Role purpose

The post-holder will provide the British Council management with advice in the areas of finance, tax, social security, and accounting systems in order to help to implement changes required to ensure the British Council is fully compliant with local legislation for these areas.

Geopolitical/SBU/Function overview:

The British Council has been operating in Tunisia since 1962.  Its current status is defined by an international treaty (Cultural Cooperation Agreement).  Much of its work is funded by UK government grants and contract income, but it also now earns local income from English teaching and Exams.  In line with the British Council’s policy worldwide it now wishes to establish a local not-for-profit status for its operation; this will ensure that its income-generating activities are fully compliant with local tax and legal requirements, and will enable it to pay employment tax on behalf of its national staff.

It wishes to register as a ‘filiale d’une association étrangère à but non lucratif’. This is regarded in UK law as a separate legal entity (hereinafter called ‘the new entity’)

An important part of the project to make this change will be to transfer assets to the new entity and ensure that its systems, structures and processes are in place to enable compliance with Tunisian accounting and reporting requirements.  The British Council worldwide runs SAP as its accounting system.

Main opportunities/challenges for this role:

  • Ensure that all relevant Tunisian legislation is complied with, while arriving at the best possible outcome for the British Council.
  • Ensure that British Council Tunisia staff are consulted, kept informed, and feel part of a process that will result in success.
  • Support the Status Change Project Team in terms of direction in relation to tax and finance.
  • Advocate persuasively to staff, regional HR, regional Finance, regional leadership, the merits of the solution we agree on.
  • Bring focus and determination to allow us to complete all the necessary steps within 12 months.

Main Accountabilities:

The post will work alongside an overall Project Manager, whose role will be to manage all strands of the project (which apart from finance and tax also include governance and legal, HR and brand), to report to key stakeholders, manage risks and issues, and communicate with staff.

The role of the Tax Accounting Manager is as follows:

Finance and tax: to work with MENA finance, Global Tax, external tax advisors and Global Information Services (GIS)

  • Update and monitor the funding model for the entity with five-year business model and cash flows
  • Agree process for recharging between entity and rest of British Council group, including transfer pricing (where applicable).
  • Ensure MENA Financial Controller approval of all management accounting considerations, including grant funding, budget implications and investment, with corporate approval where necessary.
  • Obtain investment approval and transfer funding in line with policy, including record of amounts in SAP.
  • Work with the Treasury team to put in place new banking arrangements and configure bank accounts.
  • Work with MENA Financial Control team to ensure all accounting, internal and statutory reporting, risk management and audit requirements are in place. Identify and lead the recruitment of local accounting support, as required.
  • Agree processes with MENA Risk & Compliance Team, documenting any changes to British Council finance processes and obtaining approval of changes to process in line with corporate approval processes.  
  • Train staff on new tax and social security processes as required.
  • Prepare guidance on mandatory returns and produce guidelines for financial and other documents retention.
  • Work with tax advisors to complete all necessary tax and social security  registrations
  • Work with MENA Risk & Compliance to set up appropriate delegated authorities.

System and Data Migration:

  • Work with MENA Finance and GIS to configure new company codes, including the set-up of all tax, chart of accounts and master data requirements, cleansing and removing redundant data.  
  • Assess the requirements for changes in finance system design including the interaction of other systems.
  • Manage country office team to ensure local user acceptance testing (UAT) takes place and is executed in line with test plans.  Working with corporate finance to ensure issues identified have been resolved.
  • Lead in data migration of trial balance items and ensure this is accurate, complete and timely.
  • Prepare opening balances to be transferred from existing company code to new company code.
  • Agree any transfer/sale of assets to the entity, including fixed assets, deferred income and other assets/ liabilities to be transferred, and the value at which these should be transferred.
  • Agree mechanisms to record any off system balances in period between legal entity being registered and SAP go-live (where applicable).
  • Ensure user training and service transition have been completed, documented and handed over to key users.

Critères d'éligibilité

  • Right to work in Tunisia
  • DBS Clearance or local equivalent as required
  • Minimum B2 written and oral English
  • C1 French and Arabic
  • Internationally recognised Accounting or Tax qualification
  • Degree level education
  • Minimum 5 years finance experience, of which minimum 3 year tax experience
  • Demonstrable previous experience of managing multi-disciplinary tasks carrying out a mix of different functions or delivering different services
  • Advanced knowledge of finance, good knowledge of Tunisia accountancy and tax legislation
  • Analytical thinking about financial processes
  • Financial planning and management skills
  • IT systems – good knowledge of MS office, SAP
