The tenderers are required to provide services as indicated below. In the technical offer, the tenderers will indicate more details on the deliveries, referring back to the below terms of reference:

Background

The Mediterranean (MED) region is one of the world’s leading tourist destinations, which makes tourism a key driver for socio-economic progress & a key income source for many of its countries. Faced by growing competition & a deterioration of the political & security situation in the region, the destination has demonstrated symptoms of a slowdown, which makes the recovery of the sector an economic priority. This downturn may also present an opportunity to transform the tourism model into a sustainable & competitive one, addressing current sectorial challenges as the predominance of mass seaside tourism, dependence on the European market & territorial imbalances.

The hereby proposed initiative (MEDUSA project) is led by a mix of public/private/non-governmental organizations across the region with proven track record in the tourism & business development field. MEDUSA will tackle these joint challenges via targeted & inter-related capacity building & cross-border interventions to develop & promote Adventure Tourism (AT) in the region. Between 2010 & 2014, this tourism niche grew by 195%. The MED has every opportunity to become part of this international trend, which properly managed can make tourism more sustainable, providing a strong incentive for conservation, while creating jobs & more income for local communities. These major expected changes will occur in the medium/long-term. Also, the multiplier effect will be higher in comparison to other forms of tourism. The main results of the project are cross-border routes & itineraries, in the form of new and/or improved AT products, revealing lesser-known destinations & attracting tourists throughout the year. A long-term (LT) strategy is envisaged for the promotion & management of these destinations in a sustainable way with the participation of a wide array of stakeholders. The main beneficiaries are SMEs (Tourism Service Providers, Tour Operators (TOs), Travel Agencies, etc.), public authorities & the communities.

MEDUSA project is co-financed by the European Union under the European Neighbourhood Instrument cross-border cooperation program “Mediterranean Sea Basin” 2014-2020 (ENI CBC MED). It started on 1st September 2019 and has duration of 36 months (until 31st August 2022). It counts on an overall budget of 3,317,314 EUR, which are co-financed at a 90% rate by the ENI CBC Med program.

Objective, purpose and expected results

The main objective of this assignment is to prepare and deliver a ‘Training of trainers’ (TOT) programme on sustainable tourism Destination Management. In specific, this consultancy will include the coordination, preparation and development of the training content and materials.

The main objective of this assignment is to prepare and deliver “training of trainees about tourism business planning, international sales & marketing, and market access” at local scale in Tunisia. In specific, this consultancy will include the coordination, preparation and development of the training content and materials as well as the implementation in Tunisia. The trainer should commit to:

  1. Actively participate in an online “training of trainers (hereinafter, TOT)” session
  2. Transfer new gained skills to local stakeholders.

The training is aiming to enhance capacities, knowledge and skills of local target beneficiaries in project selected destinations (for Tunisia, those destinations are Ben Arous, Gabés et Medenine), including mostly adventure tourism SMEs, but also municipalities and other governmental officials, bodies in charge of the management of protected areas, outdoor adventure tourism and sports associations, and community groups.

Based on the contents and materials of the MEDUSA online TOT on business planning, international sales & marketing, and market access, the selected trainer must prepare/adapt the content, considering the context of the Tunisian destinations.

It is important to note that, the trainings that will be delivered in each Tunisian destination should be useful for the targeted beneficiaries when preparing a proposal for the upcoming sub granting mechanism, which will be launched by MEDUSA project for the creation and/or improvement of adventure tourism products in the Mediterranean (by the last trimester of 2021). For this reason, the training should be prepared thinking in the candidates that may be willing to present a proposal for the creation and/or improvement of an adventure tourism product in the Mediterranean.

  • Expected results:
    • Result n° 1: Active participation during the TOT ONLINE session (date to be decided, between September and October 2021).
    • Result n° 2: Prepare and deliver a detailed training programme for the local stakeholders mentioned above. ( Ben Arous, Gabés and Medenine)

Description of the assignment:

The Consultant/Trainer is expected to provide a detailed content with up to date information (inspired from the ONLINE TOT session content). The content should be well structured, clearly presented with visually appealing design and formatting. In terms of practical aspects, the training should include practical and interactive exercises and case studies. The approach followed is based on an interactive facilitation and communication between the trainer and final beneficiaries. A participatory approach should be applied during the training sessions. The trainer should undertake a training evaluation survey and exams in order to ensure the achievement of the training objectives.

Specific work:

  1. Attendance to the online TOT hosted by MEDUSA project, between September and October 2021 (date to be confirmed);
  2. Adaptation of the TOT materials to the local language and territory, delivering customized training materials for a one-day training session in collaboration and consultation with WWF;
  3. Adaptation of materials considering the Global Market Research & Analysis Report on adventure tourism in the Mediterranean elaborated by MEDUSA project (the report can be found in this link, under News à Documents section), especially the documents with direct references to the Tunisian context;
  4. Support to the communication and dissemination of the training sessions done by the project partners;
  5. Deliver four training sessions of one day each (of a maximum of 6 hours).

Location

The participation on the TOT will be via online.

Local Tunisian trainings will be carried out physically or via online depending on the COVID-19 situation in Tunisia. In case the training will be carried out physically, WWF offices will be available; taking into consideration that other site could be selected for the trainings.

Reporting requirement

The contractor will submit the following reports in Arabic or French, in electronic format:

  • All training content and material developed for each session must be delivered on soft copies;
  • Draft material shall be shared, discussed and agreed sufficiently before the training;
  • Final completion report includes trainees’ evaluation.

COPYRIGHT

All rights of copyright concerning the material produced by consultant will remain the property of the World Wildlife Fund WWF and can only be used by the expert with appropriate attribution by WWF.

TECHNICAL REQUIREMENTS

The minimum requirements to assess the candidates are:

  • At least 3 contracts of similar nature undertaken in the past 3 years;
  • Certification as a trainer from a recognized institution is highly appreciated;
  • At least 10 years of professional experience in sustainable tourism development;
  • Graduated Studies in Tourism & Hospitality, Economics or similar;
  • Similar experience in delivering e_learning trainings
  • Excellent reporting skills in English.
  • Good IT skills

The candidates can prove their competences in the above-mentioned fields by presenting their Curriculum Vitae, examples of previous similar assignments, in addition to any other relevant document that the candidate considers adequate.

Candidates will be assessed according to the following chart:

*Language levels based on the Common European Framework of Reference for Languages (CEFR).

Note: The maximum score will be 100 points. In case two or more offers obtain the same score, it will be selected the one presenting a lower economical offer.

DURATION OF THE SUBCONTRACTING SERVICES

  • The intended start date is 15th, September 2020.
  • The period of implementation of the contract will finish by the end of November 2021, although the period could be extended under circumstances of force majeure.

BUDGET AND INVOICING

The total budget for the subcontracting services is equivalent to 3,500 € (VAT not included).

The provider will issue the corresponding invoice at the end of the services and when WWF has accepted the reports.

The invoice must be identified with the specific purchase order number that WWF will provide, otherwise it will be returned for identification.
