Evaluation process


  • Technical evaluation 

A technical score is assigned to each proposal with a maximum score of 100 points, based on the following criteria:

  • Profile (experience and qualifications) of the consultant(s) in relation to the subject of this mission;
  • Proposed methodological approach;
  • Detailed schedule and timeline.  

 

The technical evaluation will be made following the evaluation grid :

Any proposal that does not achieve the minimum score of 70 points will be eliminated. If no proposal reaches 70 points, the consultation process is declared unsuccessful.

  • Financial evaluation 

After the technical evaluation, the committee will proceed with the verification and analysis of the amounts of technically valid financial offers. 

The financial offer will be scored based on 100 points as follows: 

Sf = 100 x Fm/F

Sf is the financial score, Fm is the amount of the lowest bid, and F is the amount of the bid under consideration.

  • Overall Evaluation

The proposals will be ranked in descending order of the combined value of both the technical and financial scores. 

The technical score (St) will be weighted at a rate of 80%, while the financial score (Sf) will be weighted at a rate of 20%. The total score (ST) will be evaluated as follows:

ST = 0.8 St + 0.2 Sf = 0.8x… + 0.2x…
