BACKGROUND
USAID Ma3an is a USAID-funded project implemented by FHI360 with the goal to increase youth participation in civic and political life and youth economic empowerment.
SCOPE OF WORK
This communication agency (technical writer/consultant) assists the Ma3an team in designing and maintaining a robust communications system to report project achievements and outcomes. The communication agency/consultant will develop, write, and edit in English the content material for various platforms and outlets, including biweekly highlights, quarterly, annual reporting and Ma3an success stories. The selected communication agency will write, rewrite, and edit technical materials for dissemination to a variety of Ma3an stakeholders. She/He works with other staff across the project to ensure that materials are consistent with USAID Ma3an branding, are of high quality, and meet the needs of our client. The communication company will help establish, maintain, and promote high standards for writing, editing, style, format, design, and production for all written materials at USAID Ma3an. The consultant reports to the Ma3an Chief of Party.
RESPONSIBILITIES INCLUDE:
- Conduct 16 interviews (per month) with Ma3an Youth Leaders and other Ma3an beneficiaries to prepare compelling Ma3an stories and profiles. This includes interview preparation work including phone calls to ensure that the chosen individuals’ stories align with the Ma3an program’s vision and messaging strategy.
- Provide 4 high quality, content-rich impact stories (per month) (approximately 250 words) in English that highlight Ma3an beneficiaries’ challenges and overall impact of their civic engagement. The impact stories should demonstrate how the Ma3an project has empowered youth to engage in their communities for positive civic impact and change.
- Translate the 4 success stories (per month) into Tounsi while maintaining the original message’s integrity. These translations ought to be appropriate for posting on the social media sites and other media channels, including those used by the Ma3an program, and appeal to Tunisian youth audience.
- Create 28 high-quality Tounsi translations (per month) of social media posts and materials from English to Tounsi to accurately convey the intended Ma3an message in a way that resonates with target youth beneficiaries in local target communities. The translations should be error-free, culturally appropriate, and easily understandable to ensure a positive impact among Tunisia’s youth.

Remark: This SOW includes travel for at least 5 days per month anywhere in Tunisia. The proposal must include travel and accommodation expenses.

Tunis with travel inside of Tunisia for at least 5 days per month
QUALIFICATIONS
- Excellent oral and written communication skills in English and Arabic
- Proven track record of producing high quality written products for various types of audiences, especially international donors.
- Comprehensive knowledge of concepts, practices, and procedures with social network pages, and storytelling techniques for internal and external communications.
- Demonstrated expertise in Microsoft Office and Adobe Photoshop.
- Excellent project management and journalistic skills.
- Strong organizational skills and is creative, innovative, and detail oriented.
- Ability to motivate, influence and collaborate with others.
- Ability to meet deadlines and manage projects effectively to accomplish goals.
EDUCATION
- Bachelor’s Degree or its International Equivalent in Journalism, English, Public Relations, or Related Field.
EXPERIENCE:
- Typically requires 6 years of experience with writing, editing, journalism, radio and communicating company programs through social media networks and tools.
- Must be able to read, write and speak fluent English and Arabic & Tounsi.
- Experience, knowledge, and familiarity with Ma3an project activities.
EVALUATION CRITERIA:
Proposals will be evaluated in accordance with the following criteria:
- Criteria 1: Editing Quality: 40 points
- Criteria 2: Technical skills and experience (degree; missions): 40 points
- Criteria 3: References: 10 points
- Criteria 4: Price: 10 points
REQUIRED DOCUMENTATION: Proposals must include the following components:
- CV
- Copy of Tax ID/RNE/ Bank account details
- Proposed Daily rate without VAT
- Copy of at least one pay stub, contract, or invoice to document the reasonableness of the daily rate
- Provision of at least 2 references accompanied with their contact details: (contact numbers and mails)
- Writing samples of previous work

Consultancy is for a period of Four months Full time.

- Covid-19 Safe Federal Workforce Provision for US Based Consultants: The selected Consultant will be required to be fully vaccinated (2 weeks after 2nd dose of a 2-dose series or 2 weeks after a single dose vaccine) and provide proof of vaccination to the FHI 360 when requested and prior to receiving work from FHI 360. Selected consultant shall be required to comply with all Covid-19 safety protocols implemented by FHI 360. Covid-19 provisions may change at any time and without advance notice.
- FHI 360 may perform a background check on any selected Consultant candidates.
- FHI 360 may cancel the solicitation and not award.
- FHI 360 may reject any or all responses received.
- Issuance of the solicitation does not constitute an award commitment by FHI 360
- FHI 360 reserves the right to disqualify any offer based on failure of the offeror to follow solicitation instructions.
- FHI 360 will not compensate any offeror for responding to solicitation.
- FHI 360 reserves the right to issue award based on initial evaluation of offers without further discussion.
- FHI 360 may choose to award only part of the activities in the solicitation, or issue multiple awards based on the solicitation activities.
- FHI 360 reserves the right to waive minor proposal deficiencies that can be corrected prior to award determination to promote competition.
