Sous la supervision générale du chef de mission (CoM) de l’OIM Tunisie et la supervision générale du chef de l’unité de gestion des ressources humaines (RMU) et la supervision directe du responsable national des ressources humaines ; et, en collaboration avec les unités concernées du siège et des centres administratifs, le candidat retenu sera responsable et redevable de la gestion des fonctions de gestion des ressources au bureau de pays de l’OIM Tunisie.
Responsabilités
- Aider à la coordination des processus de recrutement, y compris, mais sans s’y limiter, fournir des conseils aux responsables du recrutement sur la préparation des termes de référence, la rédaction et la publication des avis de vacance/avis de vacance spécial, la sélection et la présélection des candidatures, la rédaction des protocoles d’entretien, la préparation et l’administration des tests écrits, la participation aux comités d’entretien selon les besoins, la rédaction des formulaires d’évaluation des candidats, la réalisation de vérifications de références, la préparation des offres d’emploi, l’administration de la boîte aux lettres de recrutement, etc.
- Réaliser et coordonner les activités préalables à l’emploi telles que la préparation des documents d’entrée en service (EOD) et la collecte des pièces justificatives, la coordination des examens médicaux EOD et le suivi auprès des services médicaux d’assurance maladie (Manille ou Panama) sur l’autorisation médicale, coordonner l’inscription aux régimes d’assurance le cas échéant, la coordination et la prestation des séances d’intégration, l’organisation des séances d’information sur la sécurité, etc.
- Exécuter les rôles assignés dans WAVE HR en accordant une attention particulière à la cohérence et à l’exactitude des données ; saisir et maintenir les données sur la base des approbations et des pièces justificatives ; vérifier l’éligibilité aux indemnités et autres avantages, surveiller et suivre la situation contractuelle et les droits, et lancer des actions rapides et générer des rapports, des prolongations de contrat, des actions du personnel et d’autres documents connexes.
- Exercer le rôle de chronométreur dans WAVE ; surveiller, maintenir, mettre à jour et rapprocher les quotas de congés sur la base de pièces justificatives ; générer, éditer et analyser les rapports relatifs aux congés ; répondre aux questions concernant l’administration des congés ; guider le personnel sur la demande et la procédure d’approbation dans WAVE.
- Effectuer un large éventail d’actions en matière de ressources humaines, y compris, mais sans s’y limiter, la préparation de la documentation pour la séparation, la classification, la reclassification, la promotion, les cas disciplinaires, etc. et coordonner avec le bureau régional, les centres administratifs et la gestion des ressources humaines à Genève, le cas échéant.
- Prepare all reports on personnel matters and submit timely to concerned parties; draft and review routine correspondence, letters, certifications, etc.; open and update personal files, create and maintain a systematic way to archive Human Resources documents (electronic and hard copies). Update and maintain electronic and physical archiving systems in the unit including personnel files with all supporting documentation, recruitment files, Human Resources policies, regulations, guidelines and manuals, internal controls, etc.
- Assist in monitoring compliance with the Performance Appraisal System and follow-up with staff and supervisor as needed; facilitate compliance by providing technical guidance on the use of the system.
- Organize Human Resources events including staff development and training activities in coordination with the Staff Development and Learning Unit and maintain updated records.
- Provide information to staff on their entitlements and responsibilities in line with IOM regulations, instructions and procedures. Respond to standard inquiries and refer the most sensitive/complex ones.
- Identify areas for improvement and highlight them to the supervisor; provide inputs for new procedures to complement or to adapt existing ones taking into consideration the specific needs of the office. Assist in analyzing and resolving sensitive cases by collating background information, preparing summaries and sharing best practices.
- Participate in inter-agency Human Resources related working groups as assigned.
- Provide guidance and training to new/junior staff in the unit.
- Perform other related duties as assigned.
Qualifications
- High School diploma with five years of relevant experience; or,
- Bachelor’s degree in Human Resources, Business Administration, Psychology or related field with three years of relevant professional experience.
- Proficient in Microsoft Office applications e.g. Word, Excel, PowerPoint, E-mail, Outlook; previous experience in Oracle is a distinct advantage;
- Attention to detail, ability to organize paperwork in a methodical way;
- Discreet, details and clients-oriented, patient and willingness to learn new things; and,
- Prior work experience with international humanitarian organizations, non-government or government institutions/organization in a multi-cultural setting is an advantage.
For all applicants, fluency in English, French and Arabic is required (oral and written).

- This selection process may be used to staff similar positions in various duty stations. Recommended candidates will remain eligible to be appointed in a similar position for a period of 24 months.
