Job purpose:
Responsible for leading on all aspects of business and project finance functions and financial administration of BBC Media Action North Africa programmes based in Tunis. The North Africa finance team also includes a project accountant, procurement officer and financial administrator.
Reporting to the Country Director, the Head of Finance will be the focal point for accounting processes, financial controls, donor compliance for restricted funding, legal and statutory compliance for BBC Media Action’s work in North Africa. S/he will be the main point of contact for financial and administrative issues and will liaise with Government line agencies, donors and partners. S/he will also be required to develop and deliver training to staff and partners on financial management elements. The Head of Finance will ensure that all BBC Media Action financial transactions are compliant with the principle of value for money. S/he will ensure the efficient running of the Finance team to support Project and Programme Delivery working collaboratively with budget holders and internal stakeholders.

Main duties:
- Financial Control
- Maintaining the financial integrity of the BBC Media Action North Africa operations (based in Tunis), and ensuring full compliance with policies & procedures, particularly around cash, advances, banking and assets.
- To oversee the management of all BBC Media Action bank and cash accounts ensuring that reconciliations are carried out monthly and that all necessary financial controls are in place.
- Being the primary source of expertise for BBC Media Action North Africa staff, on financial best practice, and control and compliance issues.
- Managing the BBC Media Action’s financial transactions for the North Africa programmes based in Tunis.
- Safeguarding the assets of the BBC Media Action North Africa operations, including oversight of the fixed asset register.
- Manage compliance to both BBC procurement policy and donor’s requirements for procurement. Support the fair selection of quality vendors and service providers, and fairness and transparency in the awarding of all contracts; overseeing local procurement while enabling the delivery of projects by SPM, Project Managers and budget holders.
- Undertaking audits and spot checks at different field sites as appropriate.
- Financial & Management Accounting
- Responsible for maintaining the in-country North Africa financial systems.
- Ensuring the office meets monthly deadlines including submitting financial returns, checklists, monthly project financial reports and cash-flow request to London HQ, and budget analysis to senior management and with all necessary supporting documentation.
- To ensure that all projects in each project are correctly budgeted and forecasted for BBC Media Action’s North Africa projects.
- Communicate the financial status of projects to relevant staff in country using timely and accurate financial reports.
- Compiling up to date Finance and Procurement handbooks.
- Ensuring full compliance with in-country laws and regulations including local tax laws and advising appropriate on financial and legislative changes that may affect BBC Media Action’s operations.
- To ensure that there is consistency in the use of Dimension (Organisational) account codes across the office and all monthly returns and to maintain the integrity of the financial information in organisational accounting software for the office, ensuring entries are correct & up-to-date.
- To ensure that a record is kept of all legal contracts, MoUs and agreements in the office and that these are kept up to date and complied with.
- Donor Compliance
- Being the main point of contact on financial and administrative matters with in-country donor organisations and building good working relationships with donor finance officers.
- Ensuring compliance with all financial reporting and forecasting requirements of donors.
- Providing up-to-date and accurate financial information to senior management, CD, budget holders (Project and Production Managers).
- Leadership, Training & Capacity Building
- Providing line management for Finance and Administration team North Africa including Project Accountant, Finance officer and Procurement assistant.
- Training and developing finance and project staff on policies, procedures and other finance issues as appropriate.
- Participating as a senior manager in the North Africa hub leadership team.
- Administration
- Work with HR Manager to organise payroll and compliance with in-country tax leglisation for all staff in North Africa.
- Undertaking other duties that, from time to time, the Country Director or the London finance team might request.
- Ensuring that technical finance controls such as BBC Media Action software are rolled out and managed effectively in North Africa office.
