Key relationships: MENA Staff based in Tunis, London and in the MENA countries, International Communications Team, Law and Policy Programme, Projects Team, Fundraising Team, and external partners based across the region.

Starting salary: 28795 TND (Net salary per year)
Contract: 1 year renewable
Working hours: Full Time (37.5 hours a week)
Holidays: 25 days per year plus public holidays
Location: ARTICLE 19’s office in Tunisia
Special Conditions: Frequent travel required, some evening and weekend work
Role and Purpose
The post of MENA Communications Officer has the overall responsibility to lead and coordinate the Communication and Public Relations for ARTICLE 19 in the MENA region. In addition the post has a primary role in delivering ARTICLE 19’s international communications strategy and advocacy work in the region.
Under the supervision of the Regional Director of ARTICLE 19 MENA, the MENA Communication Officer will lead on developing strategic communications for the MENA region and be responsible for the development and implementation of a new communication strategy for MENA. He/she will support the shaping and delivery of key messages particularly around the ongoing programs and activities including delivery of a wide range of outputs from daily output for media, long form publications and events. The role is also responsible for proposing recommendations on how to develop and strengthen ARTICLE 19 relations with the media, official authorities, partners and donors.
The overall purpose of the role is to maximize the impact of our strategic human rights work through communications, and the visibility of the ARTICLE 19 mandate in the MENA region.
Key Responsibilities and Accountabilities
Strategic Communications
- In consultation with key teams, and in line with the goals of the ARTICLE 19 International Communication Strategy develop and implement an effective, innovative, MENA communication strategy
- With knowledge of relevant local, regional and international contexts for MENA related issues, identify opportunities for impact for MENA communications particularly in the priority target countries in line with the Expression Agenda;
- Recommend appropriate strategies to maximize the visibility of the ARTICLE 19 and define its role with stakeholders, national and international partners and donors in the MENA region;
- Assess opportunities for developing broader engagement with our strategic objectives through digital communications in collaboration with the International Communication team, particularly with a view to the development of an integrated MENA regional web presence.
Advocacy and campaigns
- Monitor, (using a media monitoring service), developments related to freedom of expression and access to information in the MENA region, in particular threats against journalists and human rights defenders and recommend appropriate responses;
- Engage with colleagues as the focal point for Global (Strategic) Campaigns in ARTICLE 19 MENA and to contribute to the development of advocacy campaigns led by the MENA office;
- Working in collaboration with the MENA team and the International Communications and Campaigns team, identify advocacy opportunities relevant to ARTICLE 19’s priorities in the region, and plan interventions with the target groups for ARTICLE 19’s projects.
- Working with the International Communications team and the wider MENA team, develop and implement strategies and action plans to manage and grow the presence of ARTICLE 19 through social media, especially (but not exclusively) on Facebook and Twitter.
Media Work
- Proactively identify, establish and cultivate relationships with key local and international MENA focused media in target countries as well as other relevant external contacts.
- Maintain an up-to-date media contacts list through our CRM.
- Identify and propose partnerships between ARTICLE 19 and key media outlets in order to ensure the proper handling and dissemination of freedom of expression issues, ARTICLE 19’s messages, and ARTICLE 19’s mandate in general, in the MENA region;
- Advise MENA Director and relevant staff on media and communication work, and assist in drafting talking points and other materials to the media;
- Contribute to achieving quality, efficiency and impact of ARTICLE 19 communication and media efforts in MENA taking into consideration potential ARTICLE 19 brand risks;
- Draft and distribute press releases, statements, stories, reports and other media and communication material for public use;
- Monitor media coverage (via Meltwater) of the work of ARTICLE 19 in the MENA region, including the management and documentation coverage across editorial and broadcast media.
Communications Planning and Production
- Lead on the development, delivery and launch of the ARTICLE 19 MENA website, in coordination with the International Communication Team;
- Develop engagement materials to inform ARTICLE 19 target audiences in MENA;
- Lead on the development of reports, impact stories, articles, and other communications assets in target countries in close collaboration with the MENA SMT and the International Comms Team;
- Coordinate the financial, logistical and administrative support related to communications outputs;
- Design and implement a plan for the translation of the publications of ARTICLE 19 MENA, in particular, the coordination with translators, providing quality control of translation delivery and developing an editorial line for reports and other communications products published by ARTICLE 19 MENA;
- Working with the Director of Communication and Information, contribute to the development of relevant information systems in order to improve institutional memory and learning in the MENA office;
- Provide essential cover and support for related activities as required.
