Job Title: Human Resources & Administration Manager
Department/Business Unit: BBC Media Action North Africa, Tunis
Reports To: Head of Business and Admin North Africa
Contract length: To 31st March 2018 (with possibility for extension subject to funding)
Purpose of the Job
The HR Administration Manager will work across North African projects as the key HR lead. S/he will help ensure that projects have the correct human resources and will be responsible for recruitment campaigns. This will include oversight of job descriptions, advertising of roles and the selection process for new staff. S/he will also help set up new HR processes and systems where necessary including payroll, work certificates ,payroll taxes and social returns. The HR & Staff Development Manager will manage leave and sickness bookings and coordinate processes for performance reviews and staff development, such as training opportunities. S/he will manage the contracts and inductions for new joiners. This role is Tunis based and reports to the Head of Finance and Administration and the North Africa Country Director.
Main Duties
The HR & Admin Manager is responsible for:
- Planning, coordinating and implementing North Africa recruitment campaigns
- Manage payroll and social security declarations
- Collect and integrate variable payroll elements
- Calculate payroll taxes and prepare social returns (monthly, quarterly and annual)
- Establish pay slips, work certificates and any other related documents in accordance with the legislation
- Draw up all the social dashboards to monitor the activity of the staff (absenteeism, remuneration, holidays, Timesheets …)
- Act as mediator between staff and senior management to ensure consistency between the business strategy and the skills in place.
- Increasing the motivation of employees by enhancing their skills, facilitating access to information within the organization, managing contracts and induction of new joiners and contributing to the internal evolution of older employees.
- Maintaining HR files including job descriptions, contracts.
- Managing annual performance reviews
- Developing and managing mandatory BBC Media Action training for locally based project team.
- Managing staff development and training plans according to agreed objectives and budgets
- Ensuring annual declaration of interest forms are signed by all team members
- Maintaining accurate staff details and contingency plans in case of emergencies
- Managing HR projects as agreed with the North Africa Country Director
- Maintaining the staff handbook
- Supporting on the development of new HR processes as necessary, ensuring that processes are legally compliant and abide with BBC Media Action policies
- Line-manage locally based project team as required.
