based across the region.
Responsible for: Interns/Volunteers, consultants and freelancers where relevant.
Contract: 1 year, renewable.
Working hours: Full time (37.5 hours per week)
Special Conditions: Frequent travel inside the country and the MENA region.
ROLE PURPOSE
The MENA Transparency Programme Coordinator (Coordinator) will be responsible for the ARTICLE 19’s work and projects under the MENA Transparency Programme, particularly but not exclusively, to deliver the organisational outcomes on Transparency and development in the MENA region under the supervision of the Director of ARTICLE 19 Tunisia and the support of the Senior Legal Counsel in London. The Coordinator will be responsible for the implementation and management of the current projects on the Right to Information, Transparency and Development, including Tunisia, Morocco and Lebanon, maintaining relations with partners and funders, identifying new opportunities for ARTICLE 19 in the region, contribute to ARTICLE 19 global strategies and to an effective regional implementation of ARTICLE19’s policy on the right to information, transparency and development thematic areas and impact, provide support to the implementation of the Iran Transparency programme. The Coordinator will be expected to contribute to the development and effective work and advocacy in the target countries in MENA and take part to international fora on the subject.
KEY RESPONSIBILITIES
Strategy Development
- Contribute to the identification of new areas for ARTICLE 19’s growth and impact in Tunisia, Morocco and Lebanon, and gradually in other countries of the region on the right to information, transparency and development, in line with the organisational strategy;
- Monitor human rights, particularly right to information trends in the MENA region and keep abreast of civil, political, economic, social and cultural developments in the region, to identify opportunities for ARTICLE 19;
- To follow and act in accordance with the initiatives taking place in MENA region relating to SDGs, OGP, EITI, anti-corruption, and other relevant related international initiatives. He/she will be expected also to take part to international fora in the matter and contribute to tailor A19’s principles and policies to the MENA context.
Programme Management
- Ensure quality, cohesive and coordinated identification and implementation of the right to Information programme of work in the MENA region including Tunisia, Morocco and Lebanon;
- Ensure appropriate and effective response to opportunities and risks related to the right to information, transparency and development in the region including Tunisia, Morocco and Lebanon;
- Develop and maintain collaboration and regular contact with A19 partners in the region, including national NGOs and CSOs, government officials, media and activists, and identify collaborative means of developing strategies and programmes to advance the right to information, transparency and development in the region including Tunisia, Morocco and Lebanon;
- Develop and maintain good relations with project donors, including by producing narrative and financial reports as required;
- Develop operational plans on the right to information, transparency, and development and take action to ensure implementation where necessary;
- Develop operational budgets on the right to information, transparency and development,managing the budgets of funded projects on the right to information, transparency, and development and report and take action on variances;
- Plan, coordinate and manage the implementation of project activities and finances relating to the right to information, transparency and development;
- Ensure timely delivery of project outputs relating to the right to information, transparency and development, including by monitoring the delivery of work by partners, liaising with colleagues throughout ARTICLE 19;
- Monitor and evaluate the work and impact of ARTICLE 19 in the region including Tunisia, Morocco and Lebanon using performance indicators and other outcome measures;
- Lead on results based management and monitoring and evaluation for all the right to information, transparency and development projects and ensure they are designed for impact and are effectively implemented, monitored and evaluated;
- Promote the wide dissemination of project outputs and publications on access to information, transparency and development;
- Ensure appropriate monitoring, documentation and evaluation of the projects activities and impact on the right to information, transparency and development;
- Ensure timely and qualitative reporting to the organisation and donors through the appropriate mechanisms and forms, including CAMMS and other reporting tools.
Staff management
- The Coordinator can be expected to line manage team members where relevant including through review of work plans and objectives, providing guidance and support as necessary, and assessment of work through regular appraisal, as well as staff or consultants based in the region.
- Contribute to the organisation of the work of the team in an efficient, effective and coordinated fashion to ensure delivery of agreed outputs within budget;
- Contribute to a strong coordination and communication with London-based staff with responsibilities in delivering MENA related work, in particular the Head of Transparency, The Iran team and other MENA staff or consultants based in other countries of the MENA region;
- Facilitate cross-learning and collaboration with other team members and regional/thematic programmes of ARTICLE 19.
Fundraising
- Lead the development of fundraising proposals for new projects in line with ARTICLE 19’s regional strategy in the region including Tunisia, Morocco and Lebanon on the right to information, transparency and development;
- Contribute to other fundraising proposals in line with the MENA strategy;
- Contribute to the identification of sustainable funding for the MENA Transparency programme;
- Develop knowledge of fundraising opportunities in the MENA region including Tunisia, Morocco and Lebanon on the right to information, transparency and development, and identify sources of funding for new projects proposals, in cooperation with the Fundraising team.
Communication and Advocacy
- Represent the organisation in the region, including at external meetings on the topics related to, but not only, the right to information, transparency and development in the target countries of the regions;
- Identify relevant advocacy opportunities and plan interventions, with the support of the MENA and Communications teams;
- Ensuring A19’s work and messages on topics related to the right to information, transparency and development are well covered and understood by the media in target countries of the region;
- Contribute to reports, articles and other pieces covering the MENA region for ARTICLE 19 publications and website;
- Engage when relevant on social media, actively communicating externally through twitter and other social media;
- Develop and maintain ARTICLE 19 national, regional and international contacts across the region on the right to information, transparency and development, and disseminate and publicise ARTICLE 19 work, outputs and impact.
Other
- To undertake other duties commensurate with the role as may reasonably be assigned by the Director ARTICLE 19 MENA;
- Ensure maintenance and development of the organisational files on the right to information, transparency and development.
PERSON SPECIFICATION
ESSENTIAL
Education and Knowledge
- Educated to a university degree standard or equivalent preferably in a relevant discipline such as Law or Political Science;
- Knowledge of human rights trends, particularly on freedom of expression and the right to information, in Tunisia and the region;
- Knowledge of international human rights law and awareness of mechanisms for the protection of human rights at international and regional level;
- Knowledge of historical context and recent political, economic and social developments in Tunisia and the region.
Experience
- Significant demonstrable experience of work in the field of human rights and specifically the right to information;
- Significant demonstrable experience of working in the region;
- Significant demonstrable experience of legislative development and policy implementation on the right to information, transparency and development in the region, in particular in interaction with the public administration;
- Significant demonstrable experience of project development and management, including coordination of varied activities and budget management;
- Experience in identifying and implementing national and regional strategies;
- Experience in successfully fundraise from institutional donors;
- Experience of advocacy at national and international level;
- Experience in external communications to a broad of audiences and in dealing with national and regional media;
- Substantive drafting of written materials including writing and/or editing materials for publication;
- Involvement in strategy and policy development.

- Written and spoken fluency in English, Arabic and French;
