  1. Background

WWF North Africa (WWF NA) is part of the WWF global network and leads conservation and climate resilience efforts across the North African region. The office works at the interface of science, policy, and community engagement to conserve biodiversity, restore critical ecosystems, and promote sustainable natural resource management. WWF NA collaborates closely with national authorities, regional institutions, civil society, and local communities to deliver inclusive, evidence-based solutions aligned with national priorities and international environmental commitments.  

In this context, WWF North Africa is implementing the Plastic Smart Ports project to reduce plastic pollution and promote sustainable fisheries in Tunisian coastal areas, with two pilot ports: Tabarka and Gabès. 

The HORECA sector (Hotels, Restaurants, Cafés) plays a major role in the consumption of single-use plastics and waste generation, particularly in coastal tourist areas. A thorough analysis of the regulatory framework governing this sector is essential to identify gaps, enforcement challenges, and opportunities for improvement. This study will support policy recommendations and guide future interventions to reduce plastic pollution and promote sustainable practices.

  • Objective of the Assignment

Conduct a comprehensive analysis of legislation, policies, and enforcement mechanisms related to the HORECA sector in Tunisia, focusing on:

  • Regulatory provisions on single-use plastics and waste management.
  • Inspection practices and institutional responsibilities.
  • Gaps and inconsistencies compared to national and international best practices (i.e National and Sectoral Initiatives, Sustainable Tourism Frameworks).
  • Provide concrete recommendations to strengthen compliance and reduce plastic leakage.

 

Scope of Work

The consultant will:

  • Collect and review laws, decrees, and municipal regulations governing the HORECA sector and waste management.
  • Assess enforcement mechanisms, inspections, and sanctions.
  • Map institutional roles and inter-agency coordination.
  • Compare the national framework with national and international standards.
  • Identify gaps and propose operational and policy recommendations, with a focus on Tabarka and Gabes.
  • Prepare a comprehensive report with visual elements (charts, infographics).

 

Methodology & Quality Assurance

  • Systematic literature review and reference validation.
  • Stakeholder consultations (authorities, HORECA actors, waste operators).
  • Inclusion of metadata for all sources.
  • Application of recognized standards for legal and policy analysis.

 

Deliverables & Timetable

  • Inception Note & Work Plan : within 5 working days after contract signature.
  • Final Report : executive summary, detailed analysis, international comparison, recommendations, visuals.
  • Deadline : 4 weeks after contract signature.

 

Consultant Profile

  • Senior expert in environmental law, public policy, or waste management.
  • Minimum 10 years of relevant experience.
  • Proven expertise in policy and legal framework analysis related to hospitality/tourism and waste management.
  • Excellent writing and presentation skills in English and French.

 

Budget and Payment Terms

  • Daily rate: 800 TND
  • Number of days: 15
  • Additional cost for graphic layout & illustrations: 1000 TND
  • Estimated total budget: 13 000 TND
  • All expenses (travel, accommodation, per diem) included in the daily rate.
  • Payment upon deliverable validation by WWF North Africa.

  • CV (max 2 pages), including similar activities 
  • Technical note (max 3 pages) describing approach and methodology
  • Financial offer confirming daily rate and inclusion of all costs
  • Minimum two references for similar assignments
