Role purpose

The overall purpose of this role is to support the implementation of the communication strategy and plans for the Tfanen project, and to implement traditional and online communication campaigns.

The post holder will be expected to provide a high level of operational coordination and support to Tfanen Communication Manager.

The post holder will be task and line managed by the Communication Manager and will work closely as necessary with the Tfanen team.

Geopolitical/SBU/Function overview:

The EU (European Union) €6m “Programme to Support the Strengthening of Tunisia’s Cu ltural Sector” aims to support the redefinition of the Tunisian cultural policy and the restructuring of the cultural sector, in the context of Tunisia’s democratic transition.

The Tfanen project is implemented through a PAGoDA Contract (€4,7m) led by the British Council on behalf of/in partnership with EUNIC which was branded as ‘Tfanen Tunisie Creative’. The project specifically aims to stimulate a local collaborative approach in the view of supporting the creation of a social and cultural ecosystem, inclusive for all groups of the society. The project will aim to 1) Promote cultural diversity and access to culture in Tunisia, targeting in particular vulnerable populations; and 2) Support the freedom of expression and creation, increased international exposure and knowledge-sharing.

Tfanen Project’s approach is locally-geared, socio-sensitive, participative, inclusive and positive in order to help create a favorable environment for creation and freedom of expression, contribute towards more long term social cohesion, and increase the socio-economic impact of culture throughout the country.

Main opportunities/challenges for this role:

  • Supports the implementation of the Tfanen communication strategy by performing communication activities for the project, contributing to the overall strategic objectives for Tfanen project in a flexible, cost-effective way.
  • Supports the implementation of innovative online communication campaigns aimed at creating and maintaining a vibrant community of people interested in the Tfanen project.

Main Accountabilities:

This post’s accountabilities include communication activities through:

  • Communication plan delivery:
    • Supports the implementation of the communication strategy and plans of the Tfanen Project, including support to and branding of events.
  • Media relations:
    • Supports the Communications Manager in drafting, translating and distributing press releases and articles to targeted media.
    • Maintain the contacts database for media regularly updated.
    • Supports the Communications Manager in organizing promotional events such as press conferences and information days.
    • Collating and analyzing media coverage.
    • Writing press release reports.
    • Inviting and welcoming journalists during events.
  • Managing social medias channels:
    • Community management of social media channels by proactively publishing high quality content, engaging with audience and increasing channels growth.
    • Translates social medias publications.
    • Assists communication manager for creating social media analytics reports.
  • Managing Website:
    • Assists the Communication Manager for the Webmastering of the website (news section, projects news, projects activities, projects sheets, …).
    • Optimizes and chooses photos for the website.
    • Translates the content of the website.
    • Works with the Communication Manager to collect and publish the website content.
  • Printing, advertising and media placement:
    • Supports the Communications Manager as required to prepare and supervise the production of marketing brochures, flyers, adverts and other material, promotional videos and photographs.
    • Participates in the creation of a visual database for the programme (photos / images archives) and maintain it regularly.
    • Assists the Communication Manager with video creation (editing, translation, subtitling…).
    • Events:
    • Assists the Communication Manager in promoting the launch of calls for proposals through public events, website, press releases, social media, etc.
    • Ensures visibility of capacity building activities/events for beneficiary groups (target audiences), at a regional and national level.
    • Represents the Tfanen project during events and in the media as required.
  • Relationship with grantees
  • Proactively communicates and liaises with grantees to ensure a good communication of the projects’ activities, in compliance with the Tfanen communication guidelines.

  • Communication Manager, Team Leader, the Tfanen programme team, the local British Council staff.

 External

  • External partners (Government officials, professional bodies/associations, NGOs,  grantees …)  suppliers, media and other stakeholders (e.g. grants beneficiaries), design and communication agencies.

Critères d'éligibilité

  • Excellent verbal and writing communication skills in Arabic, French and English;
  • University degree and/or relevant work-related experience
  • 1 year of experience in a communication or marketing officer or assistant position at a national level within a medium or large organization
  • Demonstrated experience of implementing communication and/or marketing plans
  • Experience of working in cultural projects and/or with the civil society (desirable)
  • Experience in working with international environments and EU-funded projects (desirable)
  • Creative design (desirable)
  • Excellent communication skills, including inter-personal;
  • Self-motivated and availability to work under the pressure;
  • Team-oriented, possesses a positive attitude and work well with others;
  • Excellent time management and prioritization skills with an ability to work to tight deadlines;
  • Flexible attitude, ability to handle stress, field work and extra hours work if necessary;
  • Relevant computer skills.
