The Libya office of the British Embassy in Tunis has a vacancy for the position of Programme and Finance Officer in the Libya Programme Team.
Objective:
The main purpose of the role is to provide support to the Head of the Security, Justice and Defence (SJD) Programme and the rest of the Programme Team, both in Tunis and back in London, to assist in running the UK’s portfolio of programmes in Libya under the UK’s Conflict, Stability and Security Fund (CSSF), in particular leading on the management of all our finances.
Main Duties and Responsibilities:
This is a new role in the Libya Office Tunis Programme Team. We are seeking a motivated, flexible worker who can contribute their financial and other skills in a fast-paced environment and in the context of an ever-changing set of circumstances in Libya. It provides an excellent opportunity for someone with good financial skills and a keen interest in programming, politics, government or international relations.

A Political Agreement was signed on 17 December between the rival parties to the current Libyan conflict (which began in summer 2014), which should lead to the formation of a new Government of National Accord (GNA) early in 2016.
UK assistance to Libya and to the future GNA is delivered through the Conflict, Stability and Security Fund (CSSF) which is worth £1 billion this financial year.
The current Libya CSSF allocation for this financial year is £10 million. CSSF support to Libya currently sits across three pillars – Political; Security, Justice & Defence; and Economic – with additional strands of programme work on Migration and Counter-Terrorism planned from 1 April 2016. The allocation for next financial year (starting 1 April 2016) is currently expected to be roughly the same but with the prospect of additional CSSF funding to enable us to scale up once a GNA is in place.
The Libya Programme Team is split across Libya Office Tunis (co-located with British Embassy Tunis whilst British Embassy Tripoli is currently closed) and London.
Working Hours and Remuneration:
Conditioned working hours are 40 hours gross per week. Standard working hours are from 08:00 am to 16:30 pm from Monday to Thursday. 08:00 – 13:00 on Fridays. The Embassy is committed to ensuring that you are able to maintain a suitable work-life balance.
The Embassy offers a starting salary of TND 2832 rising to 3506 TND after successful completion of 3 month probationary period.
The appointment will be subject to satisfactory local and UK security clearances.
