National Peace Education Curriculum:

Recruitment of a National/International Consultant for the development of the analysis tool or Mask: Behavioral changes Tools

 

Ifrikya Center for Common Ground (ICCG) is seeking a consultant to support the development of an analysis tool / Data collection Mask for the M&E /Behavioral change package to be used to monitor and evaluate the impact of a peace education curriculum within Tunisian primary schools. Following this 18-month program, we are primarily interested in Tunisian youth’s resilience to violence, activity in their communities, and resistance to risk factors for isolation and radicalization. We want to analyze the tools’ impact across gender, age cohort, and regional demographics. Candidates’ teams should have experience in research and programs related to preventing violent extremism, peace education, and interactive pedagogy.

  • Context

Ifrikya Center for Common Ground

Ifrikya Center for Common Ground (ICCG) is a Tunisian non-profit organization, established on December 13, 2021, in accordance with the provisions of Decree No. 2011-88 of September 24, 2011, on the organization of associations to promote social cohesion in Tunisia. ICCG is a Tunisian peacebuilding NGO that aims to promote sustainable social cohesion in Tunisian society through conflict transformation. 

 The Project

 

ICCG has launched an 18-month project called “National Peace Education Curriculum Initiative in Tunisia” with the goal of increasing resilience and positive normative values of Tunisian children and youth in their local, national, and global environment.

 

The overall goal is supported by two specific objectives:

 

  1. Strengthened capacities of educational and pedagogical experts to institutionalize the peace education curriculum into the official primary education system
  2.  Enhanced engagement of Tunisian youth around civic values, non-violent communication, and digital peacebuilding within the targeted localities. 

  • Goal and Objectives of Consultancy

In the first stage of the project, Search/ICCG has developed an Arabic-language peace education curriculum that will guide primary school teachers and administrators across different Tunisian governorates in the delivery of daily extra-curricular peace education classes to students.

 

ICCG seeks to procure the services of one or a group of independent consultants (s) who will:

  • support the development of the Analysis Matrix for the package of M&E/Behavioral changes Tools to be used to monitor and evaluate the impact of the developed peace education curriculum.

The M&E Package//Behavioral change tools is a multiplatform set to be used in the monitoring and evaluation of the impact of the peace education curriculum that will be rolled out in schools. Employing interactive discussion, innovative tools respecting child psychology norms in order to make children more resilient to extremist narratives, the curriculum aims to promote democracy, human rights, the rule of law, civic values, accepting differences, and empathy while engaging both children and their parents/teachers.

 

The Consultant(s) will work in close collaboration with the ICCG DM&E officer, with support and input from Project Team, Gender Advisor as well as the Technical Committee from the Ministry of Education.

 

ICCG is looking for a highly motivated Expert /group who will be responsible for the following tasks:

 

  1. Analysis Matrix for the M&E tools for the peace education curriculum
  • Reviewing the monitoring and evaluation strategy and approach that would be used throughout the project
  • Reviewing the M&E package (tools, templates, etc.) to measure the internalization and understanding of values embedded in the newly designed “Peace Education curriculum” on pupils in primary schools (aged from 8-12) and adapt the tools in addition to the existing ones, if needed.
  • Development of a coherent strategy for data analysis and guidelines to use the M&E instruments
  • Identification of data analysis and data cleaning.
  • Extrapolation of the key findings (report and PowerPoint presentation with graphs) after the testing phase of the curriculum.

Methodology and Sequencing

The consultant will focus on a collaborative, data-driven approach ensuring that the existing tools align with the objectives of the project. The consultant(s) will engage with the project team to ensure the effectiveness and adaptability of the M&E package. He/she must provide a detailed description of the essential performance characteristics, reporting conditions and quality assurance mechanisms that will be put in place.

Throughout this mission, the consultant will undertake the following steps:

  1. Review the existing M&E package:

The consultant will perform an in-depth review of the current M&E strategy, the peace education curriculum, and existing behavioral change tools.

This package includes:

  • Behavioral change tools for students. 
  • Teacher progress assessment tools. 
  • Inspector progress tools. 
  • Headmaster progress tools.
  • Development of the Analysis Matrix:

The consultant will develop an Analysis Matrix to track key indicators of behavioral change and curriculum impact. The matrix will allow for the entry of large amounts of data and the systematic analysis of qualitative and quantitative data collected.

  • Testing and Data Collection Guidelines:

The consultant will support the testing of the adapted tools and Analysis Matrix in the selected schools while refining the instruments based on feedback from the field (if needed).

  • Developing guidelines for Data Collection and Analysis:

The consultant will create simplified  templates for analyzing the collected data. He/She will also provide clear guidelines for the M&E team and project stakeholders on data collection and analysis, ensuring consistency and reliability.

  • Final Report:

The consultant will provide a comprehensive report and presentation of the adapted M&E tools and Analysis Matrix, including an overview of the process, justifications for changes, and lessons learned during testing.

  • Deliverables

The following deliverables and payment structure are expected from this consultancy:

  • Deliverable 1:

 A review M&E Package and proposing any changes needed.

Due Date: December 20, 2024

 

Payment Schedule : 20% of total contract amount (after signing the contract)

  • Deliverable 2: 

1-Development of the Analysis Matrix,creation of simplified templates for analyzing the data collected.

2- Development of Analysis report template and a template of PPT presentation for the data presentation

 

Due Date:December 26th, 2024

 

Payment Schedule : 50% of total contract amount (after completion and approval of deliverable 2)

  • Deliverable 3:

Organizing 1  training session for the project team on the use of the Matrix (After validating the matrix)

  • Deliverable 4:

Final report and presentation

Due Date:January 2, 2024

 

Payment Schedule : 30% of total contract amount (after completion and approval of deliverable 3)

  • Ethical Considerations

ICCG places a high priority on ensuring that all activities are conducted in an ethical manner. Participation in all the related activities to this assignment is always voluntary, does not result in monetary gain and, where appropriate, the identity of participants must be protected (for example, if information is provided in confidence, the consultant will not divulge this information in connection with the names and will limit the access of audience). If the consultant is going to conduct interviews, consent must be collected and participants must understand what the information provided will be used for and who will have access to it. All the approaches that will be used in this assignment should adhere to the Do No Harm principles.

  • Timeline

The estimated number of working days will be around 15 total days for all the deliverables.

  • Budget

A detailed financial proposal should be provided.

  • Requirements of Consultant

Education

  • Master’s degree (doctoral degree preferred) in Education, Sociology, Mathematics, Statistics  or a related field.

 

Professional Experience

  • A minimum of 10 years professional experience with a focus on child/youth psychology and/or working with CSOs in at risk student’s engagement and preferred experience in PVE.
  • At least 5 years of professional work experience at national or international level on education programming, data analysis, particularly in curriculum development. .
  • Strong technical expertise in M&E tool development, data analysis matrix development, and generating data analysis reports.

 

Job Knowledge and Skills

  • Extensive experience working with at-risk students or Children’s, either from a clinical, research and/or social work perspective.
  • Experience working with Ministries of Education providing technical support or implementing programs, particularly in education and/or analytical research.
  • Strong knowledge of methodologies and techniques to work in preventing violent extremism within the school environment.
  • Knowledge of the Tunisian context, or prior experience working in other MENA countries, would be considered an asset.
  • Experience working with an international NGO environment highly desirable;
  • Experience in developing data analysis tools .
  • Good coordination, communication (verbal and written).
  • Team spirit and ability to collaborate with colleagues in an open and constructive way.
  • Fluent in written and oral English and French. Arabic would be a plus.
  • Extensive experience in developing M&E tools and matrix for data entry.
  • Strong interpersonal and communication skills, both written and oral.
  • Excellent program management (design, planning, and coordination) skills.
  • Strong technical expertise in report writing.
  • Proficiency working with Microsoft Office or other similar software.
  • Good knowledge of the Tunisian education sector/context or regional knowledge in similar country contexts is highly desirable.

 

In addition, the consultant is required to respect the following Ethical Principles1:

  • Comprehensive and systematic inquiry: Consultant should make the most of the existing information and full range of stakeholders available at the time of the review. Consultant should conduct systematic, data-based inquiries. He or she should communicate his or her methods and approaches accurately and in sufficient detail to allow others to understand, interpret and critique his or her work. He or she should make clear the limitations of the review and its results.
  • Competence: Consultant should possess the abilities and skills and experience appropriate to undertake the tasks proposed and should practice within the limits of his or her professional training and competence.
  • Honesty and integrity: Consultant should be transparent with the contractor/constituent about: any conflict of interest, any change made in the negotiated project plan and the reasons why those changes were made, any risk that certain procedures or activities produce misleading review information.
  • Respect for people: Consultant respect the security, dignity and self-worth of respondents, program participants. Consultant has the responsibility to be sensitive to and respect differences amongst participants in culture, religion, gender, disability, age and ethnicity.

 

Selection Criteria

Consultant proposals will be selected for:

  1. Relevance of proposed methodology
  2. Quality of proposed methods and quality control measures.
  3. Qualifications of the candidate(s).
  4. Proposed budget in relation to proposed methodology, deliverables and team.
