Title: Bookkeeper (Accountant Assistant) 

Length of Assignment: Long-Term 

Reports to: Finance Manager  

  1. BACKGROUND 

The USAID-funded Visit Tunisia Activity is a 5-year project designed to enhance Tunisia’s tourism  potential, with the goal of generating revenue and jobs, particularly for women and youth, and for  populations in underserved regions of the country. The overall vision behind USAID’s investment  in Tunisia’s tourism sector is to capitalize on Tunisia’s natural, cultural, heritage and historical  sites to develop a more diversified and high-quality tourism sector that contributes to broad-based  economic growth. Through this activity, USAID seeks to contribute to Tunisia’s growth and  development to offset the negative economic impact of the coronavirus crisis. The project will  seek to achieve the following four objectives: 

  • Objective 1: Enhance Tunisia’s competitiveness as a tourism destination;
  •  Objective 2: Increase tourism-related investments and revenue; 
  • Objective 3: Improve the enabling environment for sustained growth in the tourism sector; 
  • Objective 4: Private sector engagement to expand the offer and quality of alternative tourism. 

This project will collaborate with the relevant ministries, private sector, and donors to advance  the objectives while contributing to the following high-level results:  

  1. Increase in the number of tourists.  
  2. Increase in the number of jobs in the tourism sector.  
  3. Increase in tourism revenue.  
  4. Increase in private sector-led investment and innovation in the tourism sector. 

. POSITION DESCRIPTION 

The Bookkeeper will be responsible for assisting the Finance Manager with all financial  accounting operations of Visit Tunisia’s field office transactions in compliance with local  accounting regulations, USAID regulations and the contract between USAID and Chemonics  International. 

  1. DETAILED RESPONSIBILITIES  

The bookkeeper is responsible for: 

  • Record day to day financial transactions in accounting software.
  • Receive payment requests and perform an initial review of supporting documentation before giving the payment request to the Finance Manager.
  • Inform the Finance Manager of any missing information or potential errors with supporting documentation provided by the procurement or the operations team. Assist/back up the accountant in Writing checks and arrange for delivery of payments/checks, the final invoice and WHT&VAT receipt in collaboration with Finance  Manager and procurement team.  
  • Assist/back up the accountant in Processing Bank Transactions and facilitate any follow up on transactions with the bank.
  • Assist with liaising with the Accounting Firm for the recovery of receipts related to legal payments as per Withholding Taxes, CNSS, contract registration.
  • Archiving the supporting documents of invoice vouchers along with their proof of payments as per Chemonics’ standards.
  • Prepare monthly payroll recap
  • Scan supporting documentation on a monthly basis and ensure that all documentation is shared with the home office and accounting firm.
  • ensure that the value of all items booked in ABACUS under inventory accounts matches with the total value indicated in the inventory report
  • Under the guidance of the Finance Manager, follow-up on the settlement of advances provided to employees, assist with sending reminders to submit expense reports, and record all settlements in the system. 
  • Support with grant financial management and grant/subcontract payment tracking and reporting, in coordination with the Activity Funds Team and the Finance Manager. Assist with the preparation of monthly accounting meeting and related tasks. Assisting with preparation for External or Home Office audits.
  • Perform any other tasks assigned by the Finance Manager, which are consistent with this scope of work, and the general requirements of the project.
  1. QUALIFICATIONS 
  • Bachelor’s degree on accounting.
  • Minimum two years bookkeeping experience required.
  • Previous USAID or other international donor experience preferred.
  • Demonstrated initiative and self-motivation in handling all assigned tasks. Professional fluency in written and spoken English and French.
  • Advanced computer skills.
  1. REPORTING: 

The Bookkeeper will report to the Finance Manager. 

  1. LEVEL OF EFFORT AND PERIOD OF PERFORMANCE

 

This position is long-term, on a full-time basis. 

  1. LOCATION OF THE ASSIGNMENT  

This assignment will be based in Tunis.
