Background

The Danish Refugee Council assists refugees and internally displaced persons across the globe, we provide emergency aid, fight for their rights, and strengthen their opportunity for a brighter future. We work in conflict-affected areas, along the displacement routes, and in the countries where refugees settle. In cooperation with local communities, we strive for responsible and sustainable solutions. We work toward successful integration and – whenever possible – for the fulfillment of the wish to return home. DRC’s efforts are based on the organization’s value compass: humanity, respect, independence and neutrality, participation, and honesty and transparency.

DRC North Africa Regional Office was formed in 2018 and is comprised of country operations in Algeria, Libya, Sudan, and Tunisia where the organization implements a variety of humanitarian programming in contexts ranging from conflict-induced displacement, protracted displacement and recovery. In total, DRC employs 320 national and 57 international staff across the region.

Specific objectives of mission (objectives, scope and deliverables)

As a humanitarian organization working in a variety of challenging contexts characterized by conflict, instability, and remoteness, and a fast-paced and high-stress work environment, DRC North Africa Regional Office is seeking a qualified consultant or consultancy firm to collaborate with the senior management team and selected representatives to assess the state of staff care, wellbeing, and inclusiveness and to identify concrete recommendations for improving staff care, wellbeing and inclusiveness which will contribute to the development of a healthier, more resilient, diverse and productive work environment.

Due to the current uncertainty around the ability to travel, the consultancy can be undertaken remotely, however, the selected provider must be able to effectively communicate with representative staff across all four of the region’s countries of operations – Algeria, Libya, Sudan, and Tunisia.

Objectives and Deliverables:  

  1. Undertake comprehensive consultations with DRC staff across Algeria, Libya, Sudan, and Tunisia as a means to develop an understanding of staff perception of staff care, wellbeing and inclusion, and the success, to date, of the organization’s support to their care, wellbeing and inclusion. From the consultations, develop a report consolidating the findings and which presents a working definition of staff care, wellbeing, and inclusion for the region. While the report should present overarching, agreed definitions presented by staff, it should also draw from both international and local definitions or interpretations. This exercise will require consultations with a broad diversity of DRC staff across field locations and positions.
  2. Based on findings from the aforementioned consultations, develop concrete recommendations for improving staff care, wellbeing, and inclusiveness which will contribute to the development of a healthier, more resilient, diverse, and productive work environment. The consultant will work with DRC North Africa senior management team and selected representatives to turn the recommendations into concrete action plans by region and country. Recommendations will focus on actions that can be taken immediately with minimal or no financial investment and as such, should focus on improving practices, local policies, and ways of working.

 

Furthermore, based on the aforementioned findings, the consultant will develop and deliver targeted and time-bound, group training or sessions aimed at enhancing staff care, wellbeing, and inclusion, as well as enhancing the manager’s ability to support effective staff care, wellbeing and inclusion. The consultant should plan to target 15 to 20 senior management-level staff, 15 to 20 management staff, and up to a 150 non-management staff. Training reports will accompany each training.

Timeline and Payment Terms

The consultant is expected to start on the 1st of September, and the deadline to complete the consultancy by 30th November 2020.

Payment will be made in several installments that will be linked to deliverables agreed upon. Fees are payable upon receipt of an invoice from the consultant and approved service completion certificate.

Throughout the duration of the contract the consultant will be required to fully comply with DRC’s Code of Conduct.

Roles and responsibilities

  • Role of the Consultant – The consultant will be responsible for all aspects of the aforementioned objectives and deliverables.
  • Role of DRC – DRC will review and approved proposed methodologies and work plans, and will support the consultant to connect with relevant country office representatives and staff. Furthermore, an elected DRC representative will review all deliverables to ensure adherence with agreed terms before finalizing and issuing payments.

The consultant will report to the Regional Human Resource Manager.

Assessment and award of consultancy

  • DRC will evaluate the proposals and award the assignment based on technical (70%) and financial (30%) feasibility.
  • DRC reserves the right to accept or reject any proposal received without giving reasons and is not bound to accept the lowest or the highest bidder.
  • Only those shortlisted will be contacted for an interview with the panel to ensure their understanding of the consultancy services.

 

Selection criteria

For the award of this project, DRC has established evaluation criteria which govern the selection of offers received. Evaluation is made on a technical and financial basis. The percentage assigned to each component is determined in advance as follows:

  • The technical offer: will be evaluated using the following criteria, and points will be allocated in the scale from 1– 10 for each of the criteria stipulated below, whereas the weighting is as follows:
  • Qualification
    • Understanding and interpretation of the TOR (Methodology, Work plan) (total weightage 60%)
  • Experience
    • Consultant/s CV (total weightage 20%)
    • Relevant experience related to the assignment (include evidence of work done/ relevant verifiable references) (total weightage 20%)
  • The financial offer: total cost of the financial offer should be mentioned in the DRC Bid Form in USD, while the breakdown of the budget should be attached separately.

Critères d'éligibilité

  • Advanced degree in a relevant field such as psychology, counselling, or organizational change.
  • At least 5 years of specialized experience providing direct support to humanitarian workers or advising INGOs on staff care and wellbeing
  • Demonstrated experience designing and implementing training and coaching sessions
  • Demonstrated ability to motivate, inspire and support individuals and teams
  • Demonstrated experience working remotely. Highly organized and able to work.
  • Excellent written and spoken English communication skills; with the ability to present concepts clearly and concisely.
  • Spoken Arabic or French is highly desirable.
