The programme is funded by the European Union and delivered by a consortium led by the British Council. It is being implemented in Tunisia, Morocco, Lebanon and Jordan.  The programme will provide:

  • technical support on research and analysis, campaign design and delivery, communications unit design
  • communications related training and mentoring of local partners.

About the role

The Consultant will be responsible for the setting up and then co-development, management and monitoring of a Youth-Led Broadcasting Platform and related content production as well as capacity building activities, which aim to deliver the project outcomes, working closely under the guidance and support of specialist colleagues but reporting in to the in-country British Council Project Manager.

Responsibilities:

  • Work with the British Council and CSO partners and stakeholders to coordinate content production under the youth-led broadcasting platform;
  • Identify studio needs and support the British Council in the space planning and purchasing of production material, selecting relevant external suppliers and managing day-to-day relationships with them;
  • With the Project Manager, co-lead on the elaboration of the Youth-Led Broadcasting Platform’s weekly content programme and related budget to make sure the programme objectives are fulfilled.
  • Lead on the production of content for the programme use and have a supportive role, when needed and appropriate, to the production of content for the Youth-Led Broadcasting Platform and/or youth activities;
  • Co-direct the creative output of the studios;
  • Monitor post-production processes in order to ensure that all production tasks are completed in a timely fashion and meet high standards of quality;
  • Contribute to the design of training curricula for young participants;
  • Provide participants with training, coaching, and advice;
  • Ensure that young Participants are provided with opportunities to gain practical experience and learning by involving them in the production of content during the training phase;
  • Support the development of partnerships, products, events and media collaborations— in support of project outcomes;
  • Manage the procurement of and relationships with third party suppliers of communications services from either civil society or the private sector;
  • Co-develop and co-manage all content development and the platform’s (or hub) public relations and collaboration opportunities through appropriate cultural channels at local and national levels.

Specific duties and responsibilities:  

  • Undertake quality control and sign off of productions, as agreed with Project leaders on BC and CSO side.
  • Ensure permits are obtained and that all BC policies are met on all appropriate activities
  • Be the liaison between the British Council and the Implementing Partner (CSO) and set up meetings to discuss production progress and to ensure production objectives are attained.
  • Support CSO’s producers in determining production size, content, and budget, establishing details such as production schedules and management policies.
  • Reviewing and sign off on scheduling, production plans, dispatching of studio material, staff and budget to insure the creation of quality content for the Youth-Led Broadcasting Platform and youth-owned content
  • Studio resources optimization
  • Closely follow on the coordination of the activities of writers, directors, managers, and other personnel throughout the production process.
  • Support the elaboration of a monetization strategy for youth creating content under the Youth-Led Broadcasting Platform;
  • Mentor youth that are active in the hub throughout their creative process and intervene when conflict arises to resolve issues and restore a healthy creative environment.
  • Participate and weigh-in during the recruitment process of staff, trainers and mentors and contribute to the creation of a benevolent mentors’ network to support young people.
  • When needed, direct audio and video content.

Critères d'éligibilité

  • Experienced in content production and studio and/or set management
  • Strong oral, interpersonal and presentation skills and the ability to interface with senior management effectively – in French and Arabic
  • Strong attention to detail and disciplined in creative project management and meeting deadlines
  • Experience working with youth target audience
  • Demonstrable success in creating engaging content and managing creative production projects, particularly with youth target audiences
  • Evidenced networks of contacts among national media – TV, radio and online
  • Creation of, and direct management of, the production and contributing content to campaigns that including TV, radio, outdoor, events, public relations, social media, and others.
