Terms of Reference

Consultancy for Translation (EN to FR and AR) and Interpretation (English, French and Arabic) to support the 2021 MMC/DRC North Africa Workplan of activities.

INTRODUCTION

The MMC is a leading source for independent and high-quality data, research, analysis and expertise on mixed migration. The MMC aims to increase understanding of mixed migration, to positively impact global and regional migration policies, to inform evidence-based protection responses for people on the move and to stimulate forward thinking in public and policy debates on mixed migration. The MMC’s overarching focus is on human rights and protection for all people on the move. The MMC focuses on 7 core regions, with regional teams in each of these: Eastern Africa & Yemen; North Africa; West Africa; the Middle East, Asia, Europe and Latin America & Caribbean Read more about the MMC here: www.mixedmigration.org. The MMC is part of the Danish Refugee Council (DRC), a leading humanitarian organization responding to displacement and mixed migration in 40 countries.

BACKGROUND

The MMC and DRC North Africa Regional Office has put together a 2021 Workplan for quarterly activities.

At a glance, the 2021 MMC North Africa workplan includes amongst other:

Estimation of expected translated pages: Maximum 1 000 within the year 2021.

Estimation of expected live interpretation: Maximum 14 days within the year 2021.

PURPOSE OF THE CONSULTANCY

The Mixed Migration Centre in North Africa is seeking a highly qualified consultant or agency to provide the translation from English to French and from English to Arabic to support delivering a large range of products included in the 2021 MMC North Africa Workplan.

Under the direct supervision of the MMC Regional Communications Specialist and the MMC Regional Manager in North Africa, the purpose of the consultancy is to translation from English to French and from English to Arabic for all required documents, and other materials

The main objective of translating MMC NA’s products is to establish effective dissemination in three used languages in the North Africa Region (English, Arabic and French), and to better engage with stakeholders at national, regional and international levels.

TIMELINE AND PAYMENT

The RFQ is lunched for the purpose of establishing a Framework Agreement with the consultant(s) or agency(s) for the provision of consultancy service for Translation (FR, AR) and Interpretation (English, French and Arabic) for duration of 12 months.

A Framework agreement is not binding DRC to place any Service/Consultancy Contract. DRC will place orders/ Consultancy Contract to the awarded service provider based on the agreement as per its requirement.

Payment will be made at the satisfactory completion of 100% assigned task and or as agreed in each Consultancy Contract with the awarded service provider.

ASSESSMENT AND AWARD OF CONSULTANCY

MMC/DRC will evaluate the proposals and award the assignment based on technical (60%) and financial (40%) feasibility.

MMC/DRC reserves the right to accept or reject any proposal received without giving reasons and is not bound to accept the lowest or the highest bidder.

Only those shortlisted will be contacted for an interview with the panel to ensure their understanding of the consultancy services.

SELECTION CRITERIA

For the award of this project, MMC/DRC has established evaluation criteria which govern the selection of offers received. Evaluation is made on a technical and financial basis. The percentage assigned to each component is determined in advance as follows:

THE TECHNICAL OFFER (60% of the overall evaluation): will be evaluated using the following criteria, and points will be allocated in the scale from 1– 10 for each of the criteria stipulated below, whereas the weighting is as follows:

  • 25% Quality of the translation of the 2 work examples in French and Arabic
  • 30% References or Recommendations Letters
  • 20% Workplan or General Approach
  • 25% Interview

THE FINANCIAL OFFER (40% of the overall evaluation):

The total cost of the financial offer should be mentioned in the DRC Bid Form (Annex A) in TND.

Critères d'éligibilité

  • Essential:
  • Proven experience translating similar topics with technical vocabulary in French (2 examples of publications)
  • Proven experience translating similar topics with technical vocabulary in Arabic (2 examples of publications)
  • Excellent translation and adaptation skills of technical vocabulary related to mixed migration in French
  • Excellent translation and adaptation skills of technical vocabulary related to mixed migration in French 3 References of clients (preferably NGOs)
  • Desirable:
  • Capacity of delivering Live Interpretation in English, French and Arabic for virtual events
  • Capacity of proof-reading and editing English, French and Arabic publications and studies
  • Previous experience with non-governmental organisations (NGOs)
  • Previous experience with the Mixed Migration Centre (MMC) and/or the Danish Refugee Council (DRC).
  • Good understanding of mixed migration
  • GENERAL
  • Commitments: DRC has a Humanitarian Accountability Framework, outlining its global accountability commitments.
