Job Title: Libya Projects Manager (Based in Tunis)

Department/Business Unit: BBC Media Action

Reports To: North Africa Country Director

Contract length: To 31st March 2017 (with possibility for extension)

Background

BBC Media Action is the independent international charity of the BBC. Our mission is to improve the quality of people’s lives in developing and transitional countries through innovative use of media. To achieve this, we partner with civil society, local media and governments around the world to a) Produce creative programmes in multi-media formats which inform and engage audiences around key development issues and b) Strengthen the media sector through building professional capacity and infrastructure. Our work is focussed around four key themes: governance and rights, health, resilience, and humanitarian emergencies. BBC Media Action requires a dynamic manager with solid project management and media experience to ensure the successful delivery and development of the BBC Media Action programme in Libya working largely on media development and governance projects.

BBC Media Action in Libya

Since the end of 2011 – just months after the fall of the Gaddafi regime – BBC Media Action has been working in Libya to develop programming that will improve Libyans’ access to information, and encourage debate and participation in the country’s transition. The current extensive fighting across the country has meant that BBC Media Action has relocated its operations to Tunisia and is coordinating media development and production activities from Tunis.

Purpose of the Job

Work with Country Director and London based Projects Manager to manage portfolio of BBC Media Action Libya projects, ensuring that projects are delivered on time, to agreed budgets and to the highest standards. This may include contracting freelancers and consultants for short-term work; supporting country teams to establish suitable procedures; carrying out specific finance assignments; following up on legal, financial or procurement issues; monitoring the delivery of projects against agreed objectives and the work-plan, and representing the project or country teams internally and to donors. The Projects Manager will support business development and proposal-writing, working in conjunction with finance , research and other teams as necessary in order to ensure that proposals are realistically budgeted, editorially compelling and in line with BBC Media Action editorial values and approaches. This role is Tunis based and reports to the North Africa Country Director. Subject to safety considerations, the role may require travel to Libya in the future. The role includes line management responsibilities for staff based in Tunisia and Libya.

Main Duties

  • Responsible for planning, coordinating and implementing BBC Media Action project(s) activities and ensure these activities are delivered on time, within the agreed budget and to the highest standards.
  • Contribute to the design, implementation and management of coherent training and development programmes, in line with project(s) objectives and under supervision of Country Director. This includes identifying and sourcing trainers/consultants, as required.
  • Work closely with local and international project(s) partners to coordinate the implementation of consultancies, training/capacity building and outreach activities as well as production of media outputs.
  • Ensure current projects are legally and financially compliant and in line with BBC editorial standards and BBC Media Action approaches and best practice.
  • Manage project and organisation risk, including the development of contingency plans.
  • Follow BBC safety requirements and instructions, especially in relation to risk assessments, travel, production, emergencies and hostile environments.
  • Define and document management information required for ongoing business as usual.
  • Manage recruitment and induction of new joiners as agreed with Country Director.
  • Line-manage the locally based project team as required.
  • Manage and oversee mandatory BBC Media Action training for locally based project team.
  • Produce narrative and financial reports for donor(s) and internal audiences using agreed templates as required.
  • Prepare monthly reforecasts of project(s)’ budget(s) and activity plan(s), working with local and headquarters finance teams.
  • Review trainers/consultants’ reports within agreed timelines and communicate them appropriately to partners.
  • Actively contribute to country strategy development and implementation.
  • Support Country Director in identifying business development opportunities, assessing local development needs, holding discussions with donors and partners, designing new projects and writing proposals and budgets as required.
  • Ensure all projects in development adhere to BBC and BBC Media Action policies and editorial guidelines and are steered through the organisation’s central review procedures in a timely manner, ensuring all feedback is incorporated into final design.
  • Represent BBC Media Action/Country Director at international and local stakeholder’s coordination meetings and engage in discussion with international donors, as required.
  • In coordination with Country Director and relevant London-based teams, ensure visibility of project(s) in Libya and internationally, which may include ensuring the development of visibility outputs in English and Arabic.
  • Deputise for the Country Director as required.
  • Line-manage the locally based project team as required.
  • Support induction of new staff and carry out other agreed tasks as assigned by the Country Director

Skills, Knowledge and Experience

Essential:

  • Able to work in English, Arabic and/or French to a high standard.
  • Experience of successful project management, ideally in the media development field, including developing, delivering, monitoring and closing projects with international components.
  • Experience of delivering project activities in a constantly changing environment and willingness to adapt activities and methods to changing local context and needs.
  • Good editorial judgement and understanding of core BBC values.
  • Strong verbal and written communication skills.
  • Experience in developing and leading small teams from different backgrounds both on site and remotely.
  • Excellent interpersonal skills, with proven track record in forming effective relationships with a range of local and international partners.
  • Demonstrable experience of writing successful proposal documents and in producing complex internal and donor reporting.
  • Experience in developing and managing international projects budgets.
  • Knowledge and understanding of the varying needs and interests of audiences and beneficiaries in North Africa, and Libya in particular.
  • Willingness to contribute to the ongoing development of BBC Media Action’s strategy for the region.
  • Readiness to work in office or on location and to work long hours, on weekends or on public holidays as reasonably required.

Desirable:

  • Experience in implementing training and capacity building programmes.
  • Experience living and working in North Africa or the Middle East, ideally in the development and/or media field.
  • Experience in media and production, especially TV, online and social media.
