Key Relationships: Head of Civic Space, MENA RO staff in Tunis, London office and in the MENA countries, Law and Policy team, Projects team, Communications team, Fundraising team, Finance team and external partners based across the region.

Responsible for: Intern/volunteers, consultants and freelancers where relevant

Salary: 30310 TND (net salary per year)

Working Hours: Full time (37.5 hours per week)

Contract: 1 year renewable

Location: ARTICLE 19’s office in Tunisia

Holidays: 25 days per year, plus public holidays

Special conditions: Frequent travel required, and some evening and weekend work

ABOUT US

ARTICLE 19 works to protect and defend freedom of expression and information (FoE/I), particularly individual advocates of these rights. Our goal is that those at the front line of defending freedom of expression and information are supported by effective networks of institutions and activists at the local, regional and global levels, and by strong legal frameworks and mechanisms, thus ensuring that violations are known, perpetrators held accountable, and effective relief or redress is secured.

The protection of these rights requires a holistic approach encompassing physical, digital, psychosocial and legal security. ARTICLE 19 works to improve the security conditions and protection tools and mechanisms for journalists, media workers, human rights defenders (HRDs), bloggers and others engaged in defending human rights, particularly freedom of expression and information, and exposing corruption. We work to systematise our global monitoring and reporting methodologies, linking them to international and regional mechanisms, as well as specific governments, to raise cases of violations.

ARTICLE 19 focuses in improving access of women and sexual and gender minority journalists, HRDs, media workers and other communicators to specific tools and knowledge to protect themselves online and offline from physical, digital and legal risks or threats. Protection mechanisms and support networks are nuanced to effectively mitigate risk and threats for women and sexual and gender minorities.

JOB ROLE AND PURPOSE

The MENA Civic Space Programme Officer (Civic Space PO) will be responsible for ARTICLE 19’s strategy and work under the MENA Civic Space Programme. This role will primarily focusing on delivering the organisational outcomes on Civic Space in the MENA region and developing and implementing all the projects within the Civic Space thematic area.

Under the supervision of the Regional Director of ARTICLE 19 MENA, and with the support of the Head of Civic Space based in the London office, the Civic Space PO will be responsible for the implementation and management of the projects on civic space in the MENA region, drafting reports and materials under the Civic Space Programme, developing and delivering trainings on freedom of expression and other fundamental rights to civic space, maintaining relations with partners and donors and identifying new opportunities for ARTICLE 19 in the region. The Civic Space PO will be expected to contribute to ARTICLE 19 global strategies and to an effective regional implementation of ARTICLE 19’s related policies, to represent ARTICLE 19 at international and regional conferences and meetings on civic space related issues.

KEY RESPONSIBILITIES

Strategic Development

  • Monitor trends and developments, including legal and policy developments,related to freedom of expression and civil society space in the MENA region; 
  • Ensure appropriate and effective response to opportunities and risks related to Freedom of Expression,Civic Space and other fundamental rights in the MENA region;
  • Develop and maintain collaboration with ARTICLE 19’s partners and potential partners and allies in the region, including international NGOs and national CSOs, government officials, media and activists, and identify collaborative means of developing strategies and programmes to advance Freedom of Expression and civic space in the MENA region; 
  • Contribute to the  identification of new areas of work on civic space for ARTICLE 19’s growth and impact in the MENA priority countries, mainly Tunisia, Morocco, and gradually in other countries of the region in line with the organisational strategy;
  • Contribute to standards setting work of ARTICLE 19, through preparing research, studies and briefs, writing or contributing to the preparation of legal opinions and through developing specific and practical recommendations to ARTICLE 19 policies;
  • Work closely with other ARTICLE 19 MENA programme officers to develop as appropriate, projects that advance the goals and objectives of the organisation.

Programme Management

  • Ensure quality, cohesive and coordinated implementation of the Civic Space Programmes of work in the MENA region;
  • Develop and implement operational plans and operational budgets on the Civic Space Programme of work in the region;
  • Develop and implement all the projects within the Civic Space thematic area through ensuring effective and timely implementation of assigned project/s, including effective project planning, budget management and narrative and financial reporting and evaluation;  
  • Ensure timely delivery of project outputs relating to civic space, including monitoring the delivery of work by partners and liaising with colleagues throughout ARTICLE 19;
  • Develop and maintain good relations with Civic Space project donors and partners;
  • Draft research, reports, training materials, contribute to legal submissions and amicus briefs on freedom of expression and other fundamental rights to civic space;
  • Develop and deliver trainings for media workers, civil society activists, human rights defenders, minority groups and other stakeholders in the region and enhancing their capacity to apply international standards in their work;
  • Monitor and evaluate the added value and the impact of ARTICLE 19 work in the region mainly in the priority countries such as Tunisia and Morocco using performance indicators and other outcome measures;
  • Lead on results based management and monitoring and evaluation for all the Civic Space projects and ensure they are designed for impact and are effectively implemented, monitored and evaluated;
  • Ensure timely and qualitative reporting to the organisation and donors through the appropriate mechanisms and forms, including AIMS and other reporting tools.

Fundraising

  • Take the lead in fundraising for the civic space activities in conjunction with the Fundraising team, develop concept notes and fundraising proposals for new projects in line with ARTICLE 19’s Civic Space regional Strategy in the region;
  • Contribute to the identification of sources of funding for new projects proposals and sustainable funding for the MENA Civic Space Programme in cooperation with the Fundraising team; 
  • Contribute to other fundraising proposals in line with the MENA strategy.

Communications and Advocacy

  • Contribute to the writing of advocacy and policy briefs, including briefing papers,  advocacy alerts, letters and background analysis documents to support advocacy objectives of the Civic Space Programme towards relevant national bodies, such as government ministries, and international institutions, for example UN Charter and treaty bodies; 
  • Represent ARTICLE 19 at international and regional conferences and meetings;
  • Contribute to ARTICLE 19 publications and web resources – both in the MENA region and in general; 
  • Contribute to the identification of  relevant advocacy opportunities and plan interventions, with the support of the MENA and Communications teams;
  • Ensure ARTICLE 19’s work and messages on topics related to freedom of expression and civic space are well covered and understood among the target groups;
  • Contribute to the wide dissemination of project outputs and publications on civic space in target MENA countries and beyond;
  • Develop and maintain ARTICLE 19 national, regional and international contacts across the region on Civic Space;
  • Engage when relevant on social media, actively communicating externally through twitter and other social media.

 Other

  • To undertake other duties commensurate with the role as may reasonably be assigned by the Director of ARTICLE 19 MENA;
  • Ensure maintenance and development of the organisational files on the Civic Space Programme of Work in the MENA region.

Critères d'éligibilité

  • Masters degree level or equivalent with post-graduate qualification in law, political sciences, social sciences, media, communication, or other relevant field;
  • Substantial experience in a similar positions preferably in related field and or for non-governmental organisations with demonstrated experience of managing budgets and projects;
  • Familiarity with human rights, freedom of expression and/or democratisation issues in the MENA region;
  • Familiarity with international and regional mechanisms for promoting and protecting human rights;
  • Demonstrable understanding of the MENA region and ability to analyse trends in relation to human rights in particular freedom to expression and other rights incidental to Civic Space;
  • Good working knowledge of the operating environment in the MENA region for civil society and a general mapping of the main stakeholders;
  • Able to operate on own initiative with demonstrable time-management skills;
  • Analytical and strategic planning skills;
  • Excellent project management and administration skills (including financial management and reporting);
  • Good research and report writing,and advocacy skills;
  • Good organisational and logistical skills;
  • Demonstrable ability to work under pressure, prioritise, meet deadlines, and hold self and others to account;
  • Ability to work creatively, and sometimes independently, to develop initiatives, find solutions and also work collaboratively with appropriate supervision;
  • Good writing and speaking skills in Arabic, French and English;
  • Strong communications skills, and sensitivity in working with people from various cultural and social backgrounds;
  • Experience of working in multi-lingual, multi-cultural, multi-geographical matrix teams is desirable.
  • Must have the right to work in Tunisia;
  • Have the will and ability to travel frequently;
  • Commit to support the work within the mission, vision and objectives of ARTICLE 19;
  • Attention to cultural sensitivity and commitment to professional responsibilities as well as equal opportunities.
