About us…

I WATCH” is a non-profit and independent Tunisian watchdog organisation that aims to combat financial and administrative corruption and enhance transparency. I WATCH became the official point of contact for Transparency International in Tunisia in November 2013 and since January 29th, 2017 is the branch of Transparency International in Tunisia.

 

The organisation was founded following the Tunisian revolution on March 21s, 2011. The organisation includes a group of young men and women active in various regions of the republic and all of them work to preserve the gains of the revolution. The organisation is based on two basic principles: No to exclusion.

The organisation does not exclude anyone based on a religious, political, ideological, or regional background. No to tutelage: “I WATCH” believes in the youthful energies of Tunisia. The youth who made the revolution have the qualifications that make them trustworthy. The organisation works to include young people in the decision-making system and rejects guardianship in any way due to lack of experience.

The organisation has two main goals:

·       Transparency and fighting corruption.

ransparency: “I WATCH” works to ensure that transparency of political demonstrations and electoral processes in all their stages.

·       Anti-corruption : “I WATCH” believes that corruption is among the causes of the outbreak of the revolution.

I WATCH’s vision for Tunisia is that citizens live in a country free of corruption.

Objectives of the position…

The purpose of the role is to ensure that the impact of I WATCH’s work is identified, captured, shared, learned from, and communicated to key internal and external stakeholders.

Coordinate the development and implementation of the Monitoring, Evaluation Accountability and Learning (MEAL) framework for programs and projects. Contribute to concept notes, proposals, and donors’ reporting obligations.

You will be required to work closely with programme managers to enhance our entire project planning lifecycle to improve the effectiveness and quality of our work and the production of timely and high-quality evidence-based reporting. This work will not only allow us to meet increasing donor demands, but also to provide key information that will enable us to make better informed resource decisions.

Position’s Description…

MEAL systems design, implementation, reporting – 30%

  • Support program teams to develop and establish, in consultation and collaboration with partners and allies, project MEAL systems.
  • Support program development efforts in setting up MEAL frameworks for country programs.
  • Support proposal development efforts by facilitating project co building sessions aimed at designing logics of interventions and logical frameworks.
  • Support the design and implementation of creative methods to track progress towards achieving gender equality in all program areas.
  • Ensure projects’ MEAL frameworks are implemented as planned and adapted as needed following lessons learned from implementation or changes in the intervention logic and/or context.
  • In collaboration with program team and together with external MEAL/research consultants, develop impact indicators and empowering methods of measurement –such as participatory action research, most meaningful change stories, constituency feedback committees, etc. Ensure scientific and statistically viable usage of a range of qualitative and quantitative data collection tools and methodologies to measure the project output, outcome, and impact.
  • Support the preparation and dissemination of high-quality reports/ program documentation/ learning among key stakeholders in projects and programs, including community and peer organizations, government agencies, universities, development organizations, donors, and the larger public.
  • Undertaking other tasks associated with this role which may be required by the Steering Committee.

Data collection and analysis – 35%

  • Compile and analyse data – or manage consultants who do this – from each of the program areas.
  • Develop Terms of Reference for M&E technical consultants, support their recruitment and ensure proper monitoring of their work in qualitative and quantitative data collection, database design, and other relevant activities.
  • Support project officers in the analysis of data and effective integration of monitoring activities into project activity plans ensuring that all program staffs contribute to and assist in implementing the M&E activities.
  • Conduct or organize baseline, progress assessments and end line evaluation based on program goals for the use of current and future program activities.

Capacity building – 15%

  • Regularly assess the needs and capacity of partners and staff to deliver on MEAL objectives at program and project levels and build their capacity to deliver through coaching and mentoring.

Learning, knowledge management and sharing – 20%

  • Assist the program staff and partners in extracting critical lessons learned as well as identifying and highlighting achievements of stated project objectives and outcomes.
  • Organize annual learning events, facilitate reflective learning by stakeholders around program indicators and outcomes, and help with delivery of an Annual Impact Review for each program.

Critères d'éligibilité

  • • A Master’s degree or equivalent experience in development, social science, data science or other relevant fields.
  • • Knowledge of social research methodologies and techniques with proven ability to manage and analyse data sets.
  • • Proven experience in research and program development and management.
  • • Strong skills of professional writing, facilitation, communication, data management and analysis, knowledge management, research and development, and M&E.
  • • Excellent command of written and spoken English, French, and Arabic.
  • • Strong experience in building relations with research institutions, hiring consultants, and developing monitoring tools + Commitment to I WATCH’s values and ways of working and to I WATCH’s objectives to promote transparency and anticorruption.
  • • Ability to work independently with confidence and quality. + Ability to oversee the implementation, monitor and evaluate a specific project.
