Background: Ma3an is a five-year (2018-2023) USAID-funded project is looking for a Tunisian National team leader with strong Managerial skills and experience working in international organizations to fill in the position of Associate Director. Ma3an goal is to increase youth participation in civic and political life, address youth grievances, and prevent radicalization in Tunisian communities vulnerable to violent extremism.  Ma3an’s objectives include: Youth are equipped with skills and engaged in civic actions with local actors to address their communities’ needs and grievances (Positive Youth Development – PYD), and Tunisian capabilities to prevent and counter violent extremism are enhanced (Preventing Violent Extremism-PVE). At the community level, Ma3an uses a community-driven PYD/PVE model to inform and support sustainable interventions through ongoing collaboration between community actors that are inclusive, participatory, and solutions-focused. These include working with and through local CSO partners to understand local dynamics in each community; and implement community-driven PYD/PVE programming involving youth, local NGOs, local government, and other community leaders through community-specific grants. At the national level, Ma3an works to engage in discussions and advocate for government policy reforms that benefit youth and social cohesion.

 

Associate Director, Program is a key leadership position on the Ma3an project. The position requires significant management and coordination skills, broad general and technical knowledge, and experience working in community-driven development programming. The position includes significant travel throughout Tunisia.

 

Responsibilities

  • Provide overall leadership and management support and supervision and general technical direction to five Regional Program Managers (RPMs)and their regional teams;
  • Provide guidance and mentoring to RPMs to plan, direct, and coordinate activities to ensure that goals and objectives are accomplished within prescribed time frame and funding parameters;
  • Provide technical and programmatic oversight, strategic direction and ensure appropriate support for the implementation and monitoring and evaluation of program activities;
  • Supports RPMs to ensure high technical standards are used to guide the technical and programmatic aspects of work plans and activities as well as progress and impact reporting, communications and outreach;
  • Ensures an integrated vision between the two program objectives/components and a focus on achieving performance results and targets within Ma3an’s community-driven PYD/PVE model;
  • Identify issues and risks related to program implementation in a timely manner, and effect appropriate program adjustments; efficient and effective use of the resources to reach the desired results of the project;
  • Serve as the key liaison between all other project units to ensure maximum, timely support to regional teams and effective team-work;
  • Supports the RPMs to ensure regional staff familiarity with FHI360 values, quality standards, policies and program objectives and their individual responsibilities in upholding these standards and policies.
  • Work closely with the DCOP to ensure that all Ma3an project interventions are of high quality and lead to measurable impact.

 

Critères d'éligibilité

  • Master’s degree in relevant field of study, such as international relations, international development, or public administration.
  • 10 years of proven leadership and results-driven management experience with USAID/donor related development programming, preferably community-based programming; supporting strategy development, implementation plans and operational/implementation activities; experience managing community development, civil society, and/or youth activities preferred;
  • Strong critical thinking and problem-solving skills to plan, organize, and manage resources for successful support to field-based teams.
  • Proven experience of different USAID/donor regulations in programmatic management and reporting, ensuring that the project maintains the highest programmatic, administrative, and operational standards for compliance and audits.
  • Solid knowledge and skills on different approaches to implement community-driven programming and strengthening partner capabilities.
  • Excellent oral and written communication skills in English & Arabic and/or French;
  • Dynamic team player with ability to manage teams and projects collaboratively; strong communication, organizational, management, and interpersonal skills;
  • A strong understanding of Tunisia’s political and social context; experience working in, target area communities is preferred; ability to work effectively with local partners and stakeholders work effectively in a highly collaborative team.
